51. Asia Society Analysts Comment on North Korea's Nuclear Tests

Abstract:
On October 9th, North Korea declared that it had tested a nuclear weapon, and after a week of speculation, US intelligence officials confirmed today that a nuclear explosion was in fact carried out. A sanctions resolution at the UN Security Council has been unanimously adopted. Negotiations are now underway about how precisely to implement these sanctions, which include Pyongyang's weapons and missile programmes, as well as luxury goods. They also permit cargo coming from or going to North Korea to be inspected for banned items. It is the latter point which is contentious for China. Asia Society, with our unique focus and resources, is specially positioned to bring you analysis and points of view from experts who have lived, worked and studied in a variety of Asian countries. Abstract:
North Korea's launch of numerous missiles the first week of July raised serious questions about the capabilities of both the U.S. missile defense system and North Korea's ballistic missile program. CDI Analyst Victoria Samson and Senior Advisor Philip Coyle appeared on numerous radio talk shows and TV news programs nationwide, helping viewers, listeners and readers to understand that the missile defense system being deployed in Alaska and California has no demonstrated capability to defend the United Sates against an enemy attack. Meanwhile the Bush administration is losing precious time. As Coyle points out in the article below, it's time to enter into one-on-one talks with North Korea before Pyongyang improves its short and long range missiles further. The six-party talks are important and necessary, but not sufficient to stop North Korea's missiles. And neither, unfortunately, are U.S. missile defenses.

Abstract:
On June 4, 1989, the world watched in horror as the Chinese government's crackdown on student protestors took a deadly turn. As Chinese soldiers fired their weapons indiscriminately and Chinese tanks rolled through Tiananmen Square, an unknown number of students and soldiers were killed. The Chinese military continued its campaign of terror throughout the summer of 1989, drawing strong international condemnation.

Abstract:
On Oct. 2 two U.S. and one Afghan soldier were killed in an insurgent attack in Kunar province. Three Americans were also wounded. A U.S. patrol was targeted by a suicide bomber in eastern Afghanistan on Oct. 7 – the five-year anniversary of the launch of Operation Enduring Freedom – no casualties were reported. Six men delivering aid from American forces were killed by a roadside bomb in eastern Afghanistan on Oct. 14. U.S.-led coalition and Afghan troops raided an insurgent hideout in Ghazni Province on Oct. 17; one soldier was wounded and three militants killed.

This report is prepared annually to provide Congress with official, unclassified, quantitative data on conventional arms transfers to developing nations by the United States and foreign countries for the preceding eight calendar years for use in its various policy oversight functions. All agreement and delivery data in this report for the United States are government-to-government (FMS) transactions. Some general data are provided on worldwide conventional arms transfers by all suppliers, but the principal focus is the level of arms transfers by major weapons suppliers to nations in the developing world.

From October 30 to 31, 2006, U.S. military forces in the Persian Gulf will join the armed forces of several other countries to hold a naval exercise in the interception and search of ships carrying weapons of mass destruction (WMD) and missiles. Though long planned, the exercise has added importance because of this month's nuclear test in North Korea and President George W. Bush's subsequent warning that Pyongyang will be “held to account” if it sells nuclear material to Iran or al-Qaeda.

On the 10th of May the EU and Russia signed four 'roadmap' documents at summit level in Moscow, on the Common Economic Space, the Common Space of Freedom, Security and Justice, the Common Space of External Security and the Common Space on Research, Education and Culture. This was the culmination of two year's work since the May 2003 summit that decided in principle to create the four spaces as a long-term project. It was intended also to give new momentum to the relationship, after seeing that the Partnership and Cooperation Agreement of 1994 had not become a motor for anything very substantial, while the subsequent phase (in 1999) of swapping common strategy documents also led nowhere in particular.

Like the rest of the world, Europe has been fascinated by the emergence of China for a long time, and there has been an official relationship between the EU and the People's Republic of China for 30 years now. This relationship was upgraded in 1998. It now takes the form of a China-EU summit every year, the latest having taken place in December 2004. The EU became China's main trading partner in 2004, with trade between the two parties soaring to €160 billion.

Abstract:
In January 2004, China formally requested to join the Nuclear Suppliers Group (NSG), an informal multilateral export control regime that aims to contribute to the nonproliferation of nuclear weapons through the coordination and implementation of guidelines which govern transfers of nuclear material and technology. The NSG's membership comprises the principal nuclear supplier states in Europe and the Americas, as well as Australia, Japan, New Zealand, the Republic of Korea, South Africa, and a number of former Eastern Bloc states, including Russia. The group's decisions, including those concerning the admission of new members, are made on a consensus basis, but the informal nature of the organization means that its decisions cannot be construed as legally binding upon its member countries.
