Abstract:
This article critically interrogates the assumptions and critiques levelled at the Canadian Rangers by two ardent media critics: Robert Smol and Scott Gilmore. Situating the Canadian Rangers in the Canadian Armed Forces’ Arctic Operational Picture, it argues that the Rangers are an appropriate and operationally valued component of a Canadian military posture designed to address Northern risks across the defence-security-safety mission spectrum. Rather than seeing the Rangers as a sideline to the “serious” military show that Smol and Gilmore would like to see play out in the North, their proven ability to operate in difficult and austere environmental conditions – often reflecting applied Indigenous knowledge of their homelands – and to maintain interoperability with mission partners to address practical security challenges is highly valuable. By serving as the “Eyes, Ears, and Voice” of the CAF in their communities, the Rangers embody federal approaches to collaboration and partnership predicated on ideas that Northerners are best placed to make decisions in areas that impact them.

Canada’s Arctic Agenda: Into the Vortex brings together leading Arctic thinkers to examine key elements of Canadian Arctic and Northern policy. These experts reflect on the progress that has been made in the past few years in Arctic policies and programs and consider the impact of powerful forces of change and division, both within Canada and abroad, which have produced a vortex of economic, security, environmental and identity challenges for the Canadian Arctic. Addressing the intense, if understated, debate on Canada’s Arctic agenda, this report’s contributors share the consistent message that Northerners must play a leadership role in creating and implementing the policies that affect them. The report also includes a collection of interviews with Jane Glassco Northern Fellows. These thoughtful Indigenous women from across the North in Canada share their perspectives and ideas on the policy issues that require urgent attention to ensure the prosperity of their Northern communities. The well-informed essays and interviews in this report will spark conversation about Canada’s Arctic policy priorities and provide concrete advice to inform the work of Canada’s policy makers moving forward.

In her recent China Brief article, Dr. Anne-Marie Brady examined the prospect of China deploying military power to the Arctic (China Brief, December 10). Applying the methods she used in her pathbreaking 2017 book, Brady draws from authoritative Chinese sources to demonstrate the growing importance of the Arctic in China’s strategic calculus. [1] She also cites a host of other indications that Beijing intends to send naval forces—especially submarines—north through the Bering Strait. Her research provides important context for an oracular 2019 U.S. Department of Defense claim that China could be laying the foundation for naval operations in the Arctic (Department of Defense, May 2). Building on the excellent work done by Brady and others, this article argues that the available evidence allows for more categorical conclusions about China’s Arctic intentions. Specifically, the Chinese Navy has formally decided to incorporate Arctic ambitions into its naval strategy, and Chinese scientists and engineers are already conducting research to help it realize these ambitions.

Ten months into Donald Trump’s presidency and there is little indication as to how this administration is planning to actively pursue American Arctic interests in its foreign policy. Former president Barack Obama’s strategy had an ambitious agenda on climate change and regional governance leadership. What we have seen over the past several months in terms of foreign policy outlook has been a mixture of continuity and change. In terms of continuity, the State Department has, thus far, maintained multilateral co-operation in the areas of environmental protection, sustainable development, international scientific research and joint military exercises. It has upheld its commitment to the workings of the Arctic Council – including finishing the U.S. term until May 2017 as the chair – and is more likely than not to continue with the status quo. As for change, by reconsidering the role of U.S. leadership, the Trump administration has signalled its intention to approach the Arctic differently from the previous administration. It has distanced the federal government from the global fight on climate change and its impacts on the Arctic, and worked to reverse the Obama-era ban on oil and gas licensing in U.S. Arctic federal waters. This was part of Trump’s campaign promise to loosen regulations that negatively impact the energy industry. The U.S.-Canada bilateral relationship that had been so close under Obama and Prime Minister Justin Trudeau is now focused on other areas – especially the renegotiation of the North American Free Trade Agreement (NAFTA). This policy paper looks at the legacies that the Obama administration left in terms of Arctic foreign policy, how the Trump administration has approached the region, and finally, what this could potentially mean for the U.S.-Canada relationship in the North American Arctic.

