15. North Korea as a complex humanitarian emergency: Assessing food insecurity

- North Korea is a complex humanitarian emergency with food insecurity at its core. As of August 2022, both quantity and price data point to a deteriorating situation, made worse by the regime’s self-isolating response to the COVID-19 pandemic and the war in Ukraine. Food availability has likely fallen below minimum human needs and on one metric is the worst since the 1990s famine. Food insecurity in North Korea is not only a humanitarian issue but also a strategic one. In this context, the diplomatic leverage conferred by aid is unclear, nor is North Korea’s priority as a recipient, in light of competing needs elsewhere. Resolution of North Korea’s chronic food insecurity would require changes in the regime’s domestic and foreign policy commitments, but this seems unlikely due to enablement by China and Russia.

16. Climate change and food prices in Southeast Asia

- Southeast Asia’s climate has become warmer, wetter and more unpredictable over the past decade. Our bespoke analysis finds that these changes in weather conditions have had a significant impact on the cost of food production in levels terms and in increased food price volatility. Specifically, a 1% increase in temperature versus a year ago is found to increase food production costs by 0.5-0.8% across Southeast Asian economies, and extreme heat events in Thailand and Vietnam in recent years have driven price spikes of 5-6%. Climate futures in which temperatures rise fastest and weather volatility increases most have the potential to generate ever-faster food price growth and greater price spikes. More stable food prices are, therefore, one key incentive for governments in the region to do their part to help the world transition toward net zero. But the sector’s intensive use of energy and logistics to produce and distribute food will mean the shift to low-carbon energy could also have major cost implications for the sector. So while prices may be more stable in a net-zero world, they will nevertheless face pressures from the transition. Fortunately, the government can explore a range of policy options to ease the cost of transition and mitigate the impact of food price volatility. These policy options encompass agricultural policy, energy efficiency, social policy, and trade and investment policies. Together with Food Industry Asia, Oxford Economics looks forward to developing this debate in the months and years ahead, building on the foundations presented in this report.

17. Analyzing DPRK's Food Supply and Demand Condition with Food Culture

- Estimation of food supply and demand in North Korea follows the FAO/WFP calorie standard at least 1,640 kcal per person per day. This method is useful in that it can estimate the minimum amount of food shortage for survival, but has a limitation in that it does not accurately reflect real life in that it ignores the food culture of North Korean residents. In this study, the amount of food supply and demand in North Korea was estimated by considering the food culture. The amount of food shortage was calculated by the difference between food consumption and supply. For food consumption, South Korea’s food supply and demand tables (1970 and 1990) and North Korean population were used to consider food culture. The amount of food supply considered North Korean food production, imports, and exports. As a result of the estimation, first, when the food shortage in North Korea in 2014 was estimated by reflecting South Korea’s food supply table in 1970, 2,388.4 thousand tons were oversupplied, resulting in a food supply and demand rate of 1.26. Second, assuming that North Korea’s food culture changes similarly to that of South Korea in 1990 due to the spread of marketplaces or the unification of South and North Korea, total food consumption increased by 33.3%, and the food supply and demand rate fell from 1.26 to 0.95. The results of this study have two implications. First, it is possible that the cereals shortage estimated by FAO/WFP based on the minimum calorie required for survival was overestimated. Second, North Korea’s carbohydrate-oriented food aid does not take North Korea’s food culture into account, so it is necessary to increase support for fish, meat, fruits and vegetables.

19. EU-China Engagement in Humanitarian Aid: Different Approaches, Shared Interests?

- Protracted crises and frequent natural disasters have generated an unprecedented number of people in need of humanitarian assistance. The international community faces a great challenge in supporting these populations, as the gap between needs and available funding is growing. To close this resource gap, the European Union (EU) aims to step up its engagement with emerging donors, particularly China, to increase their level of funding. Although China has previously been reluctant to engage in the international humanitarian system, its response to the COVID-19 pandemic indicates a change in attitude. Over the past year, China has delivered hundreds of tonnes of personal protective equipment (PPE) to over 150 countries and dispatched medical teams abroad. It has also donated $100 million to the World Health Organization (WHO) and the United Nations (UN) and pledged to establish a global humanitarian response depot and hub in China in cooperation with the UN. Amidst increasing geopolitical tensions between China and the EU, China’s growing humanitarian engagement opens an opportunity for the EU to engage with China in the humanitarian sector. However, rather than framing China’s increased engagement in solely financial terms, the EU should develop a long-term strategy as to how to engage with China on humanitarian matters. A dialogue that takes both parties’ different approaches towards humanitarian aid into account and searches for common ground could open the door towards possible cooperation. This would not only help in narrowing the funding gap but carry the potential for greater coordination and consequently more effective assistance provision. China conceptualises humanitarian aid as a subcategory of development aid and provides the majority of its assistance bilaterally. Beijing’s state-centric approach to humanitarian assistance means in practice that it engages mostly in the aftermath of natural disasters rather than conflict settings. The EU, on the other hand, has a separate humanitarian aid policy that guides the allocation of funds and provides its humanitarian assistance through non-governmental organisations (NGOs), UN agencies and the International Committee of the Red Cross (ICRC). This Briefing Paper maps out the characteristics of Chinese humanitarian aid and outlines two areas on which the EU’s tentative steps towards a dialogue with China could focus. • Food security sector: Food insecurity is a key component in existing humanitarian needs, only exacerbated by the COVID-19 pandemic. Food assistance and nutrition are already a key area of engagement for the EU and China. The EU should advocate for China to scale up its contributions to global food security through the World Food Programme (WFP), with whom China has a good working relationship. This could be combined with a political dialogue on how to foster cooperation on food security assistance. • Anticipatory humanitarian aid: Disaster risk reduction, preparedness and response play an increasingly important role in global humanitarian aid. China has built up its most significant expertise in response to natural disasters. Enhancement of disaster risk reduction is one of the strategic priorities of the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) for 2020–2024. In light of both parties’ interest in anticipatory humanitarian aid, knowledge exchange in this area has the potential to open the door for future cooperation.
