1241. Capital Flows and Capital Account Management in Selected Asian Economies

Abstract:
Gross capital inflows and outflows to and from emerging market economies have witnessed a significant increase since the early 2000s. This rapid increase in the volume of flows, accompanied by sharp swings in volatility, has amplified the complexity of macroeconomic management in emerging economies. This paper focuses on capital flows in selected emerging Asian economies, analyzing surge and stop episodes as well as changes in the composition of flows across these episodes, then evaluating the policy measures undertaken by these economies in response to the surge and stop of capital flows. This kind of analysis is highly relevant, especially at a time when emerging economies around the world are facing the repercussions of a potential monetary policy normalization in the United States and continuing quantitative easing measures by the European Central Bank, either of which could once again heighten the volatility of cross-border capital flows, thereby posing renewed macroeconomic challenges for major EMEs.

Abstract:
Representatives from the social sciences and cultural studies continue to exhibit mutual reservations and sensitivities when they encounter each other in the field of area studies. This is particularly so with regard to research on East and Southeast Asia. Given this background and with the intention of deriving a productive definition of area studies, this article attempts to assess the current state of Asia-related area studies by reviewing and comparing the debates within the social sciences and cultural studies in the Anglo-Saxon and German-language spheres on the changing role of the discipline. In this text, region is defined as an ongoing process involving the communicative construction of social relations. Various approaches to describing the regions of East and Southeast Asia illustrate that this process is subject to dialectical movements of de- and reterritorialization, which should be examined as issues of equal empirical rank. In view of a growing focus primarily on transnational and transregional entanglements, this text suggests using the term “reflexive essentialism” and proposes more extensive reflection on the new and essentialist self-assurances, limitations, and entrenchments at the regional, national, and subnational levels.

Abstract:
The autocratic regime of President Ilham Aliyev in Azerbaijan has managed to steal the soul of Europe’s most important human rights institution, the Council of Europe. This article reveals Azerbaijan’s hidden agenda to neutralize the “naming and shaming” strategy of the international human-rights movement, build influence through “caviar diplomacy,” and unleash a wave of repression against human-rights defenders. For the Council of Europe, whose function is to defend the European Convention of Human Rights, to align itself with a regime jailing human-rights activists is unprecedented and deeply disturbing. As the space for human-rights organizations to operate is shrinking in many parts of the world today, the capture of the Council of Europe sends a warning to all supporters of human rights, and not only in Europe.

Abstract:
In the early part of the twentieth century, the small group of revolutionaries who became the Russian Bolsheviks developed an alternative theory of civil society. Burke, Tocqueville, and even Russian intellectuals believed that civil society was fundamental to democracy; Lenin believed that the destruction of civil society was crucial to totalitarian dictatorship. But by attempting to control every aspect of society, totalitarian regimes would eventually turn every aspect of society into a potential source of dissent, as in the cases of Czechoslovakia and Poland. Yet in many other societies heavily influenced by Soviet ideology—those in Belarus, Central Asia, China, Cuba, parts of Africa, and much of the Arab world—those in power remain attached to the old Bolshevik idea that independent civic institutions are a threat to the state.

Abstract:
The Comprehensive Agreement on the Bangsamoro (2014) marks the first significant peace agreement worldwide in ten years and has become an inevitable reference for any other contemporary peace process. During 17 years of negotiations the government of the Philippines and the Moro Islamic Liberation Front managed to build up a creative hybrid architecture for verifying the ceasefire, supporting the negotiations and implementing the agreements, with the participation of Filipinos and members of the international community, the military and civilians, and institutions and civil society. This report analyses the keys that allowed the parties to reach an agreement and the challenges ahead in terms of implementation. It devotes special attention to the management of security-related issues during the transition from war to peace.

Abstract:
After more than three decades of economic reform, China has transformed from being one of the poorest economies in the world to being the second-largest economy measured by nominal exchange rates, or the largest economy measured by purchasing power. As such, it is important to elucidate the determinants of China’s future development. This article will focus on China’s institutions. I argue that although the size of China’s economy is extremely important in terms of its impact on the global economy, it is misleading to ignore political and economic institutions. Indeed, forecasts based on extrapolating past trends could be erroneous (see Pritchett and Summers 2014). China was the largest economy in the world before the end of the 19th century but then lost ground to Western nations that established the rule of law and free trade. To understand China’s past and future development, one has to examine its institutions.

