1. Adaptation of Law and Policy in an Aged Society: Guardianship Law and People’s Behavioural Pattern

Abstract:
This essay reviews some typologies of people’s behavioural patterns and examines relationships between guardianship laws and policies and people’s behavioural patterns in Japan and the State of Victoria. Through such analysis, a consideration regarding the adaptation of law and policy in an aged society is addressed. By reviewing people’s behavioural patterns in these two states, two keywords appear essential in practice under the guardianship law and policy: one is “family reliance”; the other is “value of individual autonomy.” Most Japanese do not rely on legal measures, including adult guardianship when it concerns private autonomy for property management and personal affairs, but they can use legal measures even staying with family reliance. The guardianship law in Japan must be reformed to create a limited guardianship type with less than one year for self-revocation. With the value of individual autonomy, people can decide by themselves what to do for the future. This issue is difficult to tackle because of the legal consciousness of older Japanese adults and the nuanced relationships between relatives. It is recommended that Japanese people should debate value issues in public for a better society and to ensure the people’s participation in social affairs through their own initiatives for establishing the value of individual autonomy. The baby boom generation, who are educated at schools in democracy postwar, may change the behavioural pattern of older adults in the future. The research method is an interdisciplinary literature survey and interviews with experts, with a particular focus on comparative guardianship law and policy studies in Japan and the State of Victoria.

2. Family and Inequality: “Diverging Destinies” in Japan

Abstract:
“Diverging destinies” is a term used by family demographers and sociologists to describe growing socioeconomic differentials in family behavior and their implications. Drawing primarily on evidence from the U.S., research on diverging destinies has demonstrated that those at the lower end of the socioeconomic spectrum are increasingly engaging in family behaviors that are associated with reduction in the resources available to their children (e.g., nonmarital childbearing) while those at the upper end of the spectrum are engaging in family behaviors associated with increased resources (e.g., stable marriage). This pattern of family bifurcation has potentially important implications for the reinforcement of inequality both within and across generations. Despite tremendous interest in both family change and growing socioeconomic inequality in Japan, social scientific efforts to link these trends are limited. In this talk, Professor James Raymo will summarize the results of several recent papers (both published and in progress) on socioeconomic differences in family demographic behavior and children’s well-being in Japan. In general, the findings of these studies show patterns of family bifurcation consistent with predictions of the diverging destinies framework, but of a magnitude that is less pronounced than observed in the U.S. Among the most pronounced differences in Japan are a strong negative educational gradient in divorce and substantial differences in the well-being of children in single-mother and two-parent families. In thinking about the relevance of diverging destinies in Japan, he stresses the theoretical and empirical value of considering intergenerational family relationships, gender inequality, and the changing economic environment.

3. Family Caregivers in the Post-COVID Labor Market in China

Abstract:
The COVID pandemic has brought family caregivers in China new challenges to balance work and family needs. While sudden quarantine requirements and unexpected suspensions of schools and care institutions demand more flexibility from work, the economic slowdown reduces job opportunities and increases competition in the employment market. Based on a recent respondent-driven survey and 11 in-depth interviews of company directors and HR managers in Guangdong Province, the study explores how representatives of employers, some of whom are family caregivers, view and understand the dilemmas of family caregivers under such circumstances, and how they treat family caregivers in job recruitment, performance evaluation, and promotion decisions. Preliminary data analysis uncovers unfriendly attitudes of employers towards family caregivers, especially mothers of young children and men taking care of aging parents, as well as prevalent discourses of gender norms, individual choice, and personal responsibility. Implications of the findings for social inequality in China and policymaking will also be discussed. 4. Birth Order, Sibling Sex Composition, and Quantity–Quality Trade-offs – Evidence from India

Abstract:
We use two waves of data from the India Human Development Survey to investigate the effect of family size on (i) parental expenditures on children’s education; and (ii) test scores of proficiency in reading, writing, and maths for 8–11-year-old children. We investigate whether these effects vary by gender, birth order of children, and sibling sex composition. We address the endogeneity of family size, using an instrumental variable approach. Our ordinary least squares estimates provide evidence of quantity–quality trade-offs in children’s educational expenditures, the existence of birth-order effects, and a sizeable pro-son bias. For test scores as well, ordinary least squares estimates indicate negative spillovers from additional children. The instrumental variable estimates, in contrast, find no evidence of quantity–quality trade-offs, birth order, or sibling sex composition effects in either expenditures or test scores. However, instrumental variable estimates of the male premium are bigger than ordinary least squares estimates. They also suggest that children enrolled in private schools do no better than those in government schools. Moreover, the advantage that boys appear to have over girls in maths is largely reversed in private schools.

5. Fuelling the Engines of Liberation with Cleaner Cooking Fuel

Abstract:
Using the staggered roll-out of the Indonesian Conversion to Liquefied Petroleum Gas (LPG) Programme, we show that a subsidy for the labour- and time-saving cooking technology increased female labour force participation. The programme also increased household consumption expenditure and the decision-making power of women in the household, especially in financial matters. A back-of-the-envelope calculation suggests that the benefits of switching to LPG far outweighed the costs to the households. Based on previous research, we conjecture that intra-household externalities and gender differences in preferences drive the low rates of adoption of cost-effective technology. The programme’s impact on the financial decision-making power of women suggests that subsidies which empower women, even if temporary, can encourage the adoption and sustained use of beneficial technology.

Abstract:
Over 2,500 years of family tradition in China is on an unavoidable collision course with 21st-century China’s new demographic realities. The demographic forces transforming the Chinese family are extraordinary and historically unprecedented. Curiously, despite the small library of studies on population change in modern China, little has been written on what these changes in the Chinese family portend. This cross-disciplinary volume is an exploratory foray into that intellectual terra incognita. The chapters in this volume describe the demographic dimensions of the changes in family structure already underway and visible out to the horizon, as well as their implications for China’s people, economy, and role in the world. The volume features works by authors Ashton M. Verdery; Zeng Yi and Wang Zhenglian; Wang Feng, Shen Ke and Cai Yong; David E. 7. Influence of age of child on differences in life satisfaction of males and females: A comparative study among East Asian countries

Abstract:
Using individual-level data for China, South Korea, and Japan for 2006, this research examines how life satisfaction for married males and females in East Asian countries is influenced by the age of their children. Our results show that the life satisfaction of males is barely affected by a child of the relationship, whereas the life satisfaction of females with a young child is lower than that of females who do not have a child. This result holds for countries at different development stages. There is also a gender differential regarding the effect of young children on life satisfaction. Furthermore, the more developed the country, the greater this difference becomes.
