Do Republicans and Democrats Want a Cold War with China? OCTOBER 13, 2020 By: Dina Smeltz, Senior Fellow, Public Opinion and Foreign Policy; Craig Kafura, Assistant Director, Public Opinion and Foreign Policy American Views of China Plummet; Public Split on Containment or Cooperation For the first time in nearly two decades, a majority of Americans describe the development of China as a world power as a critical threat to the United States, according to the 2020 Chicago Council Survey. At the same time, American feelings towards China have fallen to their lowest point in Council polling history, dating back to 1978. Reflecting these changing attitudes, Americans are now split on whether the US should cooperate and engage with China or actively seek to limit its influence. This is a significant change. Over the past four years, US-China relations have lurched from one crisis to another. Despite the sharp downturn in relations, and the growing consensus in Washington on pursing a more confrontational approach to China, Chicago Council Survey data through January 2020 showed that this consensus and the growing US-China rivalry had yet to make a deep impact on American views of China.

12. The Future of the Kuomintang in Taiwan: Reform, Recalibrate, or Stay the Course?

Once again, the future of Kuomintang (KMT), the political party headed by Chiang Kai-shek for decades and that favors a closer relationship with Mainland China, is in doubt due to the results of the recent presidential and legislative elections in Taiwan. President Tsai Ing-wen of the Democratic Progressive Party (DPP) was reelected in a landslide against her opponent Kaohsiung Mayor Han Kuo-yu of the Kuomintang. Tsai received a record 8+ million votes, and the DPP retained its majority in the country’s national legislature by winning 61 seats—though it did lose seven compared to the 2016 election when the party won its first-ever majority. The blowout victory puts the KMT’s future into question—though more senior analysts note that this conversation occurs after every election, particularly the 2016 election, and nothing really changes. Maybe, just maybe, this time will be different.

13. The “China Dream” and the African Reality: The Role of Ideology in PRC-Africa Relations

Abstract:
The Chinese Communist Party (CCP) promotes its worldview and political and economic model overseas, particularly in the developing world, albeit in a very different manner than it did in the era of Mao Zedong. Under Mao, who fashioned himself the champion of Third World revolutionary movements, China exported a comprehensive, proactive, and universal ideology. Today the party’s theorists are struggling to develop a message of similar caliber. What they have produced so far has not translated into a particularly coherent or compelling “Xi Jinpingism” that appeals across cultures and societies. But this has not stopped the PRC from pursuing an ideologically grounded foreign policy. President Xi speaks frequently of a “Community of Common Destiny,” a still-vague vision for a Sinocentric world order in which the CCP’s model is lauded as a contribution to human civilization, liberal democracy is widely discredited, and the developing world looks to China above all others for inspiration.

14. The Battle for the Soul of Islam

It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

Abstract:
Malaysia’s foreign and security policy faces myriad challenges, but not much is likely to change under Mahathir Mohamad’s ‘New Malaysia’ framework. The return of Mahathir Mohamad to the prime ministership of the country he had previously led for 22 years has raised questions about the direction Malaysia’s foreign and security policy might take. While there may be some course-corrections in foreign and security policy under Mahathir’s Pakatan Harapan government, it will not stray far from the approach of previous administrations. Continuities will include its non-aligned status, its pragmatic dealings with both the United States and China, its focus on ASEAN centrality and Malaysia’s economic development through trade. Malaysia will revisit its earlier “Look East” policy; it has plans to upgrade its defence capabilities in the South China Sea; and it will take a more consultative approach to foreign policy-making.

Abstract:
Pakistan’s 2018 elections marked just the second time in history that power transferred peacefully from one civilian government to another after a full term in office. Although the initial months of campaigning were relatively free of violence, the two weeks before polling were dangerous for campaigners and voters alike, and the elections provided a platform for some parties to incite violence, particularly against Pakistan’s minority sects. This report provides a deep examination of how exposure to political violence in Pakistan’s largest city affects political behavior, including willingness to vote and faith in the democratic process.

18. Dictators and Leadership: Lessons from Stalin and Mao

Abstract:
The accepted wisdom about dictators is that they rule their political systems in an essentially arbitrary and willful manner. Their leadership colleagues are said to live in constant fear of the dictator, always vulnerable to his will and always looking to defend themselves against him. The leadership is shown as a Hobbesian “war of all against all” as the leader rules with no real restraint. This paper challenges that view. It will explain why such a view of leadership politics in authoritarian systems is inadequate, and will illustrate this by looking at two of the most egregious dictators of the twentieth century, Joseph Stalin and Mao Zedong.

19. Protectionism under Trump: The China Shock, Intolerance, and the "First White President"

In 2016, the United States elected an avowedly protectionist president. This paper uses US county-level electoral data to examine this outcome. The hypothesis that support for protectionism was purely a response to globalization is rejected. Exposure to trade competition encouraged a shift to the Republican candidate, but this effect is mediated by race, diversity, education, and age. If the turn toward protectionism is due to economic dislocation, then public policy interventions could mitigate the impact and support the reestablishment of a political consensus for open trade. If, however, the drivers are identity or cultural values, then the scope for constructive policy intervention is unclear.

20. Rethinking Taiwan policy: History, politics, ideology

The issue of Taiwan has long been one of the most intractable and multilayered in regional political, defence, foreign affairs, trade and security policy. Taiwan is claimed by the People’s Republic of China (PRC) as part of its territory, and, under its official title of the Republic of China (ROC), Taiwan is limited by Beijing to a marginal position in the international system. Political relations between Taipei and Beijing are fractious, but the Taiwan Strait is at the same time a critical link in global supply chains, carrying hundreds of billions of dollars of cross-strait trade in goods and services and investments every year. Hanging over this political and economic relationship is the constant threat of military action from Beijing. Taiwan policy in Australia and internationally is structured around the ‘resolution’ of the Taiwan issue, either through a negotiated settlement or through large-scale military action by the PRC. Australia should reassess its understanding of the Taiwan issue so as to identify alternative scenarios and calibrate its responses accordingly.
