161. The Impact of Trading with China on Botswana’s Economy

Abstract:
The objective of this paper is to examine the impact of trading with China on Botswana’s domestic and third markets. The paper also assesses the structure and magnitude of Botswana-China bilateral trade. Botswana’s trade balance with China has been widening over the past decade, with Botswana mainly exporting primary products and importing intermediate and capital goods, which are mainly used as inputs in the development of infrastructure in the country. The increased import penetration from China is associated with Botswana’s reduced total manufacturing output. China’s Textile, Clothing and Footwear (TCF) exports gained market share from Botswana’s TCF exports in the third markets, that is South Africa. There is a need to consider ways of enhancing Botswana’s export competitiveness and there are also lessons to be learnt from China in relation to enhancing productivity in the TCF and other exporting industries.

Abstract:
In Latin America, inadequate transportation infrastructure has been identified as an increasingly important impediment to the region's further integration in global trade and a significant factor preventing countries from properly taking advantage of the multitude of regional, plurilateral, and bilateral trade agreements signed in the past decade and a half. This paper examines transport and communications infrastructure initiatives in Latin American and Asian regional trade arrangements and finds several lessons Asia can teach Latin America.

Abstract:
Many foreign investors are now interested in Indonesia, especially in the automotive sector, because ofits growing attraction as a market and production site. At the same time, there is concern that poor infrastructureand delays in infrastructure development are impeding the economic growth of the country. Our Geographical Simulation Model assesses the economic impacts of two key infrastructure projects, i.e., Cilamaya New International Port and an access road between Cikarang and Tanjung Priok. The model shows that delays in construction will hamper the economic growth of Indonesia.

Abstract:
This study offers a tentative baseline for assessing the GSD Third Department, affiliated Technical Reconnaissance Bureaus (TRBs), and supporting research and development organizations. An examination of this organization, its role and function would provide a mosaic with which to better evaluate China‘s signal intelligence and cyber-infrastructure. The data points assembled by this monograph points to an expansive yet stovepiped organization responsible for various facets of technical reconnaissance, including collection of wireless line of sight communications, satellite communications, cyber surveillance, network traffic analysis, network security, encryption and decryption, translation, and political, military, and economic analysis.

166. Explaining the Energy Consumption Portfolio in a Cross-Section of Countries: Are the BRICs Different?

Abstract:
This paper uses disaggregated data from a broad cross-section of countries to empirically assess differences in energy consumption profiles across countries. We find empirical support for the energy ladder hypothesis, which contends that as an economy develops it transits away from a heavier reliance on traditional fuel sources towards an increase in the use of modern commercial energy sources. We also find empirical support for the hypothesis that structural transformation--the idea that as an economy matures, it transforms away from agriculture-based activity into industrial activity and, finally, fully matures into a service-oriented economy--is an important driver for the distribution of end-use energy consumption. However, even when these two hypotheses are taken into account, we continue to find evidence suggesting that the patterns of energy consumption in the BRIC economies are importantly different from those of other economies.

Abstract:
Japan is now struggling for a recovery from the devastating earthquake and tsunami of March 11, 2011. Although trunk logistic infrastructure has quickly been restored, some local infrastructure is likely to take a longer time to re-establish. The theory of new economic geography suggests that temporary interruption of infrastructure services may generate long-term negative effects on the Tohoku region and Japan as a whole because some of the economic activities may move away. We argue that strengthening links with East Asia is a key supplementary policy for achieving a full economic recovery. Our Geographical Simulation Model assesses economic effects of several policy scenarios.

Abstract:
The economic prosperity associated with the Coastal regions of China has not ‘trickled’ down to the Western and Central regions sufficiently enough to eliminate the disparities in income between the regions. Indeed, the disparities between China’s Coastal regions and its other regions continue to deepen. In the Mao period, central planners held the mistaken belief that investment in the railways and development of heavy industry in the interior parts of China would bring prosperity. In the reform period and beyond, the focus of economic development in China has been to take advantage of China’s low labour costs. In the earlier part of the reform era the focus of economic reforms centred on the development of Special Economic Zones (SEZ’s) .In the second phase of reform policies were centred on the High Technology Development Zones [NHTIDZ’s].A characteristic feature of both SEZ’s and NHTIDZ’s is that they represent a concentration of infrastructure within a predefined spatial area. The current global economic crisis has presented China with a unique opportunity to deepen the economic transformation of the coastal regions by shifting the focus of economic development to its interior regions. Indeed, the government’s efforts to stave off the effects of the global crisis on the Chinese economy by attempting to maintain economic growth above 8% by utilising an expansive fiscal stimulus has had the effect of initiating the transformation of the interior Chinese economy. This then represents China’s third stage of economic development since 1949. This paper will examine the factors leading to China’s third stage of economic development which has resulted from the global economic crisis – the Continental drift of the economic development of China.

The framework of analysis in this paper is the New Economic Geography [NEG] .The NEG addresses the formation of agglomeration economies accruing to physical linkages in one location. However, the NEG does not address the issue of how agglomeration economies form due to knowledge creation linkages which are location independent. The main facet of this approach is that it will allow for a qualitative analysis of the spatial aspects of the infrastructural and knowledge creation factors affecting China’s economic growth. Previous approaches which have been used to study infrastructure and economic growth in China have been based on Econometric techniques. These approaches use measures such as length of railway, length of roads and telephone density, while in reality the concentration of infrastructure in the SEZ’s and NHTIDZ’s as significantly contributed to China’s post 1978 economic growth.
