1. Economic and Technological Zones: Economic Strategy in the Tibet Autonomous Region

Abstract:
New Economic and Technology Development Zones (ETDZs) in the Tibet Autonomous Region (TAR) are focused on pockets of the Han population, which will exacerbate tensions within the region. The Tibetan economy is already largely under Han control (except for in the agriculture and livestock sectors), and Han people constitute the majority group in many of Tiber’s urban centers. The TAR government has set up the zones to import practices from elsewhere in the People’s Republic of China (PRC) and shift the region’s economy away from traditional sectors and toward export-oriented industries, construction, and even high-tech manufacturing. The TAR’s external trade is currently limited to Nepal, due to ongoing border tensions with India. Meanwhile, infrastructural challenges hampering the development of the Sichuan-Tibet railway or national highways connecting the TAR with other provinces suggest that further integration with the rest of the PRC remains some way off. In a related policy, the PRC has developed border towns strategically located near land border ports that it has built along its borders with India, Nepal, and Bhutan. Infrastructure buildup on the border could also serve a dual-use purpose in the case of a conflict, as has been the case in India in recent years.

The new Taiwanese president has adopted a tougher stance on the island’s de facto autonomy from China. Beijing, in turn, has amped up its pressure on the island. To avoid a mounting escalation, Taipei should tone down its rhetoric and Beijing should curb its military intimidation.

Abstract:
This essay reviews some typologies of people’s behavioural patterns and examines relationships between guardianship laws and policies and people’s behavioural patterns in Japan and the State of Victoria. Through such analysis, a consideration regarding the adaptation of law and policy in an aged society is addressed. By reviewing people’s behavioural patterns in these two states, two keywords appear essential in practice under the guardianship law and policy: one is “family reliance”; the other is “value of individual autonomy.” Most Japanese do not rely on legal measures, including adult guardianship when it concerns private autonomy for property management and personal affairs, but they can use legal measures even staying with family reliance. The guardianship law in Japan must be reformed to create a limited guardianship type with less than one year for self-revocation. With the value of individual autonomy, people can decide by themselves what to do for the future. This issue is difficult to tackle because of the legal consciousness of older Japanese adults and the nuanced relationships between relatives. It is recommended that Japanese people should debate value issues in public for a better society and to ensure the people’s participation in social affairs through their own initiatives for establishing the value of individual autonomy. The baby boom generation, who are educated at schools in democracy postwar, may change the behavioural pattern of older adults in the future. The research method is an interdisciplinary literature survey and interviews with experts, with a particular focus on comparative guardianship law and policy studies in Japan and the State of Victoria.

4. A 'Bright Path' Forward or a Grim Dead End? The Political Impact of the Belt and Road Initiative in Kazakhstan

Abstract:
This report assesses the political impact of the Belt and Road Initiative (BRI) in Kazakhstan. Specifically, it examines whether and how the People’s Republic of China can pursue a strategy of economic statecraft to further its foreign policy and political interests in Kazakhstan. Despite Kazakhstan’s importance for the success of the BRI’s overland trade corridors, the report argues that important financial, foreign policy, and political constraints limit Beijing’s potential to influence Nur-Sultan. Beijing’s concerns over upsetting its relationship with the Russian Federation and the fact that the value of bilateral trade, investment, and Kazakhstani indebtedness to China have decreased in recent years suggest that Beijing is less willing to, capable of, or interested in using the BRI to influence Kazakhstan. The perceived closeness in this bilateral relationship has less to do with the influence of the BRI and more to do with the alignment of both countries’ geopolitical interests before the initiative’s creation. The report does not suggest that Chinese influence has decreased, but rather shows how Kazakhstan has been able to maintain a degree of political autonomy. Nur-Sultan has played a proactive role in forming its relationship with Beijing through its pursuit of former President Nursultan Nazarbayev’s “multi-vector” foreign policy strategy. In diversifying Kazakhstan’s diplomatic, economic, and political ties with Russia, China, the European Union, and the United States, Nur-Sultan has been able to avoid complete dependence on one country. Furthermore, Kazakhstan has been able to shape the size and scope of Chinese economic activity by guiding the initiative’s investments and projects to further the government’s domestic development agenda, Nurly Zhol (translated as “Bright Path”). However, issues related to corruption and deepening ties between Chinese and Kazakhstani elites through the BRI have likely strengthened Kazakhstan’s authoritarian political structure.

