1. Geopolitics is Local – Ramifications of Chinese Projects for Human Security in Serbia

Abstract:
This report examines the Chinese presence in Serbia through a human security lens, in terms of how it impacts the quality of life and the security of local communities. China’s “no-strings attached” financing of infrastructure has become attractive for Serbia’s ruling elite after the global financial crisis of 2008. However, it took Chinese companies almost a decade to take over two state-owned giants – the Smederevo Steel Mill and the RTB Copper Smelter – and invest in the construction of a new tyre factory. To maintain social peace, employment and legitimise themselves among the constituents, the ruling elite invested a lot of effort in facilitating the arrival of Chinese capital. This effort included drafting laws that suited PRC investors, donating arable land and providing subsidies, circumventing environmental and construction standards, turning a blind eye to labour and human rights violations, and making many other concessions at the expense of citizens and the local communities. Lack of transparency and public scrutiny is common to all PRC investments. In a short period of time, the profit-oriented exploitation of natural resources by PRC investors has led to various environmental hazards that have endangered public health and human existence, causing environmental (anti-government) protests and resentment towards the Chinese. But combating environmental threats and rule of law violations associated with the Chinese projects is difficult, especially since the Serbian government is willing to quell criticism and provide such projects with full political backing. The research was conducted in three Serbian cities with large PRC investments – Smederevo, Bor and Zrenjanin – to establish the impact of these projects on local communities and how they affect human security, understood in terms of human rights and human dignity. Several forms of human security endangerment were observed in the course of the research project: environmental hazards, public health, socio-economic and human rights, rule of law, cross-cultural issues and surveillance.

Abstract:
The creation of a modern judicial system is one of the most enduring legacy of British rule in South Asia, especially the Punjab. In the Punjab, the judicial system not only ingrained itself quickly but the province soon became the most litigious in India. Despite being often labelled as the ‘loyal’ province, progress in its higher judiciary was slow. Even though the Punjab got a Chief Court in 1866, it was only after decades of representations by the judges of the Punjab Chief Court, the Government of the Punjab and finally the Government of India, that Whitehall granted a High Court to the province in 1919, much later than other comparable provinces. The reasons behind such a delay, the long-drawn process, and the final upgradation of the Punjab Chief Court as the Lahore High Court, merit study as they shed critical light on the pattern of governance, development of public interest, and the ultimate role and impact of the judiciary in the Punjab.

3. Making Foreign Companies Serve China: Outsourcing Propaganda to Local Entities in the Czech Republic

The fast build-up and equally sudden decline of Chinese influence in the Czech Republic offers an interesting case study of vulnerability and resilience in the newly democratic small states targeted by the united front operations of the Chinese Communist Party (CCP). [1] Recent revelations about a powerful Czech financial corporation manipulating public opinion in favor of the People’s Republic of China (PRC) demonstrate the complex dynamics between political and economic actors—both Chinese and local—and how private companies are being leveraged to spread pro-PRC propaganda (Aktuálně, December 10, 2019 / English translation). The main vector of influence in the Czech Republic has been the PRC’s “economic diplomacy,” which downplays political differences and emphasizes the economic opportunities offered by closer relationships with China (Sinopsis, March 11, 2019; China Brief, May 9, 2019). In Central and Eastern Europe (CEE), it builds on promises of investments into local economies still lagging behind those in Western Europe. The promised investments may or may not materialize, but the economic enticement alone creates a conducive environment for the cooptation of local political and business elites in a manner similar to more traditional united front tactics (China Brief, May 9, 2019). Apart from the promised investments by Chinese companies, the reverse allure may consist of market access in China for local companies, which may then be manipulated into becoming propaganda echo chambers for the CCP. The Czech Republic offers examples of both of these phenomena.

