101. China’s Strategic Objectives in a Post-COVID-19 World

Abstract:
On 1 October 2019, the People’s Republic of China (PRC) celebrated its 70th birthday, thus marking another important landmark of modern China under the leadership of the Chinese Communist Party (CCP). In commemorating the event, the Chinese government held a grand military parade with some 15,000 troops, more than 160 aircraft, and 580 active weapon systems during the event, including the latest generation nuclear missile systems such as the Dongfeng-41 mobile intercontinental ballistic missile. As the South China Morning Post reported, citing one insider, “the parade, which aims to showcase President Xi’s achievement in military modernization and reforms in both hardware and software will carry a lot of political meaning.” Given ongoing social protests in Hong Kong and problems in western societies at that time (such as Brexit talks in the UK and political opposition to President Trump in the United States) the contrast could not have been more stark: A powerful and prosperous China celebrates its international success while many western societies fail and flounder amidst their own domestic problems.

Abstract:
The control of the COVID-19 crisis requires strong and rapid actions of each nation- state, but multiple facets of the ineffectiveness have been exposed so far. This paper seeks to characterise and assess the handling of the public health emergency in China and the United States. The exposition focuses on the governance structures and state-people dynamics of the two countries, drawing on the framework of “exit, voice, and loyalty” developed by Albert Hirschman. The paper concludes that the Chinese “tough model” appears to have facilitated a virtuous circle of the state- people interaction, whereas the US “loose model” has led to a vicious circle.

Abstract:
During the coronavirus crisis, what was expected to be one of the hardest hit countries in the world has not only fared relatively well so far, but is now being widely lauded as a success story—Taiwan. With a population of 23.4 million, Taiwan has only reported 440 confirmed cases and seven deaths as of May 12. This panel will explore a series of questions. How did Taiwan manage the crisis and what are the secrets of its success so far? What are the risks that the pandemic could still worsen in Taiwan? How has the Covid-19 crisis affected Taiwan’s relations with mainland China? What has Taiwan done to assist other countries in managing the pandemic? How has Taiwan’s exclusion from World Health Organization (WHO) meetings and activities affected its ability both to manage the crisis at home, and to contribute to international management of the crisis? What can other countries learn from Taiwan about managing pandemic disease? What paths are available for Taiwan to contribute to global public health efforts? Has the crisis affected global support for Taiwan’s membership in the WHO? What are the implications for Taiwan’s global status beyond the WHO?

104. Three Ways to Explore the BRICS (Possible) Impact on the Future Global Order

Abstract:
In a moment of great global uncertainty, the BRICS countries (Brazil, Russia, India, China, and South Africa) are increasing their standing worldwide. Despite several areas that still undermine their credibility on the world stage and which make them appear to seem irrelevant as a group in the view of some scholars, we try to analyze and evaluate if they are really accountable as a group and what impact they could have on global governance and, in general, on the global order. We depart from previous research accomplishments and, following certain classical theories of International Relations such as those of Critical and Dependence, we consider three aspects of the BRICS growth that could influence the current international framework: 1) the emergence of institutions outside the Bretton Woods system; 2) an interest in improving their “soft power” (for example, climate change may play a decisive role here); 3) the growth of their presence in different parts of the world which have so far experienced a subordinated or marginal role. The paper considers both the limitations of and the potential for BRICS countries in the reshaping of the international framework. Moreover, we provide some interpretations to the current situation, especially in light of the prospective impact that COVID-19 may have on these three fields.

Abstract:
The rapid spread of COVID-19 forced policy-makers to swiftly find solutions to reduce infection rates and keep mortality as low as possible. Empirical analyses on the effectiveness of control measures are hereby of primary importance. School closures were among the earliest measures enacted by the governments of most countries. However, while schools are now reopening in many countries, the impact of school closures on the course of the epidemic is still an open question. Adopting parametric and non-parametric synthetic control methods we estimate the effectiveness of pro-active school closures, and other early social distancing interventions, in three countries that reacted relatively early during the course of the pandemic. Our findings suggest that these interventions were effective at reducing the mortality rate of COVID-19, especially when enacted early.

108. The Effects of India’s COVID-19 Lockdown on Critical Non-COVID Health Care and Outcomes

Abstract:
India’s COVID-19 lockdown is widely believed to have disrupted critical health services, but its effect on non-COVID health outcomes is largely unknown. Comparing mortality trends among dialysis patients in the eight months around the lockdown with the previous year, we document a 64% increase in mortality between March and May 2020 and an estimated 22-25% total excess mortality through July 2020. The mortality increase is greater among females and disadvantaged groups. Barriers to transportation and disruptions in hospital services appear to be the main drivers of increased morbidity and mortality. The results highlight the unintended consequences of the lockdown on critical and life-saving non-COVID health services that must be taken into account in the implementation of future policy efforts to control the spread of pandemics.

