1. Impacts of the Artificial Intelligence on International Relations: Towards a Global Algorithms Governance

Abstract:
This article examines the transformative impact of artificial intelligence (AI) on international relations (IR) and global governance. It begins by presenting a conceptual framework that situates AI within the theoretical and practical dimensions of IR, and explores how AI influences global power dynamics, alters state behaviour, and reshapes institutional frameworks. The study highlights the ethical and regulatory challenges of AI governance, focusing first on the efforts of the United Nations (UN), the Council of Europe and the European Union (EU). Later, the article discusses the "AI technology race" between the United States and China and their regulations. Finally, the article highlights the need for ethical and responsible AI development to foster global cooperation and address the challenges and opportunities that this technology presents in contemporary international relations.

Abstract:
Relationality seems to have attracted a broader audience in international relations (IR) in the last decade. Unlike other approaches of the relational turn that concentrate more on analyzing or stabilizing the international order, the Buddhist theory of IR is mainly concerned with the political practice of the liberation and healing of people. In this article, I will illustrate how Mahāyāna Buddhist teachings can contribute to IR by using case studies. The cases to investigate include the Okinawa base issue, Denmark’s ‘light in the darkness’, and South Korea-Japan diplomatic relations.

Abstract:
Care has become a crucial concern of anthropological inquiry, and current global conditions have renewed its poignancy. To paraphrase Lisa Stevenson, care involves an ethics of attending, corresponding to particular ways that someone (or something) comes to matter. The drive to care, as she and others have noted, is far from innocent, and may be filled with ambivalence whether in intimate or institutional forms. Connecting fieldwork from three provinces in China, Thailand, and contested Kashmir territory, this series brings together the authors of five new books and a dissertation to explore the therapeutic politics of care across multiple logics and scales.

Abstract:
When Europeans began trading with Japan in the 16th century, they were amazed by Japanese craftsmanship, the country’s sophistication, and its extraordinary wealth but the Japanese elite were not equally convinced by the benefits of European trade. Wary of foreign influence, particularly the attempts by Christian missionaries to convert the Japanese, the Tokugawa Shogunate enforced a policy of strict isolation in Japan. Tokugawa Iemitsu, the shogun of Japan from 1623 to 1651, issued a series of edicts placing severe restrictions on trade and the movement of people and goods after 1638. These prohibitions remained in place for more than two hundred years until 8 July 1853 when, under the command of Commodore Matthew Perry, four United States Naval Ships sailed into Tokyo Bay. In the decades leading up to this confrontation, the presence of foreign ships in Japanese waters had become an increasingly common sight as western powers competed ever more fiercely to establish trade relations in the region. The arrival of Perry’s “black ships”, however, marked a stark shift in Japan’s foreign relations. American President Millard Fillmore had tasked Perry with forcing open Japanese ports to US vessels and, unlike in previous naval expeditions, granted him full and discretionary powers to achieve this end. On arriving into Tokyo Bay, Perry staged a week-long campaign of intimidation that began fiercely with the firing of blank shots and culminated in ominous threats to destroy the nation. The Tokugawa Shogunate, stymied by indecision, finally conceded that Perry would be allowed ashore to deliver a letter demanding that Japan abandoned its protectionist policies

6. The Temporal Experience of Chinese Students Abroad and the Present Human Condition

Abstract:
This article examines the experiences of Chinese elite uni- versity students abroad through the lens of temporality. In the strug- gle to get ahead, elite students are expected to carefully deploy their time. Studying abroad, it is argued, has become one more step in a culturally idealised temporal arrangement of how one is expected to go about advancing. The downside to this ethics of striving is shown to be a pervasive sense of restlessness (, fuzao). The article shows how relocating to a different life environment allowed a group of elite students to respond to their temporal predicament in existentially creative ways that registered socially as personal maturation. It is argued that these responses were set in motion by the students’ in- habiting an expanse of not-yet-purposeful time. Treating the tem- poral experience of Chinese elite students as a pronounced inflection of an increasingly global temporal mode of striving, the article en- quires into the temporality of the present human condition.
