11. Chinese Trust in Government: A Response Pattern Approach

Abstract:
Chinese citizens have high trust in their government is well documented. Recent data show that this remains true during the COVID-19 crisis. Nonetheless, a long-standing debate is whether Chinese trust in government is genuine or simply a reflection of political fear. To offer further insights, in this article I adopt a response pattern approach that shifts the focus from how much people trust (the level of trust) to how people trust (the pattern of trust). Analyzing data from multiple sources, I consider the homogeneity and heterogeneity in how political trust is expressed among diverse populations (e.g., children vs adults) and in different situations (e.g., taped vs. not taped). I identify ten specific patterns that consistently suggest Chinese trust in government may not be simply reduced to a misrepresentation out of political fear. This study illustrates that examining the often-overlooked patterns of how people express their attitudes within different segments of the population and in different contexts provides a means to test whether the expressed attitudes are fake or genuine. 12. Public responses to foreign protectionism: Evidence from the US-China trade war

Abstract:
America's recent turn toward protectionism has raised concerns about the future viability of the liberal international trading system. This study examines how and why public attitudes toward international trade change when one's country is targeted by protectionist measures from abroad. To address this question, the authors fielded three original survey experiments in the country most affected by US protectionism: China. First, they find consistent evidence that US protectionism reduces Chinese citizens' support for trade. This finding is replicated in parallel experiments on technology cooperation, and further validated outside of the China context with a survey experiment in Argentina. Second, they show that responses to US protectionism reflect both a "direct reciprocity" logic—citizens want to retaliate against the United States specifically—and a "generalized reciprocity" logic that reduces support for trade on a broader, systemic basis.

JOSHUA BYUN, D.G. KIM, and SICHEN LI examine the impact of the COVID-19 pandemic on the Chinese public’s foreign policy attitudes. Drawing on original surveys fielded in China during the first six months of the global pandemic, they find that ordinary Chinese citizens are optimistic about China’s future global position, and that this optimism corresponds with the widespread perception that the COVID-19 pandemic is accelerating China’s rise relative to the United States.

Abstract:
As Russia and China grow closer through economic ties, a joint Chicago Council on Global Affairs-Levada Analytical Center survey finds that the Russian public sees little downside to the growing bilateral relationship. With China and Russia on the outs with the United States, Russian President Vladimir Putin and Chinese President Xi Jinping have broadened bilateral economic and military cooperation over the last few years. Recent cooperation has included energy and infrastructure projects, and even a little bit of panda diplomacy. While some observers warn about the potential risk that Russia may grow too dependent on Beijing, a joint Chicago Council on Global Affairs-Levada Analytical Center survey finds that the Russian public sees little downside to the growing bilateral relationship.

15. For First Time, Half of Americans Favor Defending Taiwan If China Invades

Abstract:
2021 Chicago Council Survey data show a majority of Americans support a range of US policies towards Taiwan: recognition as an independent country, inclusion in international organizations, and a US-Taiwan free trade agreement. Tensions between Beijing and Taipei are running high. Chinese intimidation of Taiwan has increased since 2016, demonstrated by naval drills in the Taiwan Strait, incursions into Taiwanese airspace, and economic coercion targeted at Taiwanese industries. In turn, the United States has sold advanced weapons to Taiwan and normalized US warship transits nearby. While past administrations have not made formal commitments to defend Taiwan, the just-completed 2021 Chicago Council Survey finds that for the first time, a slim majority of Americans now favor sending US troops to defend Taiwan if China invades.

2021 Chicago Council Survey data show that a majority of Americans hold favorable views of South Korea and would support defending the country from a North Korean attack. Under the Biden administration, US relations with South Korea have returned to more solid ground. The May summit between President Joseph Biden and President Moon Jae-in was seen as a success, and negotiations over costs for stationing US troops in Korea were resolved. However, North Korea’s launch of a long-range cruise missile and subsequent ballistic missile test might signal a new phase of escalating tensions on the Korean Peninsula. The 2021 Chicago Council Survey finds the American public continues to hold positive views of South Korea, while majorities of Americans identify North Korea as an adversary. But while Americans support using US troops to defend South Korea, there is little support for taking military action to eliminate North Korea’s nuclear program.

