In the aftermath of the cataclysmic Maoist period, three Tibetan Buddhist scholars living and working in the People’s Republic of China became intellectual heroes and were renowned as the “Three Polymaths”: Tséten Zhabdrung (1910–1985), Mugé Samten (1914–1993), and Dungkar Lozang Trinlé (1927–1997). Lineages of the Literary, by Nicole Willock, reveals how the Three Polymaths negotiated the political tides of the twentieth century, shedding new light on Sino-Tibetan relations and Buddhism during this turbulent era. An interdisciplinary work spanning religious studies, history, literary studies, and social theory, Lineages of the Literary offers new insight into the categories of religion and the secular, the role of Tibetan Buddhist leaders in modern China, and the contested ground of Tibet.

Abstract:
This short book predicts—contrary to the prevailing consensus—that China’s leader Xi Jinping will very soon be removed from office in a coup d’état mounted by rivals in the top leadership. The leaders of the coup will then end China’s one-party dictatorship and launch a transition to democracy and the rule of law. Long-time diplomat, development banker, and author Roger Garside draws on his deep knowledge of Chinese politics and economics first to develop a detailed scenario of how these events may unfold, and then—in the main body of the book—to explain why. His gripping, persuasive account of how Chinese leaders plot and plan away from the public eye is unique in published literature. Garside argued that under Xi’s overconfident leadership, China is on a collision course with an America that is newly awakened out of complacency. As Xi’s rivals look abroad, they are alarmed that he is blind to the reactions that China’s actions have provoked from the world’s strongest power and its allies. In domestic affairs, Xi’s rivals recognize that economic and social change without political reform have created problems that require not just new leaders but a new system of government. Security abroad and stability at home demand a revolution to which Xi is implacably opposed. To save China—and themselves—from catastrophe, they must remove him and end the dictatorship he is determined to defend. But their will and capacity to do so depend crucially on how liberal democracies act. Garside’s scenario shows America leading its allies in creating the conditions in which Xi’s rivals move against him.

Abstract:
The global monetary system since the Industrial Revolution in two periods had two periods. First, a period with Britain as the great economic and political power and the Pound Sterling as the most important international currency and second, the United States as the leading economy and a dollar-based international scenario. The relation between goods, money, and foreign exchange markets is important to understand patterns in terms of exchange rate and currency internationalization. Therefore, the Crowther balance of payments cycles may be important to identify these patterns and to serve as a standard of reference to investigate shifts in exchange rate, and their consequences on balance of payments movements. Since 1978, China has emerged as a strong candidate to assume protagonist in the global monetary system, displaying high and stable economic growth. This paper aims to investigate the necessary conditions for China to internationalize the Renminbi, local currency, and to infer its status in that progress.

Abstract:
The ideological dimension of the bilateral Turkey-Egypt ties constitutes a particular focal point in terms of predicaments, which could be quite tricky to overcome. Yet, it seems that the geopolitical necessities tighten the noose for Turkey to feel obliged in fixing the strained relations with the Sisi administration. It is also evident that the first step towards a compromise is expected to be taken by Ankara. Within this context and providing a brief background, this piece aims to lay out specific policy contexts to discuss the possibility and limits of recalibration between Turkey and Egypt based on a 2016 visit to Cairo in which numerous interviews with the political and academic elite were conducted.

Abstract:
This paper provides an overview of the participation of women in the digital economy across ASEAN. By using available data sources, it compares and analyses levels of women participation in digital economy related occupations and activities across different ASEAN Member States. Overall, the analysis shows that the gap between women and men is bigger with respect to more advanced metrics of access to the digital economy (including skills; entrepreneurship opportunities; access to science, technology, engineering, mathematics, and tech occupations) than for more basic access metrics. Access to digital economy related occupations and activities is particularly important for ASEAN, which is amongst the fastest growing digital economies in the world. The shift towards digital technologies during the coronavirus disease (COVID-19) pandemic is accelerating pre-pandemic trends and making it even more relevant to gain a better understanding of women participation in the digital economy. The paper concludes by providing an overview of policy initiatives in ASEAN Member States and details possible policy options.

