41. Migration Junctions in India and Indonesia Reimagining Places, Reorienting Policy

Abstract:
This report, jointly put out by the Centre for Policy Research and JustJobs Network, draws attention to geographies in India and Indonesia that are acting as migration junctions because they simultaneously experience high levels of in- and out-migration. The quantitative analysis is based on an earlier paper that measured ‘migrant-intensity’ of districts in India and kota (cities) and kabupatens (regencies) in Indonesia using Census data. In both countries, small cities, peripheral districts and centres of natural resource extraction feature as migration junctions. This prompts new ways of thinking about pathways that migrants take in, out and through places. The report highlights that migration junctions have particular policy challenges and opportunities including increased need for coordination across governance institutions, the ability to concerate workforce development efforts for incoming and outgoing populations and the need to develop robust rental housing markets to serve mobile populations.

Abstract:
The international migrant crisis made headlines during summer 2015 and challenged the national asylum systems of many countries worldwide. Going beyond academic circles, hot debates on migrants and the role of asylum highlighted the gap and paradoxes that exist between claimed values of solidarity on the one hand, and the restrictive policies and regulations towards asylum seekers on the other hand. This paper documents this tension in oil and gas exporting states, particularly in the Gulf Cooperation Council (GCC) and the Central Asian Republics (CAR). It questions the claimed regional, ethnic and/or religious ties and the borders that have been closed to most asylum seekers from Syria and Afghanistan, who are presently living in poorer (oil and gas deprived) neighboring countries. This paper argues that in a time of low oil revenues and fiscal difficulties, rentier states give priority to the Raison d’Etat over any form of transnational solidarity and commitment to international human rights agreements and charters. New and creative institutional arrangements are needed to deal with the global refugee crisis, as traditional solidarities are, in both regions as well as in other rentier countries, victims of the modernization of politics and its uncaring redefinition of state interest in times of low oil revenues.

Abstract:
Thailand has long been a destination for South Asian migrants as well as a second home for Indian Diaspora. Recent migrations such as the post-partition period have been relatively understudied, however. In this paper, I focus upon the migration of Indian community to Thailand in the late 1940s to understand how recent arrivals influenced and integrated into existing transnational communities. I am specifically interested in the trajectories of individual migrants and the public representation and organization of Thailand’s evolving Indian diasporic community. A historical linkage lies between South and Southeast Asia and as a result, the Indians moving to Southeast Asia are not entirely ‘foreigners’. This paper explores the trajectories of the more recent Indian diasporic community in an attempt to analyze the aspirations of the newer migrants and their social life outside of the homeland. The findings in this paper are based on past literature, personal observations, and interviews with Indians residing in Bangkok.

Abstract:
In the context of Asia, understanding migration governance needs to transcend statism to encompass the ‘middle space’ of migration. Unlike migration linked to settlement in liberal democratic states of the West, a large part of low-skilled migration in Asia – predominantly circular, feminized, and contractual—is brokered by private recruitment agencies. In adopting migration brokers as a methodological starting point, we make the case for bringing the migration industry into the fold of global migration governance analysis. Based on interviews with employment agencies deploying Indonesian domestic workers to Singapore from 2015 to 2016, we argue that migrant-destination states in Asia devolve responsibility for workers to the migration industry to order migration flows and circumvent formal cooperation with origin countries. Comprehending migration governance in Asia requires grappling with the co-constitutive governance of the state and migration industry and its interdependent dynamics, which we illuminate through the theory of strategic action fields.

Abstract:
Beyond summing up salient migration trends from existing data sources; a new working paper by researchers from Centre for Policy Research and Indira Gandhi Institute for Development Research (IGIDR) builds on a critique of the estimations made by the Economic Survey 2017 to outline fresh ideas for developing leading indicators that will help inform policy. This is particularly needed because even as Indian policymakers are increasingly recognising the linkages between migration, labour markets and economic development, the lack of frequently updated datasets limits our understanding of migration.

