1. Analysis of Economic Cooperation between Kazakhstan and South Korea

Abstract:
This article investigates the potential direction of the Kazakh-Korean economic relationship. The two countries have become major partners in their economic relationship. It is important for Kazakhstan to establish economic relations with South Korea, to diversify its economy. Kazakhstan’s economy is strongly dominated by mineral resources extractive sectors, and the country’s rapid economic growth during the period from 2000 to 2007, and afterward due to oil price increases, was not well translated into substantial growth of non-extractive sectors. Kazakhstan could employ strategies applied by Korean policymakers to sustain business and entrepreneurship development.

2. Potential Implications of Regional Comprehensive Economic Partnership to India-South Korea Bilateral Trade Ties

Abstract:
India and South Korea enjoy strong economic and trade relations, shaped by a significant convergence of interest, mutual good will and high-level diplomatic exchange. Bilateral trade between the two countries has also increased after signing the Comprehensive Economic Partnership (CEPA). However, the overall trade balance is in favor of South Korea due to superior comparative advantage of Korea in manufacturing as compared to India. South Korean exports are high technology-intensive while India’s exports are low-value raw material and intermediate products. Both countries are members to a mega regional trade pact – the Regional Comprehensive Economic Partnership. Though India has decided to not join the RCEP at this stage it will continue the discussion to explore possible ways to join it. Assuming that India will join the RCEP sooner or later, it is important to analyze the potential impact of the RCEP to India-South Korea bilateral trade ties. This short policy paper compares the proposed provisions of the RCEP and CEPA. It shows that the RCEP is much more comprehensive an agreement compared to the CEPA, both in terms of coverage and scope. It also provides some insights on the likely implications of the RCEP, especially from the perspective of trade with China factored against the bilateral trade ties between India and South Korea.

3. Commerce and Conflict: Navigating Myanmar’s China Relationship

Abstract:
Isolated from the international community, Myanmar is deepening its dependence on China. But closer ties, Beijing-backed megaprojects and private Chinese investment carry both risks and opportunities. Both states should proceed carefully to ensure local communities benefit and avoid inflaming deadly armed conflicts. What’s new? The Rohingya crisis has strained Myanmar’s relations with the West and much of the Global South, pushing it to rely more on diplomatic and economic support from China. With a China-Myanmar Economic Corridor proceeding, and smaller private-sector projects proliferating, China’s investments in Myanmar are poised to shift into higher gear. Why does it matter? Many of these projects are located in or near areas of active armed conflict, and are often implemented without sufficient transparency, consultation with local communities or awareness of the local context. They risk empowering armed actors, heightening local grievances and amplifying anti-Chinese sentiment, which could lead to a popular backlash. What should be done? China needs to take more responsibility for ensuring that its projects benefit local communities and Myanmar’s economy, and do not exacerbate conflict. The Myanmar government should enhance its China expertise to negotiate and regulate projects more effectively. Both sides need to practice greater transparency and meaningful community consultation.

4. 11th U.S.-China High-Level Political Party Leaders Dialogue

Abstract:
A select delegation of leaders from the U.S. Democratic and Republican Parties and the global business community traveled to Beijing, China to meet with senior officials from the Communist Party of China (CPC) on November 18-21, 2019. The discussions were part of the 11th U.S.-China High-Level Political Party Leaders Dialogue organized by the EastWest Institute (EWI) in partnership with the International Department of the Central Committee of the Communist Party of China (IDCPC). Launched in 2010, the U.S.-China High-Level Political Party Leaders Dialogue seeks to build understanding and trust between political elites from the U.S. and China through candid exchanges of views on topics ranging from local governance to foreign policy concerns. The dialogue process consistently involves sitting officers from the CPC and the U.S. Democratic and Republican National Committees. In the 11th iteration of the dialogue, the CPC delegation was led by Song Tao, minister of IDCPC. Gary Locke, former secretary of the United States Department of Commerce, former governor for the state of Washington and former United States Ambassador of China; and Alphonso Jackson, former secretary of the United States Department of Housing and Urban Development; lead the U.S. Democratic and Republican delegations, respectively. Throughout the dialogue, members of both delegations spoke freely on relevant topics including foriegn policy trends, trade disputes and emerging areas of economic cooperation. EWI facilitated a series of meetings for the U.S. delegation, which included a productive meeting with Wang Qishan, vice president of the People’s Republic of China at the Great Hall of the People. The delegates also met with Yang Jiechi, director of the Office of the Central Commission for Foreign Affairs; Dai Bingguo, former state councilor of the People’s Republic of China; and Lu Kang, director of the Department of North American and Oceanian Affairs at the Ministry of Foreign Affairs. The U.S. delegates visited the Asian Infrastructure Investment Bank and met with their president, Jin Liqun, as well as the Schwarzman College at Tsinghua University to engage prominent scholars on the future of the U.S.-China relationship.

ThE DISINTEGRATION of the Soviet Union has led to a new geopolit- ical zone appearing on the world map – the so-called post-Soviet space where Russia plays a dominant role even though post-Soviet countries have different development paths, political regimes and economies. Amid the escalating relations between Russia and the West, the pressing prob- lem for Russia right now is to build relations with its immediate neigh- bors. Therefore, maintaining diplomatic relations with post-Soviet coun- tries is an important geopolitical goal for Russia, since this is a zone of strategic economic and political interests. however, not only Russia is interested in establishing strong diplomatic ties but also former Soviet countries. This is largely because Russia is at the center of the post-Soviet space, with many countries, including EaEU member states, pursuing trade and economic relations via Russia.