Abstract:
China’s bid for ascendancy remains anchored in the South China Sea and surrounding Southeast Asian countries. The Chinese Communist Party (CCP) deems it economically and militarily vital to dominate the resources and sea lines of communication of a body of water twice the size of Alaska. Achieving this goal requires tethering neighboring countries into Beijing’s ambit while making the existing ruleset more favorable to China and displacing the dominant power behind the existing regional order. Some may find comfort in describing the scenario underway as a return to a “China-centered” rather than “Sino-centric” region.1 However, an authoritarian China’s coercive attempts to wield hegemonic control of the South China Sea threatens the sovereignty of Southeast Asian states and international freedom of the seas, both of which are of fundamental national interest to the United States. Yet the South China Sea and Southeast remain the least defended and most bountiful region susceptible to Chinese predations and inducements. The CCP leadership is obsessed with the idea that outside forces intend to contain China’s development, foment internal unrest, and prevent it from retaking what it considers to be its rightful place center stage in regional and global affairs. In partial response to deep-seated insecurities and renewed great-power ambitions, Xi Jinping and the CCP are in the process of attempting to exercise control over the entire nine-dash line claim covering the vast majority of the South China Sea and to turn Southeast Asia into a latter-day tributary system. CCP propaganda casts China’s quest for control over maritime Asia as an inexorable outcome of China’s rise and America’s decline. Curiously, the only government speaking seriously about “stopping” China is Beijing, suggesting that its policies are influenced more by subjective internal fears than by objective external realities. China wants nothing to stop it from consolidating its maximalist historic claims, from denying the United States the ability to intervene in regional conflicts, and from dismantling America’s postwar alliance system.

39. China’s responsibility for the Covid-19 pandemic: An international law perspective

Abstract:
The coronavirus pandemic has roiled international relations. The huge global toll of the pandemic, both in terms of deaths and economic implications, has raised the question of Chinese responsibility. This Working Paper analyzes China’s responsibility for Covid-19 under international law. In order for state responsibility to arise, China must have committed an internationally wrongful act. The conduct must be attributable to China and must constitute a breach of its international obligations. An analysis of the timeframe concerning the main measures undertaken by Chinese authorities at different government levels shows a lag in reporting the outbreak to WHO according to the International Health Regulations. Hence, there appears to be a case for injured states to invoke China’s responsibility. The prospects for implementation are nevertheless bleak. A tacit understanding seems to prevail among states not to pursue the spread of pathogens in terms of legal responsibility or litigation. Whether major power rivalry or the enormous costs of the pandemic will change this non-confrontational tradition of dealing with pathogens remains to be seen.

40. Uzbekistan’s new Central Asia policy: The economic rationale and political implications of good neighbourliness

Abstract:
Under the leadership of President Shavkat Mirziyoyev, Uzbekistan has embarked on a moderate reform programme that aims to achieve socio-economic growth without undoing the country’s authoritarian political system. The programme has implications beyond Uzbekistan’s borders because it has changed the way Uzbekistani foreign policy is formulated and implemented. Uzbekistan’s former isolationist stance has shifted to a foreign policy opening, which is most noticeable in the improvement of its relations with its neighbours. This Working Paper analyzes “good neighbourliness”, the key concept of Uzbekistan’s new Central Asia policy. It details the amendment of Uzbekistan’s bilateral relations with its neighbours and points to the positive reception of Uzbekistan’s new regional policy in Russia, China, and the West. The paper argues that while “good neighbourliness” is a pragmatic strategy rooted in economic rationality, the policy’s regional implications are substantial. It is laying the necessary foundation for sustainable Central Asian co-operation from within in a way that is acceptable to the Central Asian states and big non-regional actors alike.