Abstract:
For over a year now, the crisis in and over Ukraine has been a stable fixture among the top issues of concern and deliberation internationally. The subject has become a point of polarized debate, with most contributions favoring one side or the other between the collective “West” and Russia. Similar to most trending debates, especially those as divided as this, the discussion has tended to simplify the issue by lumping everything into singular categories, be they “Russian imperialism,” “American conspiracy,” “Ukrainian fascism,” or “the new Cold War.” However, the matter is far more complex. This essay offers a mostly non-aligned analytical overview of the positions of five Central Asian countries on the subject. What these countries’ stances elicit is the complexity of the problem and the many-sided effects and challenges the involved and surrounding parties need to face, where it is far from obvious why a country takes this or that stance, or—even more tellingly—why it appears to vacillate. From such an overview, a number of more general conceptual rewards can be derived.

Abstract:
The ongoing war in Ukraine is shaking the foundation of the already fragile Commonwealth of Independent States (CIS). After the separation of South Ossetia and Abkhazia from Georgia and the splitting of Pridnestrovye from Moldova, Russia’s annexation of Crimea and keeping Ukraine in a lasting crisis by tactics that “take on attrition,” Russia not only has fallen under international economic sanctions but also aroused suspicions about its neo-imperial syndrome among post-Soviet friends on Russia’s perimeter. Not only has the international community condemned Russia’s actions in Ukraine, but the intra-Commonwealth community has also been painfully strained by these actions. Paradoxically and ironically, such dramatic events are unfolding simultaneously with seemingly integrationist undertakings regarding the assemblage of the Euro-Asian Economic Union (EAEU). Both the war in Ukraine and creation of the EAEU have revealed the invalidity of the CIS and displayed the start of a new stage of restructuring and reformatting of what has been known as the post-Soviet space. How this space will be re-configured will have global geopolitical implications, as these processes are taking place on one sixth of the Earth – the vast geographical area that Tsarist Russia and the Soviets once proudly ascribed to themselves. Actually, the crisis of the CIS began right after its inception in 1991 when, in parallel, the then newly independent five Central Asian states decided to establish their own Commonwealth – CAC. Since then, different smaller commonwealths have coexisted alongside the CIS in the post-Soviet space, steadily undermining the construction of the CIS itself. The longer the war in Ukraine protracts, the more will Russia alienate Ukrainians and the more any integration around and with Russia will replicate the feigned CIS. Lately, Central Asia has been taking an unclear lesson from this geopolitical situation and is making an ambiguous strategic choice. This paper is devoted to the analysis of these aforementioned three focal points: the implications of the war in Ukraine for the CIS, Russia’s fault and the Central Asian countries’ reaction.

Abstract:
This volume is the product of a groundbreaking dialogue on sea-lane security held between People's Liberation Army (PLA) Navy and U.S. Navy scholars at the Naval War College in August 2013, with additional material from a related conference,"China's Far Seas Operations," hosted by the China Maritime Studies Institute in May 2012. At that time the political climate in China was uncertain, in the shadow of the Bo Xilai crisis and of the impending transition of power between the Hu and Xi regimes; accordingly the PLA Navy, though invited to participate in the "Far Seas" conference, ultimately declined to do so. This was not entirely surprising. Attempts by various agencies of the U.S. Navy up to that time to engage in discussions to advance maritime cooperation between China and the United States had been met with lukewarm responses at best. But at a maritime security dialogue in Dalian in September 2012 Senior Capt. Zhang Junshe of the PLA Navy Research Institute, a key contributor to this volume and to the success of the academic cooperation between our two institutes, approached Peter Dutton to tell him that everything had changed.

Abstract:
Conventional wisdom is that trade policy is often guided by geopolitical security considerations. A growing body of research addresses the security–trade linkage as a plausible cause for executive negotiations over the Korea–US Free Trade Agreement (KORUS FTA) in 2007. Yet, the approval of a trade deal with the Asian ally by America's legislature in 2011 features not only ‘security ties’ but also ‘electoral connections’. This paper seeks to examine the question of whether alliance relationships would inevitably translate into domestic commitments. Bringing domestic politics into consideration, this article also fills the gap in the literature on Congress-focused research of the KORUS FTA and sheds light on how lawmakers strike a balance between the principle of US foreign policy and the reality of conflicting domestic interests.