35. The Big Melt: Curbing Arctic Climate Change Aligns with U.S. Economic and National Security Goals

The United States has long been a leader in advancing diplomatic cooperation, peace, stability, and environmental stewardship in the Arctic—from the purchase of Alaska from Russia in 1867, to the creation of the Arctic Council in 1996, and the beginning of the U.S. chairmanship of the Arctic Council in 2015.1 A new scientific assessment of rapid changes in the Arctic reveals that U.S. economic prosperity and national security may well hinge on continued U.S. leadership and cooperation in the region. The Arctic assessment by the Arctic Monitoring and Assessment Program, or AMAP, concludes with even higher confidence than in the past that rapid and persistent Arctic climate change is transforming the region with global economic, security, and environmental repercussions that will be more serious than previously predicted.2 The more than 90 authors of the “Snow, Water, Ice, Permafrost in the Arctic,” or SWIPA2, report concluded that Arctic warming will drive global sea levels to rise faster and higher than earlier estimates and that the region will see ice-free summers sooner than expected.3 The AMAP report also concludes that the global costs of Arctic climate change—including damages to infrastructure, homes, communities, and businesses from global sea level rise and more extreme weather—will be astronomical, reaching $7 trillion to $90 trillion between 2010 and 2100.4 Arctic warming will also have significant U.S. national security consequences, including flooding of U.S. coastal communities and military bases; increased instability in vulnerable regions; and strained U.S. humanitarian and disaster response resources.5 So far, the Trump administration’s Arctic policy has ignored these rapidly unfolding threats and focused entirely on easing offshore oil and gas drilling in the region, despite extreme risks. 6 This includes rescinding Obama administration accomplishments such as marine protected areas established to prevent oil spills in areas critical for subsistence hunting and fishing; terminating a new formal consultation mechanism with coastal Alaska Native tribes along the Bering Sea; and ordering Secretary of the Interior Ryan Zinke to review several drilling safety standards for potential cancellation.7 Meanwhile, perennially perilous conditions in the Arctic Ocean—including drifting sea ice, hurricane force winds, and extended periods of darkness—and a lack of emergency response infrastructure would mean any oil spill would be extremely difficult, if not impossible, to respond to and clean up.8 Secretary of State Rex Tillerson has an opportunity to reaffirm the United States’ long-standing commitment to safeguarding the Arctic when he chairs the May 11 Arctic Council Ministerial Meeting in Fairbanks, Alaska. This meeting is the 10th gathering of foreign ministers and indigenous leaders from the eight Arctic nations: Canada, Norway, Russia, the United States, Finland, Iceland, Sweden, and the Kingdom of Denmark, via its dominion over Greenland and the Faroe Islands. These countries make up the Arctic Council, the international body designed to address emerging challenges in the region.9 With costly and rapid Arctic climate change already underway, strong diplomatic partnerships are more essential than ever to prepare for warming effects and avert the most costly and dangerous repercussions down the road.10 At the May ministerial—which marks the end of the two-year U.S. Arctic Council Chairmanship—Secretary Tillerson is expected to reach a binding agreement with Arctic nations; Arctic Council observer countries; and indigenous leaders to strengthen international science cooperation in order to deepen the world’s understanding of rapid Arctic warming and its consequences.11 Past binding agreements adopted by the council secured commitments to strengthen oil spill response as well as search and rescue in the region.12 The eight countries are also expected to agree to meet a regional target to reduce black carbon pollution—a potent driver of Arctic warming. By locking in these agreements and working with other nations to curb global climate change, Secretary Tillerson can strengthen diplomatic ties with key allies while advancing U.S. economic, security, and environmental interests at home and at the top of the world.