46. Becoming Homeless, Surviving Homelessness: The lives of six working homeless men in Yamuna Pushta, Delhi

Abstract:
This working paper from CPR’s and TISS' Understanding Metropolitan Homelessness project tells stories of six migrant homeless men from Uttar Pradesh and Nagaland who live, for various durations, in shelters along the western bank of the Yamuna river in North Delhi, locally referred to as ‘Yamuna Pushta’. Through tracing their journeys from villages and towns to Delhi’s streets, the paper explores how these men became homeless and how they survive homelessness in Delhi. This project, which is funded by ICSSR and is being conducted by CPR and TISS is led by Partha Mukhopadhyay and Ashwin Parulkar at CPR and Tarique Mohammed at TISS. A key objective of the project in general, and this paper in particular, is to better understand the structural causes of homelessness (e.g. poverty, unemployment) and how these are interlinked – through capturing the lived experiences of the homeless in their voice. This research aims to inform successful policy and implementation responses to address the current ineffectiveness of outreach efforts to homeless people in Delhi, despite interventions by the Supreme Court and support schemes designed by the government. The six stories in the paper uncover conditions, and combinations, of extreme poverty and physical abuse experienced by these men in their native places before they left home. It traces how they secure jobs, and survive, in daily wage, informal economies without housing, as well as access social services like shelter, health and drug de-addiction programs to endure the streets of Delhi. According to a 2010 United Nations Development Programme (UNDP) survey, 87% of nearly 55,955 homeless adults worked jobs in the informal economy, entailing ‘the most rigorous activities which are essential for movement and building in the city.’ This paper describes in detail the varied experiences these six men have in such jobs that they find through contractors in informal labour ‘markets’ (mandis); as cooks and servers in small eateries (dhabas), and as wedding catering party workers. Through their trajectories, Parulkar also explores differences between working homeless men who return home to support families and those who have no ties with their native places and live on the streets indefinitely. 47. Migrants in construction work: Evaluating their welfare framework

More than two decades after the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the Building and Other Construction Workers Welfare Cess Act, 1996 came into force, the efficacy of this framework remains in question. Correctional steps have the potential to extend social benefits to construction workers, especially migrants who face particular vulnerabilities. Available data regarding implementation of the Acts by States presents a picture of overall tardiness and delay with wide variations. States need to ramp up worker registration; data suggests that lowering entry barriers for migrants improves registration and consequently, access to welfare benefits. While collection of cess funds has improved and is broadly proportionate to construction activity, their utilisation remains dismal. States need to think strategically on how to spend accumulated cess funds—especially on housing, occupational health and safety, grievance redressal and legal aid—and sustain welfare provisions over time. Accumulated unspent funds offer an opportunity for big-ticket, one-time expenditures. Examples from some States show that collaboration with civil society organisations could improve outreach, particularly to migrants.

Abstract:
International and regional organizations can act as persuasive actors with re- gard to minority rights in a given country by raising awareness, putting the issue on agenda, and endorsing a new platform in a country which may lead to a policy change. Despite the general observation that Turkey’s Europeanizati- on process has had limited impact on the minority issues in Turkey, there are numerous examples that the European Union (EU) has played a constructive role in improving of rights and fundamental freedoms for the Kurdish populace living in Turkey. The Law on Compensation for Damage Arising from Terror passed in 2004 is a case worth addressing in order to ascertain both the symbo- lic and discursive policy change. The aim of this article is to explain how the EU used democratic tools to promote change in Turkey’s political structure for the displaced Kurds. The Europeanization of Turkey, based on specific con- ditionality, is taken as primarily responsible for granted for the shift and the policy change. In this policy-oriented case study, hypotheses from Rationalist and Constructivist Approaches in Europeanization literature are investigated to explain the causes and constitutive relations of the policy shift from repudiate to compensation.

Abstract:
Turkey undertakes an important role in responding to the Syrian humanitarian crisis by hosting the largest number of refugee population around the world through opening its borders to Syrian refugees subsequent to the conflict in Syria after 2011. Turkey has been managing the refugee phenomenon at the beginning with a discourse of 'guest'. The temporary protection regime for Syrian refugees in Turkey ratified in October 2014 on the one hand, and the discourse of 'guest' on the other, constitute significant basis to the sociological aspect of the matter at hand. By nature, the terms 'host' and 'guest' imply an element of temporariness. Against this backdrop, there is a pressing need to focus on the fact that over 2.5 million refugees settled in the urban areas will not be returning shortly to their country of origin even if the war is over now. This study, based on gendered perspective, aims to explore the factors determining the perception of the insider for the outsider and vice versa within the scope of Simmel's 'stranger' typology. Following Simmel's definition of the stranger, in this article I consider Syrian refugees as people who comes today and stays tomorrow. The methodology of this study is based on in-depth interviews with refugee women from Syria and native women in Turkey as well as focus group meetings in Hatay and Gaziantep provinces, conducted in the framework of my PhD thesis.
