101. Ideological Reform and Political Legitimacy in China: Challenges in the Post-Jiang Era

Abstract:
As a Socialist country undergoing rapid social and economic transition, China presents a revealing case study on the role of ideology in the process of institutional change. Based on Douglass North's theory of institutional change and on David Beetham's theory of political legitimation, this paper argues that recent ideological reforms have been a crucial factor in sustaining the legitimacy of Communist party rule. Ideological change is conceived as a path-dependent process which helps to stabilize the social perception of transition and to frame the party's modernization achievements. At the same time, the dominant role of ideology makes the Chinese party-state, despite its economic success, more vulnerable to legitimacy crises compared to other authoritarian regimes.

Abstract:
The year 2007 will be crucial for the future of democracy in Pakistan. If the election schedule announced by Parliamentary Affairs Minister Sher Afghan Niazi is followed, presidential elections will be held in the fall and the general and provincial elections will be held on January 30, 2008. All these elections will be carefully scrutinized by many in the United States and elsewhere, not least because they will include, among other political forces, a coalition of religious political parties, the Muttahida Majlis-e-Amal (MMA). Many commentators in the West believe that the Pakistani regime will portray the elections as a contest between Islamists represented by the MMA and the enlightened moderation of President Pervez Musharraf and the Pakistan Army. However, the reality is that the Islamic forces will not be a defining factor. They are a dependent variable whose power is largely determined by the army. The only real questions are whether the army's tactics for manipulating the 2007–2008 elections will differ from those used in 2002 and what role the Islamic parties will play in the process.

103. Reform in Syria: Steering between the Chinese Model and Regime Change

Abstract:
The issue of political reform in Syria straddles the line between reform of political institutions and removal from power of a particular regime and entails both domestic and external actors. The regime of Bashar al-Asad is under pressure from Syrian citizens who want a different political system and different leadership. He is also under pressure from the United States, which wants Syria to change its regional policy: stop intruding in Lebanese affairs, reduce support of Palestinian groups, and make a bigger effort to prevent infiltration of radical Islamists into Iraq. As a result, it is impossible to separate completely a domestic process of political reform from the external pressures. The two are entangled to a much greater extent than in any other country in the region except Iraq, and the analysis that follows reflects this entanglement.

Senator John Edwards was the Democratic 2004 nominee for Vice President (Senator John Kerry's running mate) and a one-term former Democratic Senator from North Carolina. He defeated the incumbent Republican Lauch Faircloth in North Carolina's 1998 Senate election. Senator Edwards is now the Director of the Center on Poverty, Work, and Opportunity at the University of North Carolina at Chapel Hill. Senator Edwards addressed the Asia Society on The Future of US-China Relations as part of the series entitled "American Political Leaders on the Future of US Relations with Asia". Senator Edwards addressed the Asia Society on October 31st, and gave this interview to Nermeen Shaikh following his speech.

105. Advancing Reforms in Philippine Election Administration and Management: Toward a Comprehensive Approach

In response to an invitation issued by the president of the Republic of the Philippines, IFES and its CEPPS partners, composed of international development and political party specialists from the International Republican Institute and the National Democratic Institute, deployed a team of representatives in early March 2004 to the Philippines to assess the political situation leading up to the May 10 Presidential and Legislative Elections. As previous IFES projects have outlined, the electoral situation in the Philippines is particularly if not unusually complex, partly due to its long and turbulent history of democracy and its associated electoral process. The team found that the 2004 election cycle was particularly flawed. COMELEC's plans and programs for the May 10 elections were disrupted by the late release of funds by Congress and the Supreme Court's decisions to stop the automation of polling, counting, and transmission of results from taking place. Transition to a computerized central voter registry was similarly abandoned only days before the election and election officers reverted to using manual voters' lists and voter records. Voter education efforts were uncoordinated and poorly implemented. The training of polling officials was done through parallel training programs developed by the Department of Education, COMELEC, and civil society. COMELEC's training was judged to be the least effective of the three and the most poorly organized.

106. Nepal's Crisis: Mobilising International Influence

Abstract:
Pro-democracy demonstrations and a general strike across Nepal in recent weeks mark a decisive shift in the country's political equations and probably signal the approaching end of King Gyanendra's direct rule. A successful popular movement could advance the search for peace but will depend on strong political party leadership in dealing with the Maoists; a messy transition would bring its own risks. Although domestic events will determine the speed and direction of political change, international players should us e their influence to establish practical plans to help stabilise the situation and build a more lasting foundation for peace. This briefing argues for the early formation of a Contact Group (consisting of India, the U.S. and UK, working with the UN) and a complementary Peace Support Group (other key donors and international financial institutions) to form a common front on strategy and tactics to maximise international influence in assisting Nepal's escape from its worsening conflict.

On 11 December 2006 local elections will take place in Aceh, the once war-torn region of Indonesia where exguerrillas are now running for office. The logistical challenges have been huge, particularly in registering so many people displaced by the December 2004 tsunami. But the political challenge has been even greater: how to ensure that the elections facilitate the transition of the former insurgency, the Free Aceh Movement (Gerakan Aceh Merdeka, GAM) from an armed struggle to a political movement, thereby reinforcing its 15 August 2005 peace agreement with the Indonesian government. A rift that has emerged within the GAM leadership has complicated that transition.

108. Islamic Law and Criminal Justice in Aceh

Abstract:
Aceh is the only part of Indonesia that has the legal right to apply Islamic law (Shari'a) in full. Since 1999, it has begun slowly to put in place an institutional framework for Shari'a enforcement. In the process, it is addressing hard questions: What aspects should be enforced first? Should existing police, prosecutors and courts be used or new entities created? How should violations be punished? Its efforts to find the answers are being watched closely by other local governments, some of which have enacted regulations inspired by or derived from Shari'a. These moves in turn are sparking a raging debate in Indonesia about what role government at any level should play in encouraging adherence to Islamic law and how far the Islamisation drive will or should be allowed to spread.

Abstract:
A senior U.S. State Department official said on April 3 that more violence was expected in the coming months. Assistant Secretary of State for South and Central Asia Richard Boucher reaffirmed the opinion of some U.S. military leaders that the warmer months and the increased presence of International Security Assistance Force (ISAF) troops would signal a stepped up effort by insurgents to disrupt peacebuilding and reconstruction efforts. Boucher also cited the battle against narcotics traffickers as cause for increased fighting.
