Abstract:
he recent book edited by A.C.S. Peacock and Sara Nur Yıldız, The Seljuks of Anatolia: Court and Society in the Medieval Middle East, demonstrates how a cognizance of historiography affords the ability to reexamine a historical period. The book, which emerged out of a workshop held in Istanbul in 2009, reinvigorates the study of the Seljuk Empire. Its authors, in order to compensate for the paucity of Muslim sources on medieval Anatolia, draw from a number of “untapped” sources such as Greek and Armenian texts, epigraphy, poetry and letters sent to the court. More significantly, they employ innovative frameworks that test standard perceptions of the Sultanate of Rūm (c. 1081 -1308) and emphasize its religious, cultural, and linguistic diversity. Thus, while the cited aim of the book is to “explore how court and society interacted and shaped one [an]other,” moving “beyond the more purely political history that has dominated to date” (p. 4), its larger purpose of questioning entrenched views of the Seljuk dynasty and medieval Anatolia, and the methods that it uses to offer up new avenues of research make this book a benchmark in the field.

Abstract:
Daniel Khachatryan is a Hrant Dink Foundation fellow at the Turkish Economic and Social Studies Foundation (TESEV) within the framework of the Support to the Armenia-Turkey Normalisation Process Programme financed by the European Union. Khachatryan’s academic background includes studies at Yerevan State University, University of Oslo and Fletcher School of Law and Diplomacy, Tufts University. In this article, Khachatryan dwells upon the possible steps to be taken by the EU towars the South Caucasus in order to define its role in the region by focusing on the recent developments in Azerbaijan, Armenia and Georgia. Daniel Khachatryan, Avrupa Birliği tarafından finanse edilen ve Hrant Dink Vakfı’nın yürütmekte olduğu “Ermenistan-Türkiye Normalleşme Süreci Destek Programı” kapsamında bursiyer olarak TESEV’de çalışmaktadır. Abstract:
This article analyzes cases of police reform aimed at eliminating corruption. It focuses on two cases sharing similar problems of corruption in the past but with different outcomes after undertaking police reform: Georgia and Armenia. It seeks to understand why police reform is more successful in Georgia than in Armenia and uses legal documents, external reports, and secondary literature in this cause. It concludes that the primary factor influencing the outcome is a change in the political elite. Other factors contributing to the outcome of the police reforms were the involvement of foreign actors, the content of the reform, and the magnitude of the corruption.

Abstract:
Le lecteur ne s’étonnera pas de ce que, en 2014, le conflit en Ukraine soit au cœur des préoccupations des pays d'Europe centrale, orientale et de l'Eurasie, même si ses incidences sont diversement ressenties selon les régions considérées. Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.

Abstract:
This article traces the emergence of the modern national identities of Azerbaijanis and Armenians back to the last quarter of the nineteenth century. In doing so, it emphasizes the ways national identities were shaped by Azerbaijani and Armenian intellectual elites, reflecting their historical heritage of being parts of Turkish, Persian, and Russian empires. Accordingly, the evolution of mutual perceptions of Azerbaijanis and Armenians vis-à-vis their imperial neighbors–and vice versa–is highlighted. The article focuses on the period of the second half of the nineteenth century until 1920/1921, when following a two-year intermezzo of independent states in the South Caucasus, both Armenia and Azerbaijan were effectively incorporated into the emerging Soviet Union.

Abstract:
This article explores the policies of Turkey and Iran toward the Armenian-Azerbaijani war over Nagorno-Karabakh during the 1991-1994 period. It identifies Azerbaijan as a key nation in the region, one rich in oil and natural gas and with which both the Turks and Persians historically shared language, culture, and religion. As the cornerstone of the post-Soviet policies of both regional powers in the South Caucasus, Azerbaijan was crucial for Ankara and Tehran as they sought to safeguard their presence in this strategic crossroads linking Europe and Asia. Against this backdrop, the Karabakh policies of Turkey and Iran were formulated.

Abstract:
TThis policy brief focuses on the interplay of external actors in the South Caucasus, i.e. the EU, NATO and Russia, looking specifically at how political and security relations have been shaped. Three main issues are highlighted: firstly, that the South Caucasus is a heterogeneous area and that the concept of being a region in its own right is underdeveloped; secondly, that despite the enlarged involvement of international players in the area, the South Caucasian countries retain agency and are not mere agents of foreign role-players; and, thirdly, that the area is characterised by processes of competition and collaboration that do not necessarily meet common agendas, despite shared interests regarding regional stability. The paths of the three South Caucasian republics has been different, with Armenia being dependent on Russia, Azerbaijan pursuing a policy of independence regarding external players, and Georgia assuming a pro-Western, anti-Russian position. The lack of diplomatic relations between Armenia and Azerbaijan due to the Nagorno-Karabakh conflict, EU involvement in crisis management in the wake of Georgia's 2008 war with Russia, a diminished NATO presence and increased Russian assertiveness in the area are central elements to understanding ongoing policies and practices. This complex framework suggests the need to address challenges and opportunities in the South Caucasus in terms of the complexity of the actors and factors at play.

Abstract:
Turkey's actions in the South Caucasus face serious limitations as long as it has no direct influence over the dynamics of conflict settlement. Turkey has the potential to support transformation and reform within the societies of the South Caucasus through soft power. The current state of Turkey's relations with Armenia will keep on seriously curtailing Turkey's outreach in the South Caucasus. Azerbaijan is a stakeholder in Turkish-Armenian relations and Turkey, because of its inability to proceed further with its bilateral agenda with Armenia, has become a stakeholder in the settlement of the Nagorno-Karabakh conflict. Azerbaijan's leverage on Turkey appears to be more and more influential. The importance of the notion of Turkishness in national politics is an important factor in assessing the strength of pro-Azeri feeling. The Kurdish problem is today a major political challenge. It is the most powerful dynamic underpinning the questioning and progressive redefinition of national identity.

39. Armenia and Azerbaijan: A Season of Risks

Confrontation, low-intensity but volatile, between Azerbaijan and Armenia has entered a period of heightened sensitivity. Peace talks on Nagorno-Karabakh bogged down in 2011, accelerating an arms race and intensifying strident rhetoric. Terms like “Blitzkrieg'', “pre-emptive strike'' and ''total war” have gained currency with both sides' planners. An immediate concern is military miscalculation, with implications that could far exceed those of a localised post-Soviet frozen conflict, as the South Caucasus, a region where big powers meet and compete, is now also a major energy corridor. Clashes increasingly occur along the Azerbaijani-Armenian frontier far from Nagorno-Karabakh, the conflict's original focus. Tensions have also spread to areas along the border with the Azerbaijani exclave of Nakhichevan where Azerbaijani and Turkish exercised in July. A subsequent firefight produced casualties, and Armenia staged its own war games near the Azerbaijan border in September. Vigorous international engagement is needed to lessen chances of violent escalation during coming weeks and months.
