351. Nepal's Maoists: Their Aims, Structure and Strategy

Abstract:
In less than ten years, the Maoist insurgency has transformed Nepal. The Communist Party of Nepal (Maoist) has spread armed conflict across the country and reshaped its political environment irrevocably. But their political aims are still questioned, and not enough is known about their structure and strategy. This background report seeks to fill in many of the gaps, based on close study of their writings and actions and a wide range of interviews, in order to provide policymakers in Nepal and the international community with information and insights needed to approach a peace process realistically.

Abstract:
With the September 18 parliamentary elections, Afghanistan completes its internationally mandated blueprint for democracy and enters a new phase of state building in uncharted waters. This transition occurs against the backdrop of rising threats to security and an economy dominated largely by illicit production and export of opium. On October 12, 2005, the U.S. Institute of Peace convened a meeting of the Afghanistan Working Group to review the recent parliamentary elections. The presenters at the meeting included Robert Varsalone, resident country director for Afghanistan for the International Republican Institute; Sam Zia-Zarifi, research director for the Asia Division of Human Rights Watch; Larry M. Sampler, former chief of staff for the UN Assistance Mission in Afghanistan; and Barnett R. Rubin, chairman of the Afghanistan Working Group. The Bush administration has gone from one extreme to the other with regard to U.S. policy on Taiwan. During the early months of his administration, the president gave a seemingly unconditional pledge to defend Taiwan from attack by mainland China—going significantly further than his predecessors had. He followed that assurance by approving the largest arms sales package to Taiwan in nearly a decade. In marked contrast to the Clinton years, high-profile visits by Taiwanese leaders to the United States have been encouraged, despite Beijing's protests.

Abstract:
The Asian crisis highlighted the difficulties for developing countries to actively manage exchange rates in an environment of high capital mobility. Now it became fashionable to argue that the exchange rate should be either allowed to float freely or irrevocably fixed. This paper examines the case for regional exchange rate arrangements as an instrument to enhance the manageability of exchange rates and discusses the options in East Asia. It critically assess the existing proposal of common basket peg system and suggests that East Asia should seek to create an Asian-version of regional monetary system modeled on the EMS.

The Asian crisis highlighted the vulnerability of emerging market economies faced by sudden capital flow reversals. An important question that has critical implications for crisis management is how negative shocks in capital inflows were transmitted to economic activities, transforming financial instability into fully-fledged crises. Using VARs, this paper analyzes the transmission mechanism of capital flow shocks during the Korean crisis of 1997-98. Although it is commonly believed that severe economic contractions were caused by credit crunch, the analysis suggests that the major constraint for production was a steep rise in prices of imported inputs due to sharp exchange rate depreciations.

Abstract:
Korea has been one of the fastest growing economies in the OECD area over the past five years, with an annual growth rate of about 6 per cent. Such rapid growth, which has lifted per capita income to two-thirds of the OECD average, reflects Korea's underlying dynamism and its progress in implementing a wide-ranging reform programme in the wake of the 1997 crisis. However, the recession in 2003 – which was due in part to structural problems in the labour market and in the corporate and financial sectors – indicates that the reform agenda is unfinished. Sustaining rapid growth over the medium term as the contribution from inputs of labour and capital slows requires further progress in structural reform, particularly in the labour market and in the corporate and financial sectors, accompanied by appropriate macroeconomic policies.

This study has been prepared in conjunction with the Transfrontier Cooperation Do- nor Forum held in St. Petersburg on April 25, 2003 under the EastWest Instituteís Regional and Transfrontier Cooperation (RTFC) Program. EWI has over ten years of experience in transfrontier cooperation in various regions of Europe. Long before issues surrounding the upcoming EU enlargement were a top priority on the EU-Russia agenda, EWIís RTFC Program was researching and assessing the impact of enlargement on the Baltic Sea Region in general, and on the Kaliningrad Region (EWIís priority area in the North-West of Russia) in particular. Today, in view of the upcoming European Union enlargement, transfrontier cooperation (TFC) has assumed an increasing importance for the future of a larger Europe.

Russia is at a crossroads. Current levels of national economic growth cannot be sustained without significantly restructuring the country's economic system. If economic growth is not sustained, financing for important social reforms will face serious strains, and expectations that have been built up among the Russian population over the past five years will go unrealized. As a result, the political system and the population's long - term well being will be put at risk. To counter this danger, Russia needs to change its national consciousness away from social paternalism and towards competitiveness. This needs to be implemented in a way that Russian citizens, politicians and business people can understand and support. Russia can only meet its expectations of long - term growth and a higher overall standard of living by increasing levels of competitiveness across sectors and delivering tangible and positive results to its citizens.
