Abstract:
The category of world music is a new genre-title created by that latest embodiment of globalization, the glocal (global-local) market in the music industry. The increase in the power of the world music market in late 1980's and the popularization of the Romani musician as an identity in that regard plays an important role in the popularization of the 9/8 Romani dance tune both in Turkey and in the Balkans sound. The Gypsy-Romani themed films in the last quarter century by Emir Kusturica and Tony Gatlif, the Gypsy-Romani music festivals held in Europe and North America, and the increase in the Romani instrumentalist and performer productions in the Balkans popular music market; also, the rise in the scientific and artistic interest in the academia show the emphasis on both the distinctive and the European identity of the Gypsies, while supporting the new political economic conditions. This article critically reviews the popularization process of Turkish Roma musicians and musics in the world music industry via correlation with Balkan territories.

Abstract:
In line with the recognition of the significance of women in the path to development, various countries have sought to increase female labor market participation over the past decades. While many European countries have been successful, numerous Asian countries have failed. The purpose of this study is to compare the patterns of female employment in three Asian countries since the 1990s including India, South Korea, and Turkey and to discover the main determinants of the issue. Female employment is a multidimensional concept that should be evaluated from cultural, economic and political perspectives. The study thus adopts a broad perspective containing cultural, economic and political factors in different nations.

Abstract:
Cultural data gathered by researchers has provided militaries across the globe with intelligence and a unique insight into a category of analysis that is not normally given primacy in military strategic planning. Such data has been used in the past; it was used during World War Two to gain insight into the Japanese mind; it was used during British Colonial pacification efforts in Northern Africa; and it is again used today by the U.S. armed forces’ Human Terrain Teams to understand and relay cultural expectations and needs of occupied communities. This paper examines how the U.S. forces relate to an idea of culture for consumption as intelligence through an analysis of the Human Terrain Teams Handbook. Through this lens, we show how the U.S. armed forces condition members of Human Terrain Teams to interact with and think about local cultures in certain ways that are operationally relevant to military activities.

24. Eighth Pupul Jayakar Memorial Lecture Cultural Diplomacy: Leveraging India’s Soft Power

Abstract:
Pupul Jayakar was influenced deeply by theosophy and became a follower of one of its best known spiritual masters, J. Krishnamurti. One of my treasured possessions is an autographed copy of her celebrated biography of the spiritual guide and teacher. This was her gift to me in the midst of the Festival of India in Japan in 1987/88, which I regard as one of our most successful forays in cultural diplomac y, showcasing the breathtaking range of cultural experiences that India has to offer. The Festival in Japan, just like the earlier Festivals in the US and France, was meticulously choreographed by Pupul Jayakar. As coordinator of the Festival in the Indian Embassy in Japan, I had the rare privilege of working closely with her, putting in place nearly 30 events – performing arts, theatre, exhibitions, fashion shows and film festivals, which eventually covered as many locations throughout Japan. Japanese TV channels carried Festival related programming of over 100 hours, all without cost, bringing Indian culture as a living phenomenon into the homes of millions of Japanese. And over this veritable cultural feast presided Pupul Jayakar, not inappropriately known as the Czarina of Indian culture. I am honoured to have been invited to deliver this address in her memory.

Abstract:
This article aims to present some notes and findings about the fieldwork that I conducted in Istanbul with Syrian musicians in 2015. The main questions of the research were the identity of the Syrian musicians and the status of Syrian music and musicians in Istanbul. In this article I will first present some details about the musical institutions in Syria and the problems related to “being a musician” and studying music in the era of Al-Baath party ruling. I will add some notes about the Kurdish musicians in Syria. The second section is about Syrian musicians in Istanbul. I will discuss how far they can communicate among each other and with musicians from Turkey, and what are the messages that they try to spread through their music. For this aim, I analyze some musical activities that took place in Istanbul, such as the concerts of the Syrian community, as well as the relationship with the Turkish music of the Syrian alternative media in Turkey. Then, I discuss whether Turkey is seen as a temporary or permanent station by Syrian musicians. Lastly, I will analyze two musical activities and their repertoire that took place in two different stages to show the diversity of Syrian community in Istanbul. 26. Pop culture with a purpose: Violence against women in Bangladesh

Abstract:
Violence against women and adolescent girls is a systemic and ingrained problem in Bangladesh. Oxfam Novib worked with a group of local partners in Bangladesh, including BRAC, WECAN, HASAB and Rupantur, to address the problem in the Khulna Division through an intervention strategy centered on the utilization of edutainment methodologies. The project combined interactive, high quality modern communications tools, including televised docudramas and public service commercials, and traditional edutainment, such as street theatre, together with targeted and more intense school and community interventions in 10 select locations in the Khulna Division. As a result, more than 3,000 students (60 percent were girls) and 3,000 parents reported changing their values and attitudes towards sexual violence against adolescents. Through a mass campaign, the project reached approximately 500,000 people across the Bangladesh.

Abstract:
This article uses Mahler and Pessar’s (2001, 2006) model of “geography of power” to interrogate how the general dynamic of Chinese student migration generates a variety of experiences at the individual level. Each Chinese student-migrant embarks on their journey from a different position vis-à-vis the flows and interconnec- tions of the international education market. Some of them set out to achieve concrete goals, while others are motivated by a more intan- gible mission to become cosmopolitan subjects. As they move around, their shifting position in the hierarchies of nationality, class, gender, and generation influences their decision-making and their experiences. These power systems function simultaneously on mul- tiple geographical scales, exemplified by the contradictory ways gen- der operates in the family, education, work, and marriage. To further develop the connection this model makes between personal charac- teristics, cognitive processes, and various power systems, I draw at- tention to the politics of ordinary affects.

29. “I will change things in my own small way”: Chinese Overseas Students, “Western” Values, and Institutional Reform

Abstract:
The article is based on a longitudinal study of Chinese college students who studied abroad as part of their BA programme in Preschool Education. It first examines the Chinese discourse on preschool education in order to understand the current situation in the students’ professional field. The main section then discusses stu- dents’ attitudes to what they perceived to be key values and principles in early childhood education in the West: freedom, individual rights, equality, and creativity. Students generally expressed strong support for these values and wanted to reform Chinese institutions according- ly. The article argues, based on this case, that while Chinese students abroad may not see themselves as the vanguard of macro-level politi- cal reforms, some of them certainly want to play a role in the gradual transformation of Chinese institutions in their respective professional fields.

30. Unseeing” Chinese Students in Japan: Understanding Educationally Channelled Migrant Experiences

Chinese migrants are currently the largest group of non- Japanese nationals living in Japan. This growth is largely the result of educational migration, positioning many Chinese in Japan as student- migrants. Based on 20 months’ ethnographic fieldwork in Ikebukuro, Tokyo’s unofficial Chinatown, this paper explores the ways in which the phenomenology of the city informs the desire for integration amongst young Chinese living in Japan. Discussions of migrant inte- gration and representation often argue for greater recognition of marginalised groups. However, recognition can also intensify vulner- ability for the marginalised. Chinese student-migrants’ relationship to Ikebukuro’s streets shows how young mobile Chinese in Tokyo come to learn to want to be “unseen.” Largely a response to the visual dy- namics of the city, constituted by economic inequality, spectacle, and surveillance, the experiences of young Chinese students complicate the ways we understand migrants’ desires for recognition and integra- tion.