4. Beijing Purges Wuhan: The CCP Central Authorities Tighten Political Control Over Hubei Province

Abstract:
Following a slow reaction to the initial outbreak of the COVID-19 virus, since late January the zhongyang (中央), or central authorities, of the Chinese Communist Party (CCP) have conducted a concerted public relations effort to present themselves as actively engaged in directing efforts to combat the epidemic. This has included the creation of a new senior-level CCP “leading small group” focused on the epidemic (China Brief, February 5), and a messaging campaign to assert that CCP General Secretary Xi Jinping has been personally “commanding China’s fight” against the outbreak (Xinhua, February 2). Senior officials have also made a range of recent public appearances intended to demonstrate zhongyang concern for, and control over, the campaign against the epidemic. These actions have been accompanied by a host of positive news stories in state media about the response to the outbreak. The CCP Politburo Standing Committee (PBSC) reportedly held a meeting on February 3 focused on this issue; directives emerging from the meeting stressed that party organs must “perform well in propaganda education and strengthen work to guide public opinion” (做好宣传教育和舆论引导工作, zuo hao xuanchuan jiaoyu he yilun yindao gongzuo) about the epidemic response. To this end, media should emphasize not only inspirational stories about the efforts of local workers, but also “deepen propaganda on the major decisions and deployments of the party center” (深入宣传党中央重大決策部署, shenru xuanchuan dang zhongyang zhongda juece bushu) (HK01, February 5).

5. Turkey’s Republican People’s Party and the EU: Preconditions for EU-Turkey relations in the secular-nationalist vision

Abstract:
After 17 years of the Islamic-conservative AKP’s electoral hegemony, the secular-nationalist Republican People’s Party (CHP) achieved significant success in the recent municipal elections on March 2019, and is now increasingly challenging President Recep Tayyip Erdoğan. The secular-nationalist political discourse has traditionally advanced the idea of making Turkey a modern nation-state closely attached to the West, yet the West is also seen as a potential threat. The CHP identifies itself as a social-democratic party, and is now trying to build a wide pro-democratic platform based on a social market economy and fundamental rights. The party’s strong secularist and Turkish nationalist core has made it difficult for the CHP to gain support among the Kurds and religious conservatives, and this remains challenging. Strong nationalism and suspicion about the West are deeply ingrained in Turkey’s political culture. On the other hand, in order to be inherently coherent, the secular-nationalist vision requires an ideological attachment to the Western world. Stemming from these premises, under the CHP’s government, Turkey’s foreign policy would likely prioritize good relations with the West, and re-invigorate the country’s EU prospect.

6. “Now Is a Time to Lead:” Advancing Transitional Justice Initiatives through Local Governments in Nepal