109. Masks Off: Chinese Coronavirus Assistance in Europe

As the coronavirus crisis spread across Europe in March, several countries found themselves desperately short of masks, respirators, test kits, and even healthcare staff as they struggled to contain outbreaks. With the EU and the United States initially slow to respond, China stepped into the vacuum. This paper looks at prominent Chinese coronavirus-related donations to Europe between March 12 and April 20, 2020, as well as at the Chinese media coverage and narratives that accompanied them. The prominence of donations was assessed using open-source data on donations from the Chinese authorities or from Fortune 500 or similarly large Chinese companies to European national governments, sister cities, and individual clinics and institutions. Assistance came in many forms and included financial support for the procurement of personal protective equipment, the dispatch of Chinese doctors, free access to cloud-based coronavirus diagnostic tools, and donations of testing kits and ventilators. Three points emerge from this analysis. First, Chinese assistance stretched well beyond the high-profile cases of hard-hit Italy and Spain to countries large and small. During the five-weeks period studied, the Chinese Communist Party (CCP) and large Chinese companies made 70 prominent donations to 27 countries across Europe. The numbers and distribution of prominent donations of coronavirus-related assistance paint a picture of Beijing’s widespread “mask diplomacy” in which countries’ needs alone were not strictly reflected in the help they received. Coronavirus infection rates alone do not fully explain the variance in Chinese assistance, suggesting that alleviating the health crisis may have been only one of many purposes behind the CCP’s decisions. Second, the donations by Chinese authorities and companies coincided with China’s national and economic interests. China’s state apparatus at the state, province, and city levels made donations, but the majority of prominent ones were from the Chinese private sector and foundations connected to it. However, with the CCP exercising an ever-growing level of control over the private sector, the distinction between public and private donations is not clear-cut and Beijing typically trumpeted both as evidence of its generosity. The perception-shaping potential of the donations is likely to have been one of the main drivers behind Chinese coronavirus assistance in Europe. Finally, Chinese donations were accompanied by a sustained communications and diplomatic push aimed at a global audience. The vast majority of the coronavirus assistance to Europe was promoted via all available channels. On state media, embassy websites, and social-media platforms, the authorities used the Chinese donations to Europe to deliver the CCP’s story. The positive messaging was also a way to pivot discourse about the pandemic away from its own failures in the early months of the outbreak. In parallel to the “shared future for mankind” narratives promoted by embassies every time donated medical supplies arrived in Europe, the CCP also showed a harder edge during the pandemic, much to the irritation of many European countries. Furthermore, since the period covered by this paper, Beijing has been doubling down on its newly assertive public diplomacy in Europe and beyond.

110. The State Response to a Mystery Viral Outbreak in Central China

In December, a mysterious outbreak of infectious disease emerged in the central Chinese city of Wuhan (Hubei Province). The epicenter of the outbreak was the Wuhan Huanan Seafood Market (武汉华南海鲜批发市场, Wuhan Haixian Pifa Shichang), which was closed by officials in Wuhan on January 1 pending further investigation of the origin of the disease (see accompanying images). As of January 11, public health officials in Wuhan stated that there were a total of 41 identified cases of infection, among which two persons had been discharged from treatment, seven were seriously ill, and one person had died; 739 other persons were identified as having contact with those infected, and were to be subject to medical observation (Wuhan Health Commission, January 11). Chinese researchers have identified the pathogen as a previously-unknown strain of coronavirus. This a large family of viruses—including the common cold, Severe Acute Respiratory Syndrome (SARS), and Middle East Respiratory Syndrome (MERS)—that are zoonotic in origin (i.e., transferred via human-animal contact) and cause respiratory illnesses with widely varying levels of severity (WHO, undated). The viral outbreak in Wuhan inspired inevitable comparisons to the SARS pandemic that originated in southern China and swept through the country (and spread to other countries) in two waves in 2002-2003 and 2003-2004. It also follows on the heels of other recent infectious zoonotic disease incidents in China, such as a minor outbreak of pneumonic and bubonic plague in Inner Mongolia in November 2019 (AFP, November 28). The Wuhan coronavirus outbreak affords an opportunity to observe and compare the government’s handling of this latest public health crisis alongside those that have occurred in recent years. It also illustrates the continued contradictions faced by the Chinese Communist Party (CCP) in attempting to improve its capacity for governance, while also maintaining a monopoly over the public dissemination of information.
