One of the most popular—and arguably most successful—strategies of recent years has been downtown residential development. Twenty-five years after it was launched, China's “One Child” population control policy is credited with cutting population growth to an all time low and contributing to two decades of spectacular economic development. But the costs associated with the policy are also apparent and are rising: a growing proportion of elderly with inadequate government or family support, a disproportionately high number of male births attributable to sex selective abortion, increased female infant and child mortality rates, and the collapse of a credible government birth reporting system. Today, as China contemplates the future of the policy, many argue that a change that allows couples to have two children will not lead to uncontrollable population growth. Instead, it could help meet the fertility desires of most Chinese couples; avoid a worsening of the demographic and social consequences already evident; and relieve the Chinese government of the immense financial and political costs of enforcing an unpopular policy. But changes will need to come soon if China is to avert even greater negative consequences of the policy.

Beijing's successful bid for the 2008 Olympic Games gives China a unique opportunity to signal its emergence as a leading player in the mainstream of international affairs. The Games will provide a unique opportunity to showcase to the international public, as well as to foreign governments and international business, China's technical and organisational capabilities, its cultural and social achievements, and its standing and potential as a global economic power and partner. The ongoing strong commitment to the Games by the national Government, and the rapid and efficient progress made to date by the Beijing Olympic organisers, are impressive; from a technical point of view, China's challenging Olympic project is on track. The Games will make some limited contribution to the extraordinary economic and technological development China is making, particularly in environmental protection. Similarly, the Games have the potential to make some incremental contribution to improving human rights in China. Their significance as a force for change in this area should not be overestimated, however, and the evidence is that the Olympic influence on China's human rights has so far been limited. Despite the good cooperation at the Olympic level that has developed between China and Taiwan in recent years, the hosting of the Games would not stand in the way of drastic action by China if Taiwan pursued independence beyond the limits of its tolerance. Australia's cooperative Olympic links with China, developed during Beijing's bid, add a valuable dimension to the strong and important relationship between the two countries.

Abstract:
Voluntary associations are a major topic of historical research on nation building and civil society in Europe. This paper focuses on the associational sphere in the Baltic provinces of Tsarist Russia and tries to outline the impact of associations on modern societies in this region. The first section addresses the legal and social frameworks of voluntary associations, followed by a sketch of developmental trends in the nineteenth and early twentieth centuries. The next sections discuss the role of voluntary associations within the concepts of civil society and cultural nation building. Slightly different from conventional functionalist national discourses, it is argued here that, in the perspective of cultural history, voluntary associations contributed considerably to the emergence of the region of North Eastern Europe, a region shaped by close cultural contacts and inter-ethnic relations within the Baltic Sea region as well as by the strivings of the small nations to integrate with larger European structures.

Russia needs to open the Russian Far East for regional integration and make use of its dynamism and vast natural resources. Initiatives of the past decade have demonstrated great sensitivity to the dangers of foreign presence, but little forward thinking on their positive contributions. Putin has advanced beyond Yeltsin, but there is still no vision of regionalism. A reorientation of Sino-Russian relations from strategic goals associated with multipolarity to economic cooperation in a multilateral context offers hope that a new approach is coming. Under the umbrella of globalization including closer relations with the U.S., Putin can more easily pursue regional integration as well. In 2002-03, the nuclear standoff between North Korea and the U.S. put regionalism on hold, while energy security achieved a new profile that gave Putin the opportunity to weigh offers from China, Japan, and the U.S., while asserting control over oligarch Mikhail Khodorovsky and his oil behemoth Yukos. Clearly, Putin planned to take firm charge of managing all dimensions of regionalism, but it was less clear if he would encourage market forces.

Lack of funding represents the most important factor behind the slow pace of destruction of the 45,000 tons of stockpiled chemical weapons in Russia, already reportedly 2-5 years behind schedule. Further delays of the process will not only endanger the environmental and health situation around the seven storage sites in Russia but may also severely undermine the Chemical Weapons Convention as a whole and thus have serious global implications.