Abstract:
Recently, Nepal implemented some significant long-awaited changes to its structure of government that present new opportunities for addressing the justice needs of conflict victims. On September 20, 2015, a new Constitution came into effect, replacing the interim Constitution promulgated in 2007, soon after the conflict ended. That constitution introduced a new federal structure of government that, among other things, vests local governments with 22 powers and areas of responsibility over which they have broad authority. Many of these powers can be exercised to establish policies and programs at the local level for fulfilling victims’ rights to truth, justice, reparation, and acknowledgment for the human rights abuses victims suffered during the war. Although local initiatives are not a complete substitute for a coherent national policy, these powers offer great potential for implementing measures to address promptly and directly a full spectrum of victims’ reparative needs, from the symbolic to the material. They encompass food, housing, employment and job creation, medical care, education, legal services, help obtaining official documentation, memorialization initiatives and other forms of public recognition, awareness-raising activities, and measures aimed at preventing the recurrence of human rights abuses. Many of these measures would fulfill fundamental rights guaranteed under the Constitution to all Nepal’s citizens, and additional rights secured there for vulnerable populations (such as the elderly, disabled, single women, those marginalized or indigent, and children). If designed to be reparative in nature, they could also fulfill victims’ rights to an effective remedy, including the right to “adequate, effective and prompt reparation,” as articulated by the UN General Assembly in its Basic Principles and Guidelines on the Right to Remedy and Reparation for Victims of Gross Violations of Human Rights Law and Serious Violations of International Humanitarian Law (UN Basic Guidelines). This report aims to help local governments, victims’ groups, and other stakeholders to understand the scope and potential inherent in these powers and to identify what local governments and others can do to design and implement initiatives that support victims of conflict and that fulfill this potential. To this end, this report looks closely at the provisions of the 2015 Constitution and the Local Government Operationalization Act 2074 BS (2017 AD). It also considers the essential role local governments can play in crafting and coordinating responses alongside national-level institutions that are advancing transitional justice processes, such as the Truth and Reconciliation Commission (TRC), the Commission on Investigation of Enforced Disappearance of Persons (CIEDP), and the National Human Rights Commission (NHRC). Additional consideration is given to the provisions of the Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act (the TRC Act), 2071 (2014), and the requirements established therein for local government cooperation and engagement with ongoing transitional justice mechanisms. With offices within or near victim communities, local governments in Nepal are well situated to tailor initiatives to address victims’ particular needs. Coming as they do from out of the communities they serve, most local officials, including many who are victims themselves, are familiar with realities on the ground and nuances in the economy and in community practices that may affect whether a policy will benefit or might unintentionally harm victims, or could even exacerbate tensions within families or between neighbors. Many local officials speak and read the local languages and dialects victims speak and read. Also, many are privy to crucial differences among survivors’ experiences of war, as well as their current life situations. With access to information about existing services and knowledge of what is required to get things done locally, local governments offer real potential advantages for understanding and effectively responding to victims’ needs and for building the kinds of relationships needed to help bridge divides not only between and among victim populations, but also between victims and nonvictim communities in Nepal. With five-year terms in office (and eligibility for an additional term), local officials at each of the different levels of local government (e.g., municipal, village, and ward) should be able to plan and undertake not only short-term or targeted projects that respond to victims’ urgent needs but also long-term, subsistence-based projects that can provide victims with the benefits they need to create a more stable life for years to come. Many of these initiatives can begin while national policymakers in Kathmandu continue working on a comprehensive approach to transitional justice. National and local dimensions of transitional justice are not mutually exclusive; there is no reason local efforts cannot be designed in a way that meet victims’ needs for redress, in particular for the most vulnerable populations, while still meeting other government obligations, including those at the central and provincial levels. In fact, local governments working effectively now might relieve some of the pressures on the central government, by meeting victims most acute needs and collecting data and testing policies that could be implemented later at the national level. To do so, all levels of government across the federal structure will need to coordinate, communicate, and abide by the essential elements of good governance, including preventing corruption. Victim initiatives must be designed in such a way as to “do no harm” and to ensure that victims are treated fairly and with respect and dignity. As Nepal has learned from its experience implementing the Interim Relief Program (IRP)—which was hampered by significant shortfalls in design and implementation (including insufficient funding, a lack of coordination among key stakeholders, the exclusion of some categories of victims and the unequal treatment of others, and the politicization of application processes and eligibility determinations)—it is essential to consult with victims, to be sensitive to their needs and vulnerabilities, to acknowledge the violations they experienced, and to monitor and evaluate implementation to prevent discrimination. In all decisions and procedures, the safety, well-being, and dignity of victims must be considered and given priority. The victims will be paying attention. As one victim forcefully made the point, “We raise our voices. We do not give up. And we will not sit by in silence…I say to the government—listen to our voices, consider our demands. The challenges local governments will inevitably face are innumerable. At each stage of the process, local governments will confront significant hurdles as they exercise their powers to design, plan, and eventually implement programs benefiting their constituents, including Nepal’s many conflict victims. This report highlights some of these major challenges based on feedback obtained during consultations conducted in preparation of this report in some of the districts where conflict victims live. Immediate steps should be taken to monitor, address, and mitigate the following challenges

7. The Mainstream Economics Interpretation of the Local State and Central-Local Relations in Post-Mao China: a Critical Review