5. Microchips and Semiconductors: The U.S. Seeks Autonomy

Abstract:
The United States has turned to support of the domestic microchip industry in response to the increased risk of Chinese aggression against Taiwan, one of the leading producers, as well as to address disruptions in supply chains caused by the COVID-19 pandemic. A law on this passed with bipartisan consent and is intended to help finance a more resilient American sector towards global changes in manufacturing these components. Thanks to the CHIPS Act, the U.S. can reduce its dependence on microchip imports and undermine China’s ability to dominate the market.

6. Parliamentary Oversight of Constitutional Bodies in the Maldives

Abstract:
After decades of power centralized in the executive, the Maldives’ 2008 Constitution introduced separation of powers and created “independent institutions to monitor the three branches of power and safeguard human rights.” The Election Commission, Anti-Corruption Commission and other independent institutions must have sufficient autonomy to operate effectively and carry out their mandates without susceptibility to undue influence. However, they are not immune from corruption, poor leadership or partisan behavior, and still require oversight to ensure accountability. Finding the correct balance between accountability and autonomy can be challenging, but it is essential to ensure that the institutions appropriately fulfill their mandates. In response to a request from Parliament, the International Foundation for Electoral Systems (IFES) conducted an extensive literature review, analyzed comparative practices and consulted stakeholders to develop a set of recommendations for effective parliamentary oversight of independent institutions. The resulting paper, Parliamentary Oversight of Constitutional Bodies in the Maldives, explores how parliamentary tools and mechanisms can be effectively tailored to provide the appropriate level of oversight. The paper has recommendations and lessons that are broadly applicable outside the Maldivian context, and helped inspire the development of IFES’ Autonomy and Accountability Framework. Because constitutional bodies have a unique role to play in bolstering good governance, any improvement to their performance will improve the quality of democracy as a whole and help prevent corruption, improve service delivery and increase transparency and rule of law. IFES’ Autonomy and Accountability Framework helps countries achieve this in practice.

Abstract:
The aim of this article, based on the author’s field research in Hong Kong and critical analysis of publications, is to conceptualize the process of “mainlandization” of the Hong Kong SAR. “Mainlandization” is understood here as the process of transfer and institutionalization of political visions, policy paradigms, procedures, and norms which originate from the PRC. The model is inspired by various theoretical perspectives (e.g. diffusion of regimes, dependence, political convergence, and processes of “Europeanization”). The article differentiates the “top-down” transfer of values and/or policy standards and the “bottom-up” adjustment. All institutions engaged in intermediation (such as the “one country, two systems” principle) are mentioned, as well as the processes connected to the reaction to PRC activity in Hong Kong and their variations (e.g. accommodation, resistance, resignation). Moreover, the concept of “sinoscepticism” is introduced.

8. Dangerous Truths: The Panchen Lama’s 1962 Report and China’s Broken Promise of Tibetan Autonomy

Abstract:
The Chinese Communist Party (CCP) has sustained a strategy to manipulate history and subjugate Tibet in order to maintain Party rule. As outlined in this paper, the CCP’s tactics against Tibet can be evidenced through its denial of a report critical of the Party’s policies, authored by the 10th Panchen Lama in 1962. Through an analysis of the historical context surrounding the CCP’s repudiation of this report, and the Party’s resulting efforts to erase the grievances of the Tibetan people while imposing its own narrative, it is clear that the CCP views nationalist sentiment in Tibet as inimical to social stability. To counter that threat, the Party requires the active suppression and political compliance of the Tibetan people. Due to the CCP’s efforts, it is necessary to uncover the true historical record that proves the Party’s attempts to distort history and dominate Tibet for its own strategic ends.

9. New Bottle, Old Wine: China’s Governance of Hong Kong in View of Its Policies in the Restive Borderlands

Abstract:
This paper reviews Beijing’s Hong Kong policy, arguing that the policy mirrors China’s policy towards its restive borderlands represented by Tibet and Xinjiang. The rule of Hong Kong and other borderlands in China will be understood in an analytical framework that highlights four broad policies of governing borderlands: prom- ises of a high degree of local autonomy; extension of politico-admin- istrative control; cultural assimilation; and economic integration and domination. These policies may be conceptualised within the term “coercion.” It is argued that before Hong Kong’s retrocession to China in 1997, the PRC’s approach to the territory, in comparison to its approaches to Tibet and Xinjiang, was the least coercive – that is, China initially promised Hong Kong a high degree of autonomy over domestic affairs. The degree of coercion was stepped up when Hongkongers were perceived as becoming increasingly alienated from the new regime.
