Abstract:
During the pandemic that swept the world in 2020, President Trump sought to focus major blame on China, where the virus first emerged. At a press conference on March 20, as American cases increased dramatically, he began to call it the “Chinavirus”, crossing out the word “coronavirus” in his prepared text. He continued to use that term, so criticizing China became a central theme in American “public diplomacy”. A new burden was added to the U.S.-China relationship, at the very time we need more, not less, mutual understanding.

The coronavirus pandemic has highlighted the dismal state of global governance. The rules-based order has given way to a new world disorder, dominated by narrow self-interest. The crisis of the liberal order reflects a collective Western failure to live up to its principles. The actions of Donald Trump have damaged the moral authority of the West. There is a future for liberalism in global governance, but on a more inclusive and less antagonistic basis. The primary focus must be on meeting universal challenges, such as climate change, pandemic disease, and global poverty.

In this report, Oxford Economics looks at the impact the COVID-19 pandemic on the economies of Asia-Pacific. We look at the impact of lockdown measures to contain the pandemic in China and other economies in the region, and their toll on business and households. As the COVID-19 pandemic continues around the globe, governments, investors, business and households are beginning to understand the financial and economic costs more clearly. In this report we examine the channels through which COVID-19 has impacted on the economies of the Asia-Pacific region. We explore the economic cost of lockdown measures, particularly so in China, as well as knock-on effects through supply-chains, tourism, and financial markets. We set out our forecasts for an historically-sharp downturn in the first half of 2020, but potential for a rapid recovery starting later this year and into 2021. Finally, we examine a downside scenario, simulated using our Global Economic Model, in which lockdown measures spread globally and the economic cost is even greater than in our baseline forecast.

The COVID-19 pandemic, which broke out in December 2019 in the Chinese city of Wuhan and quickly spread across the globe, will have a lasting impact on worldwide economic, political and strategic developments. Some observers question whether the different approaches by nations to the pandemic may benefit or hinder global economic competition. Others worry that some states may exploit the pandemic as a pretext to curtail individual freedoms. Still others note the emergence of an outright "battle of narratives" on the origins of the virus and the correct approach to bringing it under control, adding fuel to an already lingering "systemic" contest.

And though national economies will recover in time, fully restoring them may prove to be a slow process. No doubt, the longer the disease lingers, the longer an economic recovery will take. That could create one more economic casualty: China’s Belt and Road Initiative (BRI).

Abstract:
The coronavirus pandemic has roiled international relations. The huge global toll of the pandemic, both in terms of deaths and economic implications, has raised the question of Chinese responsibility. This Working Paper analyzes China’s responsibility for Covid-19 under international law. In order for state responsibility to arise, China must have committed an internationally wrongful act. The conduct must be attributable to China and must constitute a breach of its international obligations. An analysis of the timeframe concerning the main measures undertaken by Chinese authorities at different government levels shows a lag in reporting the outbreak to WHO according to the International Health Regulations. Hence, there appears to be a case for injured states to invoke China’s responsibility. The prospects for implementation are nevertheless bleak. A tacit understanding seems to prevail among states not to pursue the spread of pathogens in terms of legal responsibility or litigation. Whether major power rivalry or the enormous costs of the pandemic will change this non-confrontational tradition of dealing with pathogens remains to be seen.

Abstract:
This study analyzes Turkish foreign policy narratives generated by the Covid-19 pandemic, and their intellectual and political context provided by Western debates. The approach is based on the assumption that the narratives about the pandemic provide an interesting window through which to observe the long-term fears and hopes concerning international politics in Turkey. The study utilizes Steven Ward’s conceptualization of distributive and normative revisionism as a theoretical framework for analyzing Turkey’s increasingly assertive foreign policy. It also discusses the analytical limits of this concept by introducing the idea of revisionism as a familiar narrative trope in Western International Relations scholarship. The study demonstrates that while Turkey remains loosely attached to its traditional commitment to defend the existing order, it increasingly expresses its dissatisfaction within that order, sometimes pushing it to the limits, and taking action that could even be defined as normative, or radical, revisionism.