Abstract:
Decentralization and the role of local governments have long been touted as key factors in the Chinese economic miracle. This paper intends to critically assess the chief theories advanced by mainstream economics in its attempt to make sense of these aspects of China’s growth story. Firstly the theoretical underpinnings of fiscal federalism, new institutional economics, and market-preserving federalism approaches will be presented, as these theories offer the bedrock for most of the applied insights in which China is framed through the lenses of the central-local relations debate. Secondly, the idea of ‘market-preserving federalism, Chinese-style’ will be critically appraised, highlighting its shortcomings. Thirdly, the paper proceeds by bringing in the mainstream response to these problems, relying on the notion of political incentives and career concerns faced by local cadres. It will be argued that the continual adherence to some core tenets dear to the new institutional economics literature in all previous explanations prevents this broad camp of knowledge to properly grasp the complex dynamics of China’s decentralization drive and the role of local governments in the process. Finally, and in closing, an alternative approach will be offered.

8. Footprints in Paradise: Ecotourism, Local Knowledge, and Nature Therapies in Okinawa

The economic imperative of sustainable tourism development frequently shapes life on small subtropical islands. In Okinawa, ecotourism promises to provide employment for a dwindling population of rural youth while preserving the natural environment and bolstering regional pride. Footprints in Paradise explores the transformation in community and sense of place as Okinawans come to view themselves through the lens of the visiting tourist consumer, and as their language, landscapes, and wildlife are reconstituted as treasured and vulnerable resources. The rediscovery and revaluing of local ecological knowledge strengthens Okinawan or Uchinaa cultural heritage, despite the controversial presence of US military bases amidst a hegemonic Japanese state.

Abstract:
International peacebuilding actors have so far been wary of engagement with political parties. However, there is growing recognition of the importance of working with local political systems, institutions and parties in the promotion of peace. It is therefore important that international actors strengthen their understanding of political parties in conflict-affected contexts and how such parties relate to conflict and peacebuilding, as well as examine how best to deepen engagement with them. This report examines the nature of political parties in conflict-affected contexts and the challenges such parties face in becoming effective actors for peace. It analyses three cases – Sri Lanka, Nepal and Myanmar – where parties have played very different roles in relation to both the grievances and struggles that have fuelled conflict, and efforts to build and sustain peace. It then discusses how lessons from these cases can inform the work of international peacebuilding actors. Finally, the report examines the track record of the international community in working with political parties in conflict-affected contexts. It argues that international actors must move beyond “blueprint” approaches to party support and instead develop more comprehensive and context-relevant responses to the specific challenges that such parties face. There is growing awareness among international peacebuilding and statebuilding actors of the importance of engaging more effectively with political processes and structures in conflict-affected and post-conflict states. Although political parties are frequently at the centre of such processes and structures, international actors have generally been wary of working with them beyond limited capacity-building activities, seeing this as a sensitive and high-risk area. Political parties can help build peace. However, they can also fuel antagonism, grievance and conflict. If international peacebuilding and statebuilding actors are serious about working more effectively with local politics, it is essential that they strengthen their understanding of political parties and the roles they play in relation to conflict and peacebuilding, as well as rethink how best to engage with them.

10. Analysing Transformative Local Leadership in Indonesia

Abstract:
Since 2001, Indonesia’s political decentralisation has opened fresh avenues for a new generation of local government executives to be elected. These new local leaders tend to promote novel styles of political leadership that are can transform how public policy and services are delivered at the local level. This report profiles a number of Indonesian local transformative leaders, most notably Surabaya Mayor Tri Rismaharini and Bandung Mayor Ridwan Kamil. The report finds a number of characteristics that helped them to become transformative local leaders, including: an ability to develop popular legitimacy among their citizens, independence from political parties, ability to promote innovative policy to reform local public services, having strong political networks with senior politicians and other stakeholders, an ability to handle setbacks, and having political pragmatism. It is not yet known if these local “transformative leaders” can change the nature of national-level politics in Indonesia that is often characterised to be dominated by “oligarchic” party leaders. Nonetheless, they certainly have changed how politics and public policy are being done within their respective localities.