Abstract:
The Arctic has emerged as a topic of tremendous hype over the last decade, spawning persistent debates about whether the region’s future is likely to follow a cooperative trend or spiral into conflict. Official Canadian military statements, all of which anticipate no near-term conventional military threats to the region, predict an increase in security and safety challenges and point to the need for capabilities suited to a supporting role in an integrated, whole-of-government (WoG) framework. This entails focused efforts to enhance the government's all-domain situational awareness over the Arctic, to prepare responses to a range of unconventional security situations or incidents in the region, and to assist other government departments (OGD) in their efforts to enforce Canadian laws and regulations within national jurisdiction. Despite popular commentaries suggesting that military deficiencies in the North make Canada vulnerable, we argue that the Canadian Armed Forces are generally capable of meeting its current and short-term requirements and is responsibly preparing to meet the threats to Canadian security and safety that are likely emerge over the next decade.

Cynthia Barmore builds on primary survey research conducted in Bosnia and Herzegovina to offer new explanations of the constraints placed on farmers by an unreformed land system. Natasha Geber addresses an underexplored policy area, looking at Russia’s geopolitical ambitions in the Arctic and offering a perspective on the chances of international cooperation on Arctic issues. Abby McCartney pulls together two seemingly disparate policies, seeing an opportunity for New Jersey to expand its successful drug court program using provisions of the Affordable Care Act. Emily Wiseman looks at how women and girls still tend to be excluded from post-disaster relief efforts, even though almost all implementers understand that this exclusion exacerbates gender inequality and retards reconstruction. Jordan Dantas analyzes the drop in piracy off the Somali coast, and finds private sector success where military solutions failed. Many Western leaders point to the Arctic as a zone of cooperation—and we have observed such cooperation with the formulation of the Arctic Council, joint scientific endeavors, Search and Rescue agreements, and the very recent Arctic Coast Guard Forum—but disputes between Russia and other Arctic nations in regions to the south have raised concerns in certain quarters. While an ongoing struggle for dominance over the Northern Sea Route and Northwest Passage and competing continental shelf claims may reflect these tensions, tit-for-tat military exercises and plans for expanded military infrastructure in the Arctic certainly do. The Russian government recently announced completion of a new military base in Franz Josef Land capable of supporting 150 soldiers, as well as its intention to rebuild six existing airfields. While such a nominal increase in military personnel posted to the Arctic may merely be seen as a posturing act, taken in context with Russia’s recent actions in Europe and the Middle East, it might also be seen as a bold move to project power from a previously overlooked region.

40. Russia's Arctic: A Necessary Space for Dialogue

Over the weekend of November 21st, 2015, Russia flew 141 sorties over Syria, hitting 472 targets in eight different provinces throughout the country.[1] While the deployment of the Russian Air Force over Syria has been in full affect since last September, the events of November 20th proved to be unique. Two of the TU-160 blackjack bombers that participated in the weekend’s campaign took flight not from a base in southern Russia, but rather from Olenegorsk Airbase on the Kola Peninsula of the Russian Arctic.[2] The two bombers traveled southwest along the coast of Norway, skirting United Kingdom airspace, turning east through the straits of Gibraltar, and achieved their goal of firing cruise missiles on Syria from the eastern Mediterranean. After their mission was complete, they flew northeast over Iran and the Caspian Sea to their home base in Engles, Saratov Oblast, in Southern Russia.[3] In total, the flight lasted 16 hours, with the aircraft traveling 8,000 miles, while motivating Norway[4] and Britain,[5] among other nations, to scramble fighter jets in the process. Presumably, the Russians chose such a circuitous route along the edges of Europe to demonstrate its long range bombing capabilities. In doing so, the Russian Federation also showed the rest of the world that its capabilities might rival those of the United States, proving that Russia too could attack targets all throughout the world. This use of an Arctic airbase for active bombing missions also marks a turning point in history; not even during the Cold War did the Russians demonstrate Arctic-based military capabilities with such expansive reach.[6] While this mission did not focus on targets within the Arctic, the use of an Arctic base for active bombing missions draws attention to Russia’s military buildup in the region...
