Abstract:
This China Maritime Report on Djibouti is the first in a series of case studies on China’s “overseas strategic strongpoints” (海外战略支点). The strategic strongpoint concept has no formal definition, but is used by People’s Republic of China (PRC) officials and analysts to describe foreign ports with special strategic and economic value that host terminals and commercial zones operated by Chinese firms.

Abstract:
China’s naval modernization, a process that has been underway in earnest for three decades, is now hitting its stride. The advent of the Type 055 cruiser firmly places the PLAN among the world’s very top naval services. This study, which draws upon a unique set of Chinese-language writings, offers the first comprehensive look at this new, large surface combatant. It reveals a ship that has a stealthy design, along with a potent and seemingly well-integrated sensor suite. With 112 VLS cells, moreover, China’s new cruiser represents a large magazine capacity increase over legacy surface combatants. Its lethality might also be augmented as new, cutting edge weaponry could later be added to the accommodating design. This vessel, therefore, provides very substantial naval capability to escort Chinese carrier groups, protect Beijing’s long sea lanes, and take Chinese naval diplomacy to an entirely new and daunting level. Even more significant perhaps, the Type 055 will markedly expand the range and firepower of the PLAN and this could substantially impact myriad potential conflict scenarios, from the Indian Ocean to the Korean Peninsula and many in between. This study of Type 055 development, moreover, does yield evidence that Chinese naval strategists are acutely aware of major dilemmas confronting the U.S. Navy surface fleet.

It is using the major global crisis caused by the COVID-19 pandemic to secure strategic advantage through propaganda and disinformation, assertive, sometimes aggressive diplomacy, pursuing targeted investments, and offering “health cooperation.” The CPC has long targeted European business and political elites to build constituencies of support. Europe must counter by building robust societies based on core democratic values.

Abstract:
The Chinese Communist Party (CCP) promotes its worldview and political and economic model overseas, particularly in the developing world, albeit in a very different manner than it did in the era of Mao Zedong. Under Mao, who fashioned himself the champion of Third World revolutionary movements, China exported a comprehensive, proactive, and universal ideology. Today the party’s theorists are struggling to develop a message of similar caliber. What they have produced so far has not translated into a particularly coherent or compelling “Xi Jinpingism” that appeals across cultures and societies. But this has not stopped the PRC from pursuing an ideologically grounded foreign policy. President Xi speaks frequently of a “Community of Common Destiny,” a still-vague vision for a Sinocentric world order in which the CCP’s model is lauded as a contribution to human civilization, liberal democracy is widely discredited, and the developing world looks to China above all others for inspiration.

5. Regime Resilience and Civil Resistance in Post-Tiananmen China

Abstract:
In the 1980s, conflicting patterns of economic liberalization and the Chinese Communist Party’s (CCP) dogmatic insistence on unchallenged social control led to a widespread protest movement across the People’s Republic of China (PRC, China). Tensions reached an apex on June 4, 1989 in what became known as the Tiananmen Square Massacre. In memory of the 30 year anniversary of the Party’s brutal and lethal suppression of their own people, this paper provides a comprehensive review of the CCP’s post-Tiananmen survival strategy and the enduring tradition of civil resistance in the PRC. Though CCP methods of quelling civil dissent have strengthened in the decades following Tiananmen, the authors identify various indicators of growing discord in the PRC. In evaluating the perseverance of civil resistance in China, the authors conclude that the ongoing struggle against the authoritarian Party apparatus is far from over.

