Abstract:
Australia is an abolitionist country. Both the Australian Government and the Opposition are opposed to capital punishment. Australia engages in modest advocacy against the death penalty but most of Canberra's efforts are directed toward cases involving Australian citizens. These are likely continue to occur: our closest Asian neighbours retain the death penalty, and Australian nationals will probably continue to commit ciminal acts carrying this penalty. For example, the looming execution of Van Tuong Nguyen last year led to calls from Australian commentators for trade and business sanctions against Singapore, and charges of hypocrisy being levelled against Australia in the regional press.

At the beginning of 2006, Taiwan is confronted with difficult choices that it currently seems unprepared to face. Cross-Strait tensions have diminished in the last year and Taiwan's economy has grown at an annualized rate of about 3.6 percent, which is respectable if not robust by East Asian standards. Taiwan, however, also faces an East Asian future which likely includes an increasingly important role for its relations with the Mainland as China becomes an ever more important economic and political factor regionally and globally.

Having lapsed in importance following the end of the Cold War, public diplomacy has reemerged as a focal point for policymakers, scholars, and practitioners. Particularly following the attacks of September 11, 2001, American public diplomacy in the Middle East has rocketed to a place of prominence in the U.S. foreign policy toolkit. Yet even as resources and attention are trained on refining the U.S. public diplomacy strategy, there is little consensus on core problems, effective solutions, and what success might tangibly look like.

Before the terrorist attacks of September 11, 2001, and all that followed, Afghans and the handful of internationals working on Afghanistan could hardly have imagined being fortunate enough to confront today's problems. The Bonn Agreement of December 2001 providing for the “reestablishment of permanent government institutions” in Afghanistan was fully completed with the adoption of a constitution in January 2004, the election of President Hamid Karzai in October 2004, and the formation of the National Assembly in December 2005.

Abstract:
Russia's tough stance towards Ukraine on natural gas prices was viewed by many in Europe and the United States as raising new issues concerning Russia's foreign economic policies and growing European and US dependency on energy imports. For many new EU member states and for countries such as Ukraine, Georgia, and Moldova, however, this is an old problem. Central European attempts to flag the issue in Western capitals have until now been brushed aside. The rapid approval by the EU Commission of the Russian-German undersea gas pipeline project was a mistake. The concerns of the Central Europeans should have been examined in more detail. Western governments would also be wise to analyse more closely the political and security implications of Russia's energy policies.

Prior to his current assignment, Ambassador Burns was the United States Permanent Representative to the North Atlantic Treaty Organization. As Ambassador to NATO, he headed the combined State-Defense Department U.S. Mission to NATO at a time when the Alliance committed to new missions in Iraq, Afghanistan and the global war against terrorism, and accepted seven new members.

778. Waiting for Goldilocks: Getting Japan’s Foreign Policy Just Right

Generations of American parents have read their children a story called "Goldilocks and the Three Bears." It is the story of a young girl who wanders into the bears’ home in the woods. Goldilocks sits on chairs that are too big and too small, before find- ing one that is “just right.” She rejects bowls of their porridge as being too hot and as too cold, until she finds one that is “just right.” Like most children’s stories, Goldilocks is metaphorical. Americans use it to describe the process of finding just the right balance between alternatives that are too extreme. This metaphor captures the challenges awaiting Abe Shinzo, Japan’s new prime minister very nicely—particularly in the areas of foreign and secu- rity policy. His predecessor, Koizumi Junichiro, had already been like Goldilocks in his extended effort to find just the right policy toward North Korea. In his 2002 visit to Pyongyang he explored engagement, only to adopt toward a harder, more confrontational line. If the first was too hot and the second too cold, Abe is left with the responsibility to find a policy toward the DPRK that is “just right.” North Korea’s nuclear weapons test in October 2006 and its July 2006 missile tests certainly do not make this any easier.

The latest recruitment brochure from the Central Intelligence Agency, which beckons the uninitiated to be a part of a mission that's larger than all of us, opens to reveal an image of the red-roofed entrance to Beijing's Forbidden City. From an oversized portrait on the ancient wall, Chairman Mao and his Mona Lisa smile behold the vast granite expanse of Tiananmen Square. The Cold War is over, and the Soviet Union is gone. The cloak-and-dagger games of Berlin and Prague have been replaced by business and tourism. But Chinaland of ancient secrets, autocratic leaders, and memories of suppressed uprisingsstill holds out the promise of world-historical struggle that can help the CIA meet its recruitment goals.

On June 4, 1989, the world watched in horror as the Chinese government's crackdown on student protestors took a deadly turn. As Chinese soldiers fired their weapons indiscriminately and Chinese tanks rolled through Tiananmen Square, an unknown number of students and soldiers were killed. The Chinese military continued its campaign of terror throughout the summer of 1989, drawing strong international condemnation.
