21. Learning to Win: Using Operational Innovation to Regain the Advantage at Sea against China

The US Navy has spent the last decade attempting to pivot from efficiently maintaining the post–Cold War peace to effectively preventing and fighting a war against China or Russia. The circa-2000 Navy faced pervasive low-end threats from terrorists, insurgents, and regional opponents; today it is up against great power adversaries who used the past twenty years of relative stability to modernize and expand their fleets. The People’s Liberation Army (PLA) Navy is now larger than its American counterpart and is narrowing the US Navy’s capability advantages.1 Russia’s Navy, while smaller than that of the United States or China, boasts some of the most capable submarines in the world and hypersonic missile-equipped frigates.2 Proliferation of computing, sensing, material, and countermeasure technologies has leveled the playing field for military capability development. Building faster, more precise, stealthier, or smarter ships, aircraft, and weapons than opponents⎯the US Navy’s playbook since the Cold War⎯will no longer yield substantial or persistent advantages. The Navy will need to continue pursuing improved capabilities, but regaining and maintaining an edge against Chinese and Russian forces will depend as much or more on the US fleet establishing new operational concepts and tactics that exploit its strengths and its enemies’ vulnerabilities.3

Abstract:
The maritime logistics hub function is of strategic importance to the Netherlands as a trading country. The Netherlands positions itself as the ‘Gateway to Europe’ thanks to its advanced logistics network and plays an important role in the global economy. This position nevertheless faces an uncertain future: there is no guarantee that the Netherlands will remain a leader in the years ahead. Geopolitics, and particularly the influence of China, will have a major impact on the Dutch maritime logistics hub function. On behalf of the Ministry of Infrastructure and Water Management and the Ministry of Foreign Affairs, this report examines China’s influence on the Netherlands’ maritime logistics hub function. The main question posed in the study is: How is China’s influence on the central position of the Netherlands’ maritime logistics hub function likely to evolve in the decades ahead and what possible actions could the Dutch government take in response to it? The purpose of this study is to assess scenarios as a basis for possible actions by the Dutch government and the Dutch maritime logistics sector, particularly with regard to the Netherlands’ central position and strategic autonomy as a maritime logistics hub.

Abstract:
Geopolitical location places the seaborne piracy infested pelagic waters of South East Asia (SEA) astride a very different façade of international relations and maritime legal regime of the littoral states disturbing the commercial route and the energy lifelines. The littoral states of the SEA are the immediate stake holders who have a primary role to play in addressing the challenges arising out of this seaborne menace. The present study specifically includes three littoral states of the SEA as representative references, for examination against the backdrop of UNCLOS regime and they are Malaysia, Indonesia, and Thailand. The present work offers a comparative analysis of anti-piracy legal regime of the above selected maritime states who are also the ASEAN states. They all belong to the group of high-income and middle-income developing economies, as categorised by the International Bank for Reconstruction and Development (World Bank). These nation states have maritime, economic and strategic interests in the oceans and seas adjacent to them. Another striking commonality is that, most of them are poised to industrialise their economies, can be observed from the relatively high-average annual growth rate in the industrial sectors vis-a-vis the agricultural sectors of their respective economies, since the 1990s. Hitherto, the issues raised are, what are the stake holds of the concerned states? Is the prevailing legal regime adequate enough to maintain the maritime stake holds? Are the littoral states triggered to ‘use of force’ law by post-9/11 developments related? It also addresses how regional and national actors are functioning differently within the scope of a discourse of international law and agencies like UN, ASEAN, etc.