6. An Analysis of the PBOC’s New Mobile Payment Regulation

Abstract:
In 2016 alone, China saw $9 trillion in mobile payments—in contrast to a comparably small $112 billion of mobile payments in the United States (Abkowitz 2018). The use of mobile payment systems such as Alipay and WeChat Pay are widespread in China, with users ranging from beggars to lenders to criminals. Previously, the mobile payments landscape was largely untouched and unregulated by the Chinese government because of its relative insignificance in the Chinese economy. However, with the explosive growth in mobile payment transactions, the People’s Bank of China (PBOC) implemented a new mobile payment regulation on June 30, 2018. Most notably, the government will require all mobile payments to be cleared through the PBOC, and hence, all mobile payment transactions will begin to touch the hands of the Chinese Communist Party (CCP) (Hersey 2017). The PBOC’s stated reasoning for implementing this regulation is to curb money laundering and fraud. While those are valid concerns, it is unlikely that there are not additional motivations for the new regulation. In this article, I analyze the effects this new regulation has had and will likely have on the various mobile payment system stakeholders, competitors, and users, and also uncover what underlying motives the PBOC has in implementing the regulation.

Abstract:
The People’s Liberation Army (PLA) has ambitious goals for its power projection capabilities. Aside from preparing for the possibility of using force to resolve Beijing’s territorial claims in East Asia, it is also charged with protecting China’s expanding “overseas interests.” These national objectives require the PLA to be able to project significant combat power beyond China’s borders. To meet these needs, the PLA is building organic logistics support capabilities such as large naval auxiliaries and transport aircraft. But it is also turning to civilian enterprises to supply its transportation needs.

The Chinese party-state engages in data collection on a massive scale as a means of generating information to enhance state security—and, crucially, the political security of the Chinese Communist Party (CCP)—across multiple domains. The party-state intends to shape, manage and control its global operating environment so that public sentiment is favourable to its own interests. The party’s interests are prioritised over simply the Chinese state’s interests or simply the Chinese people’s interests. The effort requires continuous expansion of the party’s power overseas because, according to its own articulation of its threat perceptions, external risks to its power are just as likely—if not more likely—to emerge from outside the People’s Republic of China’s (PRC) borders as from within. This report explains how the party-state’s tech-enhanced authoritarianism is expanding globally. The effort doesn’t always involve distinctly coercive and overtly invasive technology, such as surveillance cameras. In fact, it often relies on technologies that provide useful services. Those services are designed to bring efficiency to everyday governance and convenience to everyday life. The problem is that it’s not only the customer deploying these technologies—notably those associated with ‘smart cities’, such as ‘internet of things’ (IoT) devices—that derives benefit from their use. Whoever has the opportunity to access the data a product generates and collects can derive value from the data. How the data is processed, and then used, depends on the intent of the actor processing it.

Today, the People’s Republic of China (PRC) is investing in marine scientific research on a massive scale. This investment supports an oceanographic research agenda that is increasingly global in scope. One key indicator of this trend is the expanding operations of China’s oceanographic research fleet. On any given day, 5-10 Chinese “scientific research vessels” (科学考查船) may be found operating beyond Chinese jurisdictional waters, in strategically-important areas of the Indo-Pacific. Overshadowed by the dramatic growth in China’s naval footprint, their presence largely goes unnoticed. Yet the activities of these ships and the scientists and engineers they embark have major implications for U.S. national security. This report explores some of these implications. It seeks to answer basic questions about the out-of-area—or “distant-ocean” (远洋)—operations of China’s oceanographic research fleet. Who is organizing and conducting these operations? Where are they taking place? What do they entail? What are the national drivers animating investment in these activities?

Abstract:
China’s expansion in maritime East Asia has relied heavily on non-naval elements of sea power, above all white-hulled constabulary forces. This reflects a strategic decision. Coast guard vessels operating on the basis of routine administration and backed up by a powerful military can achieve many of China’s objectives without risking an armed clash, sullying China’s reputation, or provoking military intervention from outside powers. Among China’s many maritime agencies, two organizations particularly fit this bill: China Marine Surveillance (CMS) and China Fisheries Law Enforcement (FLE). With fleets comprising unarmed or lightly armed cutters crewed by civilian administrators, CMS and FLE could vigorously pursue China’s maritime claims while largely avoiding the costs and dangers associated with classic “gunboat diplomacy.”
