VISHAKHA DESAI: Good evening. And welcome to the Asia Society. Most of you know me but in case you don't, I'm Vishakha Desai, and I have the honor of being the president of this wonderful organization. It's my great pleasure and honor to welcome all of you for a very special evening with Governor Tom Vilsack of Iowa, who is going to be talking to us about sustaining economic growth while combating social challenges in Asia. I must say, this topic of growth and social challenges was very much something that we discussed almost all day today because we had another highly successful business conference on India's financial markets. And one thing that kept coming up is how the idea of sustaining growth is going to actually balance out with the ideas of working with social as well as public health challenges and education challenges in places like India and China.

Foreign Minister Ban Ki-moon is presently the Minister of Foreign Affairs and Trade of the Republic of Korea. His election as new UN Secretary-General seems certain following the decision by all the other candidates to withdraw from the race. This interview with AsiaSource was conducted by Nermeen Shaikh on September 26th, while Foreign Minister Ban was in New York for the UN General Assemby session. The Foreign Minister also delivered a speech to the Asia Society the previous day, "The Quest for Peace and Prosperity in the Asia-Pacific and Beyond".

Before the terrorist attacks of September 11, 2001, and all that followed, Afghans and the handful of internationals working on Afghanistan could hardly have imagined being fortunate enough to confront today's problems. The Bonn Agreement of December 2001 providing for the "reestablishment of permanent government institutions" in Afghanistan was fully completed with the adoption of a constitution in January 2004, the election of President Hamid Karzai in October 2004, and the formation of the National Assembly in December 2005.

286. The Implications of China's Rise for Asia and Europe

Abstract:
China has in a very short time span embraced multilateral mechanisms to address a broad range of issues and avoided confrontation with the United States. Both stances have shaped Asian and European views of a rising China. At present, Asian and European leaders take China's word regarding its peaceful intentions as a rising power. However, Asian and European policy-makers tend to refrain from confronting China too strongly on issues sensitive to Beijing (poor implementation of intellectual property rights, disregard for human rights, etc). The more prosperous China grows, the less influence any other country will have over Beijing's policies. A rising China is a challenge to others because of its sheer size, its great need for imported energy, and the environmental degradation it causes due to its ongoing industrialization. The troubled relationship between China and Japan is one of increasing concern and could lead to aggravated tensions in East Asia.

287. China and the Multilateral Trading System

Abstract:
This paper reviews China's multilateral and preferential trade policies. It reviews the demanding terms of China's WTO accession, its current tariff and trade regime and its participation in the Doha Round negotiations and the institution's regular activities. The analysis concludes that China's trade policies are broadly supportive of a rules based multilateral trading order and its behavior at the WTO is that of a status quo power rather than one seeking major systemic changes. The discussion then turns to China's regional trade initiatives. China has been extremely active in negotiating these and their implications remain uncertain. Concerns about an East Asian fortress, though, appear misplaced. Directly, and through their impact in inducing others to respond, these FTAs could provide a powerful impetus to the process of competitive global liberalization. Countries that do implement agreements with China will find it relatively easy to open their markets to other developing countries. There is also a risk however that the proliferation of FTAs will lead to web of overlapping agreements that could make the trading system unnecessarily complex.

288. Caste Embeddedness and Microfinance: Savings and Credit Cooperatives in Andhra Pradesh, India

Abstract:
This paper examines how the introduction of a new set of institutional practices through the creation of new organizations bump up against, but also build on, the existing social structure and practices of the setting in which they are introduced. In this case, the new practices were cooperative governance and financial accounting practices introduced through the medium of cooperative organizations into villages in Andhra Pradesh, by the Cooperative Development Foundation (CDF) during the 1990s. The paper demonstrates how the CDF both built on and challenged the existing social structure of the villages in which their cooperatives developed. In particular, the paper shows that the new institutional rules the cooperatives implemented interacted with the existing caste and gender structure in a variety of ways that included direct conflict, mutual support, and in difference.

The Russian economy has been enjoying a period of robust growth, thanks largely to steadily rising terms of trade. The challenge confronting policy-makers is to facilitate Russia's transition into a period of self-sustaining, investment- and innovation-led growth. This will require a sound macroeconomic policy framework to manage the economy's adjustment to sustained high oil prices and a range of structural reforms aimed at creating better framework conditions for business.