6. China’s Belt and Road Initiative: A Perception Survey of Asian Opinion Leaders

Abstract:
The Belt and Road Initiative (BRI), officially unveiled in 2013, is China’s landmark foreign and economic policy initiative to achieve improved connectivity, regional cooperation, and economic development on a trans-continental scale. China has promoted the BRI as a cooperative initiative that will lead to a win- win situation for both China and BRI partner countries. However, there are many different views and pushbacks against the BRI and suspicions of China’s underlying intentions. Impacts of the BRI can be assessed either through a model-based quantitative study or through a broadly representative survey. Our paper used the latter approach as we were not aware of any such study in the past. We implemented an online survey from 20 June to 19 July 2019 which over 1,200 Asian opinion leaders responded to. Asian opinion leaders were defined as policy makers, academics, businesses, and media practitioners from 26 Asian countries that have signed a BRI agreement with China. Stakeholders’ perspectives on the following issues were solicited: (i) why China might have been interested in launching the BRI; (ii) perceived benefits and risks to countries participating in the BRI; and (iii) policies that the stakeholders would like to recommend both to China and their own governments. Though mixed views on the specifics of the BRI emerged, respondents generally felt that the BRI was a positive development facilitating international economic cooperation and development. The recommendations of this survey should be of some use in making the BRI a truly win-win initiative for all.

7. Assessing the Impacts of Chinese Investments in Cambodia: The Case of Preah Sihanoukville Province

Abstract:
The past several years have seen an unprecedented inflow of Chinese investments to Cambodia, resulting in a huge increase in the number of Chinese people in this Asian country. Chinese investment projects have previously been concentrated in the Cambodian capital city, Phnom Penh, but the focus has recently been shifted to Sihanoukville, a coastal province of Cambodia. The growing presence of the Chinese, many of whom are business people and migrant workers in Sihanoukville, has brought concerns about potential impacts resulting from Chinese investment projects. Although positive impacts in terms of infrastructure development and job opportunities are apparent, Chinese investments have created numerous issues that have made headlines across various media outlets, both national and international. This analysis aims to assess the impacts of Chinese investment in Cambodia by drawing on data in the form of new reports, commentaries, analyses, and articles published on different media platforms and in academic journals. Taking Sihanoukville as a case study, the analysis shows that, despite economic benefits, Chinese investments have significant negative impacts on Cambodia as a host country of foreign direct investment. Four dimensions of the impact, including political, socio-cultural, environmental, and socio-economic are discussed. The analysis concludes with ways forward for Cambodia and China to ensure that positive rather than negative outcomes are the consequences of Chinese investments in Cambodia.

Abstract:
As China’s President Xi Jinping’s signature foreign policy programme, the Belt and Road Initiative (BRI) has become one of the world’s most active infrastructure development drivers. The BRI is helping to meet the increasing demand for infrastructure development in emerging markets across the world. This policy is unlikely to change due to the importance that the Chinese government attributes to the BRI, with it now being formally enshrined into the Chinese Communist Party (CCP) constitution. For the UK, the BRI stakes are high; it matters both domestically and internationally. It is impacting the wellbeing of countries that are of strategic importance to the UK. It also contributes to the emerging geopolitical rivalry on infrastructure financing. The government should explore bilateral and multilateral venues to seek to cooperate with China on the BRI by developing a UK BRI strategy post-Brexit.

Abstract:
This article analyzes Morocco’s and Turkey’s full membership application processes to the European Economic Community (EEC) in 1987 from an identity perspective. The construction of both Morocco’s and Turkey’s European-ness are explored alongside aspects of postcolonial and modernization theories rooted in the poststructuralist approach by taking official discourses of the political leaders in the two states at the time of application into account. In the conventional narratives of the establishment of their modern states, Morocco perceived Europe as its other due to the history of European colonialism, whereas Turkey perceived Europe as its other considering it a threat to its national unity prior to the establishment of the Republic in 1923. In spite of this, two states tried to add European-ness into their national identities through their application to the EEC in 1987. In this way, Morocco and Turkey aimed at demonstrating not why European but how much European they were. In Morocco’s case, an obligation for demonstrating one’s European- ness is explained through the lens of postcolonial theory, and in Turkey’s case, the modernization paradigm is applied. Departing from these theoretical standpoints, the study focuses on official European-ness discourses by Moroccan and Turkish leaders, which had taken place as dynamic processes. In this respect, the article unravels how Europe and European-ness that was once regarded as the other by Turkey and Morocco were tried to be included into Moroccan and Turkish national identities on the path to become a full member to the EEC.

China, Japan, and South Korea have regarded Central Asia as a new Asian frontier in their foreign policies since the collapse of the Soviet Union. With time, their policies evolved into regionbuilding initiatives exemplified by the Shanghai Cooperation Organization, Belt and Road Initiative, Central Asia plus Japan Dialogue Forum, and Korea-Central Asia Cooperation Forum. This paper raises the following research questions: What are the areas of interest for China, Japan, and Korea in their relations with Central Asian states and Uzbekistan in particular? What are the patterns of agenda setting in establishing intergovernmental cooperation? What are the particular projects that these states initiate? What are the objectives of projects initiated within these areas of interest? How competitive or complementary are these projects of China, Japan, and Korea? Throughout, Chinese, Japanese, and Korean “Silk Road” roadmaps with Uzbekistan are discussed to highlight their similarities and differences.
