Abstract:
South-East Asia has seen remarkable economic growth over recent decades but also faces serious challenges, especially growing levels of inequality. Solutions are emerging, and the region’s leaders have agreed that inclusive growth is the way forward. Inclusive economies need inclusive businesses. Although at an early stage, we’re witnessing the potential for business to deliver the solutions. This discussion paper reviews the issues faced in the region, how business can be part of the solution through a spectrum of approaches, ways in which social enterprise models can be supported to thrive, and makes recommendations for the region’s businesses.

Abstract:
At its seventh meeting, CEBRI’s China Analysis Group Meeting promoted insightful discussions on the characteristics of Chinese policymaking in science and technology, with particular emphasis on the formulation, implementation and global implications of the Made in China 2025 Plan. As such, in the context of the Fourth Industrial Revolution, discussions encompassed the global trend towards digitization and informatization in manufacturing, as reflected in Chinese efforts towards upgrading its industry. Ultimately, this would respond to the Chinese goal of advancing to higher stages in global technological value chains and ensuring self-sufficiency in high-tech sectors.

This document focuses on how the programme moved from service delivery to sustainable water management.

64. CP ALL and the Case of Value Web Creation

Abstract:
How should convenience store operators like Thailand’s CP-ALL construct its value chains? What does economic theory teach us about an under – modelled area of management theory (namely value chains)? In this paper, Bryane Michael, Christopher Hartwell and Vladimir Korovkin use a seemingly unrelated economic model analysing Vietnam to tell something about the conglomerates running convenience stores licenses like CP-ALL. They find that convenience stores may not want to raise capital from Thai banks and the Bangkok stock market when labour productivity exceeds capital’s. They also find that inefficiencies inherent in Thai markets may significantly reduce the optimal size of a convenience store operator like CP ALL. These operators may also (counter-intuitively) need to give up a significant share of their profits to “value service providers” when the cost of capital falls. As such, counter to the usual World Bank nostrums, improvements in Bangkok’s stock market and banks may actually hurt firms like CP ALL.

65. Environmental Regulations and Competitiveness: Evidence based on Chinese firm data

Abstract:
This paper provides empirical evidence in support of the Porter hypothesis that tighter environmental regulations can increase productivity under certain circumstances. It builds on a theoretical model in which environmental regulations induce firms to adopt more efficient technologies. Using Chinese firm-level data covering a ten-year period, the empirical study examines the effects of two specific policy instruments - the pollution levy and regulatory standards - on firm productivity. It finds a bell-shaped relationship between pollution levies and the total factor productivity of firms, indicating that an increase in the pollution levy rate can be associated with higher productivity. In addition, the study investigates the effect of pollution emission standards on firm productivity and identifies an initial negative effect which diminishes after a period of two to three years.

In the 2015 government work report, Premier Li Keqiang has mentioned twice the concept of “mass entrepreneurship and innovation”. He stresses that along with greater supplies of public goods and services, these will become the twin engines to drive the development and upgrade of China’s economy. At the same time, innovation is a critical impetus to revolutionize traditional industries and build new economic engine. Innovation and entrepreneurship oriented incubator, as an important carrier of new innovation service platform that meets the need to establish maker space in the network age, has attracted more and more public attention. Since its birth in the late 1950s, innovation and entrepreneurship oriented incubator has been a strong impetus to the economic prosperity of different countries and regions in the world and also plays a prominent role in nurturing small and medium enterprises and creating jobs. As the birthplace of the incubator, the United States has established a relatively mature incubator industry operation mechanism after experiencing the four stages of initial creation, multi-functional development, high-speed growth and innovative transformation. The US has become the global leader in the field of Innovation and entrepreneurship oriented incubator with its innovative incubator model featuring “business accelerator” and “virtual incubator”. Despite its later start than the US in this field, Germany has formed its own shareholding incubator model centered on interest chain and incubator model linked by intermediary service agency as well as international expansion model featuring overseas incubator, which shows a tendency to surpass the US. In France, many incubator models such as the ones funded by the government, the ones comprehensively and the ones established by enterprises have gained fairly good results. Israel, which used to be a small developing country with a low population and poor resource, has now became a developed country with its high-tech industries significantly promoted by incubator.

67. Government Connections and Financial Constraints: Evidence from a Large Representative Sample of Chinese Firms

Abstract:
We examine the role of firms’ government connections, defined by government intervention in CEO appointment and the status of state ownership, in determining the severity of financial constraints faced by Chinese firms. We demonstrate that government connections are associated with substantially less severe financial constraints (i.e., less reliance on internal cash flows to fund investment), and that the sensitivity of investment to internal cash flows is higher for firms that report greater obstacles to obtaining external funds. We also find that those large non-state firms with weak government connections, likely the engine for innovation in the coming years in China, are especially financially constrained, due perhaps to the formidable hold that their state rivals have on financial resources after the ‘grabbing-the-big-and-letting-go-the-small’ privatization program in China. Our empirical results suggest that government connections play an important role in explaining Chinese firms’ financing conditions, and provide further evidence on the nature of the misallocation of credit by China’s dominant state-owned banks.

Abstract:
The Policy Brief suggests initiatives that poorer ASEAN member governments should take to stimulate technological upgrading of firms at the bottom with a focus on innovation, and discusses the governance framework of intellectual property rights (IPRs) in ASEAN. With an emphasis on technology as the driver of economic growth, typologies of taxonomies and trajectories are used to evolve a policy framework to coordinate the relationship between macro-institutions, meso-organizations and micro-agents (firms) for ASEAN members to transform from developing nations to join Singapore as developed nations. Recognizing the varying capacities of ASEAN members, the paper recommends that a common platform of IPRs be developed with the more developed members assisting the least developed ASEAN members to quicken the development of a technologically more egalitarian region.

The Coastal regions of China have benefited more from reform policies associated with China’s research and educational sectors. These reforms were put in place to ensure that the results of knowledge creation activities from universities and research institutes ‘spilled over’ into the entrepreneurial economy. Human Capital is important to any knowledge activity whether creation or transfer. The development of Human Capital is through education .This factor may ultimately be responsible for long term growth by technological innovation .In this context it is necessary to discuss the two dominant schools of thought regarding economic growth before considering other aspects of knowledge spillovers.
