161. Between the Chinese Dragon and American Eagle: 5G Development in the Baltic States

Abstract:
In the course of 2018-20, development of Fifth Generation (5G) communication networks has been increasingly influenced by the considerations of national security and geopolitics. The largest provider of 5G equipment, the Chinese mobile telecom giant Huawei, has come under fire from the U.S., Czechia, Poland, and other nations in recent years for attempted espionage, theft of intellectual property and other nefarious activities; in the past month, UK decided to ban Huawei technology from its networks. All this comes into sharp focus as the geopolitical confrontation between Washington and Beijing reaches new heights. However, China is one of the EU’s largest trading partners and has worked to establish its economic, political, and cultural influence in various Member States. The EU and NATO have both released standards for member states must use when gauging the security of potential 5G networks. Yet, the EU in particular has not enacted a blanket ban or sweeping restrictions on the Chinese 5G equipment providers, leaving the tradeoffs between national security, technological progress and cost-efficiency to individual states. Although the Baltic states are well-versed in dealing with cybersecurity challenges, their road to 5G development is going to be complex. Whole-of-society awareness, political diligence, technical competence, regional cooperation, and resilience to Beijing’s influence operations are needed in forging a clear path to 5G that is aligned with their key geopolitical interest—maintaining their close strategic alliance with the United States. This brief aims to explore the geopolitical factors at play in determining the Baltic states’ 5G policy and regulations, with a particular focus on the EU, U.S., and China’s influence. It also provides a short of overview of the state of current 5G networks and regulations in the Baltic states while identifying challenges that the region will face in the coming years.

Abstract:
China’s influence activities aim to create a positive image of China and to counter any kind of criticism. Influence activities in countries with big Chinese communities can mobilise the Chinese diaspora for the party’s benefit—there are plenty of examples from Finland and Sweden. But where this is not possible, propaganda work may fall to the CPC Central Committee’s International Liaison Department, which is responsible for exchanges with foreign parties. The International Liaison Department has been active in its interactions with Estonian politicians. Today, three former government ministers work for Powerhouse, which offers lobbying services for the Chinese company, Huawei. To a large extent, China’s influence activities in Estonia have so far gone unnoticed. This article aims to fill this gap.

Critical Article from University of Tartu’s magazine was not published at first due to pressure coming from university’s the administration, that was afraid of the negative impact to its collaboration with Huawei. Members from the Estonian Oriental Society condemned university’s reaction, because they saw it as threat to freedom of speech and academic freedom. Besides the silencing effect of Chinese funding, this brief addresses other potential threats from scientific espionage to soft power based influencing activities.

Abstract:
Increasingly, China’s expanding role in the evolution and development of both the global economy and digital technologies must be acknowledged. A vivid example of this is the active debate over the development of 5G networks over the past few years, in which countries increasingly understand that the impact of new technologies on national security interests must be taken into account when they are implemented. Recent amendments to the Electronic Communications Act in Estonia will create a basis for managing such security risks in our country. Major conceptual difference is that China treats the internet above all as an information space that, to be protected from “subverting state power, undermining national unity [or] infringing upon national honour and interests”, must be strictly organised and controlled by the government.

Abstract:
As the United States and People’s Republic of China jostle for influence among member-states of the Association of Southeast Asian Nations (ASEAN), the Russian Federation has also declared the bloc a priority. Southeast Asian nations, in turn, would like third powers to counterbalance Beijing and Washington in the region. However, Russia has not made a huge impression in the bloc since its first summit with ASEAN in 2005. Economic success has been mostly limited to bilateral trade centered around arms sales, while security partnerships have not been forthcoming. Part of the problem is that Russia lacks historic ties in its former Cold War rivals, which are also ASEAN’s largest economic powerhouses, to lean on. More crucially, Southeast Asian nations perceive Moscow as deferential to Beijing’s geopolitical ambitions in the region.

Abstract:
Once again, the future of Kuomintang (KMT), the political party headed by Chiang Kai-shek for decades and that favors a closer relationship with Mainland China, is in doubt due to the results of the recent presidential and legislative elections in Taiwan. President Tsai Ing-wen of the Democratic Progressive Party (DPP) was reelected in a landslide against her opponent Kaohsiung Mayor Han Kuo-yu of the Kuomintang. Tsai received a record 8+ million votes, and the DPP retained its majority in the country’s national legislature by winning 61 seats—though it did lose seven compared to the 2016 election when the party won its first-ever majority. The blowout victory puts the KMT’s future into question—though more senior analysts note that this conversation occurs after every election, particularly the 2016 election, and nothing really changes. Maybe, just maybe, this time will be different.

168. What North Korea’s Coronavirus Measures Say About Its System

The North Korean government response to the coronavirus has been extreme, but prudent and reasonable in context. It has closed the border to China almost entirely to both goods and people though surely some transports are still getting through. No travel is allowed to or from China although there must be exceptions to this rule as well. The state (under the banner of the Red Cross, whose branch in North Korea operates as a government entity) has dispatched people around the country to inform people about the virus. No reports have been confirmed at this time of writing, but exile journalists based in South Korea have reported several deaths from the virus from North Korea. Its actions have been blunt and all-encompassing, mainly because the state lacks the necessary capacity to act differently. North Korea doesn’t have the sort of equipment required to monitor people coming from China or to test people at the pace required.

But however large the health impact of COVID-19 ultimately is, hundreds of millions more have already felt its economic impact. Do you want to know how Beijing would like Europe to act? Take a look at Switzerland. Switzerland and China have been close for decades. It was the first Western nation to establish diplomatic relations with the People’s Republic of China (PRC) in January 1950. Bern wanted to protect investments in the new People’s Republic from nationalization and hoped Swiss industry could lend a hand in rebuilding China’s infrastructure after the civil war. Being friendly to China paid off, but only 30 years later, once reformer Deng Xiaoping took the reins of the Chinese Communist Party (CCP). In 1980, Swiss elevator producer Schindler was the first foreign company to do a joint venture in China. Today, Switzerland is the only continental European country to have a free trade agreement (FTA) with China.