Chicago Council survey data find majorities in South Korea view China as more of a security threat than a security partner and as more of an economic threat than an economic partner. On May 21, South Korea’s President Moon Jae-in will meet President Joe Biden at the White House. In his first 100 days in office, Biden’s foreign policy has focused on repairing alliances and setting the administration’s policy toward China—in March and April alone, the administration participated in US-China talks in Alaska, 2+2 meetings in South Korea and Japan, trilateral talks among national security advisers, and Japanese Prime Minister Yoshihide Suga's visit to Washington. Moon’s visit will add North Korea to the agenda. The two leaders meet at a time when there are significant gaps on their preferred paths forward to dealing with Beijing and Pyongyang. However, recent Chicago Council surveys find that attitudes among publics in South Korea and the United States are remarkably similar when it comes to China and North Korea.

The US-China relationship will be one of the most important in defining the international order in the 21st century. As the two countries enter an increasingly competitive phase in relations, both must manage the policy mix of confrontation, competition, and cooperation. If mismanaged, competition could quickly tilt toward miscalculation and armed conflict. For the United States, a poor mix of these policy elements could also lead to a hastened US decline, rapidly ceding the Asia-Pacific to China’s leadership, leaving regional allies at risk of coercion under the threat of China’s military and economic power. The nature of the challenge posed by China, the economic interdependence in the region, and serious questions about US leadership necessitate a fundamental reevaluation of trilateral cooperation. Effective US policy in the region hinges on getting policy right with the two most important US allies in the region—Japan and South Korea. While alliances are among the most important advantages the United States holds in its competition with China, South Korea and Japan hold particular importance given the values they share with the United States, as well as their dynamic economies, growing military capabilities, influence in the region, and geostrategic location. But the inherent advantages of these allies can only be drawn upon if the United States recommits itself to the region and to investing in and upholding these long-standing relationships. The persistent doubts about US commitment to and leadership in the region involve not only political will and competence but growing questions of economic feasibility as well. Doubts about the United States are leading Japan and South Korea to consider all options in terms of their security. Unlike the Cold War with the Soviet Union, the United States will not be able to draw a line in the sand, demand that its allies and partners toe that line, and still expect to compete effectively. Such an approach will further erode US credibility and confidence in US leadership. This reality will necessitate a deep mutual trust between the trilateral partners and greater tolerance for the distinct needs and interests of all three countries. A better understanding of how each country views its role in the region, its relationship with China, areas of cooperation, and the limits for each country in dealing with China is vital.

19. The China Challenge Prompts Recovery of a Strained ROK-Japan Relations: Analyzing ROK-Japan Relations Through the 9th Joint Korea-Japan Public Opinion Survey

Korea-Japan relations have been strained for the past 3 years as the feelings of fatigue between the two citizens has been steadily increasing due to the Korean Supreme Court’s ruling on the forced wartime labor in October 2018. Bilateral cooperation to reorganize the world order after COVID-19 also remains bleak. The East Asia Institue (EAI, President Yul Sohn) and Genron NPO (President Yasushi Kudo) conducted the “9th Joint Korea-Japan Public Opinion Poll.” Based on the results of the survey, this issue briefing examines the differences in public opinion between the two countries on security and economic cooperation. This briefing also analyzes the Korean public’s call to improve ROK-Japan relations and increase cooperation. President Sohn argues that ROK-Japan relations should be re-examined under the intensified U.S.-China strategic competition and the possible post-pandemic global risks. He also states that Japan should abandon its one-track approach and understand the Korean’s preference for “future-oriented” cooperation. Additionally, the next Korean administration should respond to public opinion and strive towards the reconstruction of ROK-Japan relations.

China and Russia want to maintain Germany’s political status quo: Centrist, at times mercantilist policies, have often worked in their favor. Now, with the Green Party ascendant and public opinion shifting, neither Russia nor China can be sure that classic "centrism” will emerge after September. Russia and China will increase their influence and interference efforts in the run-up to the election and beyond, using informational, political, and cyber tactics, and economic and political networks.
