181. Russia's Pivot to Asia: Myths and Realities

Abstract:
Russia’s “pivot to Asia” has come to the fore in the wake of the crisis over Ukraine. Growing tensions with the West over the common neighbourhood, coupled with economic sanctions, have accelerated this trend, with China gaining in strength as both an economic and military partner to Moscow. The Kremlin’s propaganda has sought to convince the broader public that Russia’s strategies in Eastern Europe, Central Asia and the Arctic region are a complement to China’s new Silk Road Economic Belt. Nonetheless, behind the headlines huge potential problems jeopardise the emergence of a durable Sino-Russian consensus in Eurasia. Against this backdrop, the EU should opt for “strategic patience.” This would be a far more effective policy choice than finger pointing, which only deepens the mutual ideological clash between the EU and Russia.

Abstract:
The Middle East is blessed with a rich heritage, is the birthplace of world’s three great monotheistic religions, and has contributed a great deal to humankind’s scientific, philosophical, and cultural progress throughout history. However, for those of us who grew up in the second half of the 20th century and who witnessed the recent devastation and human suffering in the region, the Middle East is mostly associated with crisis, conflict, and turmoil. Most of the tensions we are witnessing today in the Middle East and North Africa (MENA) originated in the popular uprisings for freedom, dignity and prosperity that began four years ago. Despite some setbacks, the Arab Spring has in fact shown us that the potential for change and progress inherently exists in the region. The inspiring determination of the masses to take their destiny into their own hands constituted the best answer to Orientalist views, which claimed that the region and its people were doomed to lead lives of deprivation under authoritarian rule.

Abstract:
Inheriting a legacy of imperial competition, the Turkey-Iran rivalry today manifests itself through the contest for leadership of the Arab Middle East, and Muslim hearts and minds more generally. The authors contend that Turkey and Iran’s relationship transcends the boundaries of amity or enmity that traditionally define actors in the modern Middle East state system. Rather, Ankara and Tehran have been able to successfully compartmentalize elements of their rivalry while strengthening bilateral ties and expanding areas of economic cooperation. The authors posit that the present-day Turko-Iranian relationship falls in the category of neither friend nor enemy, but rather that of frenemy.

184. Elaborating in the INDC context

Abstract:
Several countries have embarked on nationwide processes to devise their ‘contributions’ towards a new global climate agreement set to be adopted at Paris in 2015. Sixty-two countries have already communicated their contributions to the UNFCCC, in pledges covering around 62.9% of global emissions in 2012. These contributions, formally known as ‘intended nationally determined contributions’ (INDCs) are expected to be the bedrock of post 2020 climate action and the building blocks of the 2015 climate deal, that is currently being negotiated by Parties. This paper discusses the emergence of this concept and outlines some of the legal and technical aspects of a contribution and their implications on ambition, adequacy and political feasibility. Section 3 analyses pledges in the submitted INDCs, with a special focus on G20 countries. The term ‘INDC’ first emerged in 2013 at the Warsaw negotiations of the Conference of Parties (COP) in a decision inviting Parties “to initiate or intensify domestic preparationsfor their intended nationally determined contributions….. and to communicate them well in advance of the twenty-first session of the Conference of the Parties (by the first quarter of 2015 by those Parties ready to do so)” For developed countries, INDCs will replace their Kyoto Protocol commitments; for developing countries, Nationally Appropriate Mitigation Actions (NAMAs) will continue to be in force as implementation tools supporting the mitigation component of their INDCs. Over the past year, countries have been negotiating to iron out differences on issues like differentiation, legal nature, scope, form and review of contributions with varying levels of success on each front.

Joshua Stanton, an attorney in Washington, D.C., has advised the House Foreign Affairs Committee on North Korea-related legislation, including the North Korea Sanctions Enforcement Act, and blogs at OneFreeKorea. His article, "North Korea: The Myth of Maxed-Out Sanctions", a legal analysis of North Korean sanctions, refuted the idea that there is nothing left that the world community can do to bring them to the negotiating table. In this interview, he expands further on this idea addressing why people think that nothing more can be done and how the Iranian nuclear deal will affect relation with North Korea. The views expressed are solely his own.

Opinion surveys demonstrate that a majority of Americans consider Asia the most important region to U.S. interests and a majority of Asian experts support the Obama administration's goal of a “pivot” or “rebalance” to the Asia-Pacific region.1 Yet doubts have also grown about whether the pivot can be sustained by a president politically weakened by the 2014 midterm results, constrained by budget sequestration, and pulled into crises from Ukraine to Iraq and Iran. On issues from immigration to Cuba policy, the Obama administration and the incoming Republican Congress appear set for confrontation. Yet Asia policy remains largely bipartisan—perhaps the most bipartisan foreign policy issue in Washington. It is therefore critical—and practical— to ask that the White House and the Republican leadership in the Congress chart a common course on policy toward Asia for the next two years. This report outlines concrete areas for action on trade, China, defense, Korea, India, and Southeast Asia.

Abstract:
In November 2011, senior U.S. leadership signaled a strategic rebalance of diplomatic, military, and economic resources from Iraq and Afghanistan to focus on the Asia Pacific. Yet, the 2011 “pivot” to Asia is not a departure from previous policy laid down since the end of World War II. The logic is simple and consistent: do not allow a single state or coalition of states to dominate Eurasia. This article contains four sections. The first section will examine how the 2011 pivot to Asia has represented a restoration and continuance of the post-Cold War initiatives that reinforces the basic logic. The second section will explore the reasoning behind the geopolitical logics and the long-standing policy of U.S. involvement in the Asia-Pacific. The third section will explore the current logics of geopolitics given the importance of Eurasia and the advent of nuclear weapons. The fourth section will analyze how the present peaceful rise of China has reinforced the long-held geopolitical logics.

The autocratic regime of President Ilham Aliyev in Azerbaijan has managed to steal the soul of Europe’s most important human rights institution, the Council of Europe. This article reveals Azerbaijan’s hidden agenda to neutralize the “naming and shaming” strategy of the international human-rights movement, build influence through “caviar diplomacy,” and unleash a wave of repression against human-rights defenders. For the Council of Europe, whose function is to defend the European Convention of Human Rights, to align itself with a regime jailing human-rights activists is unprecedented and deeply disturbing. As the space for human-rights organizations to operate is shrinking in many parts of the world today, the capture of the Council of Europe sends a warning to all supporters of human rights, and not only in Europe.

Abstract:
The Comprehensive Agreement on the Bangsamoro (2014) marks the first significant peace agreement worldwide in ten years and has become an inevitable reference for any other contemporary peace process. During 17 years of negotiations the government of the Philippines and the Moro Islamic Liberation Front managed to build up a creative hybrid architecture for verifying the ceasefire, supporting the negotiations and implementing the agreements, with the participation of Filipinos and members of the international community, the military and civilians, and institutions and civil society. This report analyses the keys that allowed the parties to reach an agreement and the challenges ahead in terms of implementation. It devotes special attention to the management of security-related issues during the transition from war to peace.