A robust yet accessible history of US involvement in the world's most dangerous waterway, and a guide for what to do about it. Lamentations that the United States is "losing" the South China Sea to China are now common. China has rapidly militarized islands and reefs, projects power across the disputed waterway, and freely harasses US allies and partners. The US has been unable to halt these processes or convince Beijing to respect the rights of smaller neighbors. But what exactly would "losing" mean? In On Dangerous Ground, Gregory B. Poling evaluates US interests in the world's most complex and dangerous maritime disputes by examining more than a century of American involvement in the South China Sea. He focuses on how the disputes there intersected and eventually intertwined with the longstanding US commitment to freedom of the seas and its evolving alliance network in Asia. He shows that these abiding national interests—defense of maritime rights and commitment to allies, particularly the Philippines—have repeatedly pulled US attention to the South China Sea. Understanding how and why is critical if the US and its allies hope to chart a course through the increasingly fraught disputes, while facing a more assertive, more capable, and far less compromising China. With an emphasis on decisions made not just in Washington and Beijing, but also in Manila and other Southeast Asian capitals, On Dangerous Ground seeks to correct the record and balance the China-centric narrative that has come to dominate the issue. Abstract:
More than 1 million kilometers of submarine cables traversing the ocean floor, each about as wide as a garden hose, transmit up to 99 percent of international data, underpinning global trade and communication. This vital digital infrastructure faces myriad threats, from earthquakes and typhoons to fishing nets and saboteurs. The United States derives significant advantages from its centrality in Asia’s subsea cables, which contribute up to $169 billion to the U.S. economy annually and could benefit more U.S. workers and businesses as demand for digital products and services grows globally. But realizing those benefits will require the United States to step up its policy engagement on Asia’s cable networks, which are changing with China’s rise, the emergence of new regional hubs, and new transpacific routes designed to reduce risks and increase network resiliency.

Participation in the monitoring of UN sanctions on North Korea is Europe’s most prominent operational contribution to Indo-Pacific security, but is also characterised by a fragmented, bilateral approach that contradicts the trajectory of recent European policies that strive for a more meaningful and coordinated investment in this area. A coordinated European presence in the region built around the sanctions monitoring task is within reach, and steps taken to achieve it would dramatically enhance the policy coherence and impact of European action on Northeast Asian security.

Abstract:
When the People’s Liberation Army Navy (PLAN) commissioned its first Type 075 class Landing Helicopter Dock (LHD) in April 2021, it represented an important advance in power projection capability for China’s maritime forces. For the first time, the PLAN had an amphibious warship capable of hosting significant rotary wing forces while acting as the flagship for an amphibious task force. Now with three Type 075 class ships either in or soon to be in service, the PLAN has expanded its amphibious capability even further. The Type 075’s dedicated aviation support capability, ability to conduct wet well operations, and expanded command and control and medical facilities reflect capabilities that previously did not exist within the PLAN amphibious fleet. With the Type 075 LHD, the PLAN clearly intends to bolster its ability to project power from the sea in order to protect China’s overseas interests, but will require time for amphibious task forces to become fully proficient.

Abstract:
The PLA Army’s (PLAA) amphibious units would serve as the core of any joint force charged with invading Taiwan. As a result of the 2017 reforms, the PLAA now possesses six amphibious combined arms brigades distributed across three group armies (the 72nd, 73rd, and 74th). During a cross-strait invasion, these brigades would likely receive support from other elements of the group armies to which they belong. This could include fire support, air defense, air transport, aerial fire support, and electronic warfare/cyber-attack.

Abstract:
PLA special operations forces (SOF) would likely play important supporting roles in an amphibious assault on Taiwan. Their capabilities and training are geared towards several missions undertaken during the preparatory and main assault phases of the landing, including infiltration via special mission craft and helicopter, reconnaissance and targeting, obstacle clearance, strikes and raids, and extraction missions. While PLA SOF have made progress in recent years, several longstanding challenges could affect their performance in an island landing: integrating advanced special mission equipment for complex and dangerous missions, coordinating their operations with non-SOF supporting and supported forces, and overcoming the Chinese military’s penchant for centralized command. Even if PLA SOF are only partially effective, however, their support to the main assault force could diminish Taiwan’s ability to defend itself from a large-scale invasion.
