1. China’s Digital Silk Road: Outlines and Implications for Europe

Abstract:
The Digital Silk Road (DSR) is part of China’s Belt and Road Initiative (BRI) that encompasses infrastructure projects, trade and financial agreements, and cultural and defence cooperation with over 140 countries worldwide. Bringing the digital component into the BRI seamlessly advanced Beijing’s ambition of taking a leadership position in the technology sector. The DSR not only speaks across regions but also goes beyond the technology infrastructure, which raises two critical concerns by giving China leverage to advance the digital authoritarian governance model and jeopardizing data privacy. To mitigate these risks and reduce reliance on China, the EU must find alternatives by collaborating with trusted partners and diversifying supply chains. First, the EU can expand its technological landscape and engage nations in the Global South and the Indo-Pacific. Second, it must develop and enforce regulatory mechanisms to prevent Chinese state agencies from misusing sensitive data.

Abstract:
China’s Belt and Road Initiative (BRI) has entered the twilight zone in the old continent, following a deterioration of bilateral relations between the EU member states and China over the last years. Italy’s official exit from the BRI at the end of 2023 was a further blow to Chinese President Xi Jinping’s signature foreign policy. Yet, the BRI in Europe is being reconfigured rather than being terminated. In Western Europe, the BRI is moving away from physical infrastructure projects and investment in industrial assets – the latter being increasingly protected from Chinese takeovers by both national and EU legislation – to financial and monetary connectivity. This shift is welcomed by various European actors, including some policymakers at the national level, eurozone institutions and major banks. Concurrently, most of Eastern European countries continue to promote BRI projects and seek to attract Chinese investments, suggesting that there is a two-speed Europe when it comes to China, both in terms of geography and sectors.

The plan highlights project-specific recommendations, green industrialization, and renewable energy projects expedited by policy support, poised to catalyze investment and job creation, thereby sparking a positive feedback loop that could amplify regional clean energy ambitions.

China’s growing presence in Africa has been the subject of significant criticism. The popular understanding in the US of China’s role on the continent has been that the People’s Republic, via the Belt and Road Initiative, has offered African countries a raw deal: shoddy infrastructure projects in exchange for loans they know their partners cannot repay. The approach is commonly described as debt-trap diplomacy, garnering unfavorable comparisons to organized crime behavior. But the reality of China’s presence in Africa is more nuanced.

Abstract:
To examine the challenges and risks arising from the Belt and Road Initiative, this article, in its initial section undertakes a case study of Venezuela in explaining the probable debt-trap situation arising in the Latin American region. Following it, the next section examines the risks arising from BRI from the perspective of dependency theory. It is observed that the US has taken the Latin American region for granted. However, China appears to encroach into what the US considers as its backyard. With this hindsight, China’s increasing involvement in the region is dichotomously analyzed to ponder whether it is a strategy to gain influence or an extension of peaceful rise in the third section. China’s post-pandemic investments in LAC have been analyzed to enhance the argument of a tussle between the US and China. This provides a clear picture of how the two global economic giants are scrambling their money to sustain their influence over LAC. Finally, digital geopolitics has also been considered in explaining the risks and challenges of BRI. It is observed that without any data regulation regime currently across the world, would end up LAC states into what we call data-trap. As all the above is considered, it cannot be ignored that the future of geopolitics is no more validly explained through hegemonic stability theory or hierarchical structures. It is either going to be a horizontally varied power poles anchored to the regional institutions or going back to the idea of sovereignty as the main concept

China is expanding its potential to project power abroad. It includes legal changes, expansion of military infrastructure in other countries, and cooperation with partners in the Pacific. An example of their activity in the field of security is the operations of Chinese security companies, mainly in the Middle East and Africa. This should encourage NATO to further deepen cooperation with its members and partners, including with Pacific countries, as well as to strengthen the coordination of EU and U.S. policy towards developing countries.

Abstract:
Germany is considering banning equipment made by Chinese companies like tech giant Huawei – in its 5G mobile infrastructure. A revised 2021 IT Security Act failed to reduce China’s 59 percent market share. A representative opinion poll, shows only 30.8 percent of Germans want 5G cooperation with China. Across 11 European countries, skepticism is equal, with only 31.8 percent approval – though this varies greatly from country to country.

Professor Diana. Lange will speak on the significance of waterways for infrastructure, economy and socio-cultural life in pre-1959 Tibet. She focuses on ferry and transport services in the Tibetan corvée tax system, including the nature of taxation on a specific Tibetan village – the fishing village of Jun in Chushur County in Central Tibet. Her research is based on extensive fieldwork in this fishing village conducted during several trips to the area between 2003 and 2012. She also analyzes how fishermen in Southern and Central Tibet adapted to the geographical, ecological and cultural conditions of their environment.

Abstract:
This paper investigates Türkiye’s evolving relations with China’s Belt and Road Initiative (BRI), a large-scale program of infrastructure investment and project financing proposed by Chinese President Xi Jinping in 2013. The paper digs deeply into cases from two sectors—transportation and energy—focusing on how heightened and changing local expectations among Turks for these prospective BRI projects have shaped choices and outcomes, including China’s. In so doing, it explores how these shifting Turkish perceptions affect the implementation of BRI projects in Türkiye. This paper has several goals: it seeks to understand the reasons behind these local changes, the role of the state and private sector in Türkiye in these changes, and the way China has responded so far. Of course, domestic factors are not the only ones that shape the implementation of BRI projects in Türkiye or elsewhere; regional and global trends have had an impact too.

Abstract:
This report provides a comprehensive assessment of Chinese civilian shipping support to the People’s Liberation Army (PLA), examining civil maritime-military activities from October 2021 through September 2022. As of 2022, the PLA and its reserve civilian merchant fleet are still probably unable to provide significant amphibious landing capabilities or the maritime logistics in austere or challenging environments necessary to support a major cross-strait invasion of Taiwan. However, large volume lift exercises conducted in 2022 suggest that the PLA has made significant progress in the use of civilian vessels for the large-scale lift of PLA troops and equipment into undefended ports, a capability that may be leveraged in a military assault on Taiwan. This report also discusses other civil maritime-military activities not previously observed, including the use of civilian vessels and infrastructure to conceal PLA troop movements, operations from austere ports, use of ocean-going vessels to transport PLA forces along inland waterways, and logistics support for China’s South China Sea outposts.
