1. Imperial Mecca: An Interview with Prof. Michael Low

Abstract:
The hajj—that is, the annual pilgrimage to Mecca—is a pillar of faith for Muslims, but in the late nineteenth century, it was also a legal, epidemiological, and imperial frontier. In his long-anticipated Imperial Mecca: Ottoman Arabia and the Indian Ocean Hajj, Michael Christopher Low offers an account how that “very heart of Islam”—Mecca and the Hijaz—came to straddle “two imperial worlds.” Imperial Mecca charts how the British Empire came to challenge Ottoman imperial legitimacy and, subsequently, affect its pilgrimage administration, its relationship to non-Ottoman Muslims, and inspire administrative anxieties around the semi-autonomous province of the Hijaz. Since his widely-read 2008 article, “Empire and the Hajj,” Low has been a leading contributor in the now flourishing field of hajj studies. Based on archives largely based in Istanbul and London, Imperial Mecca consolidates nearly fifteen years of research, reflection, and labour and reasserts an understudied “Ottoman sense of space, place, population, environment, and territory back [into] our understanding of the transimperial hajj.” Michael Christopher Low is an Assistant Professor of History at Iowa State University and, presently, a Senior Humanities Research Fellow at NYU Abu Dhabi. Along with the publication of Imperial Mecca, he is also the co-editor of the recently published volume, The Subjects of Ottoman International Law. In our interview, we discuss—among many topics—Low’s intellectual and biographical journey as a historian, Ottoman archives and historiography, and the present and future of hajj studies.

Abstract:
It has been 20 years since 9/11. In the wake of the attacks, the Combating Terrorism Center at West Point (CTC) was established to provide cadets and policymakers with best-in-class research so that they could better understand and confront the threat. With the Taliban returning to power in Afghanistan, with Africa emerging as the new epicenter of global jihadi terror, and with it likely becoming more difficult for the intelligence community to track threats in jihadi conflict zones from which the United States has withdrawn militarily, objective and rigorous open-source research is more critical than ever. To mark the 20th anniversary of 9/11, this special issue of CTC Sentinel, supported by the Recrudescence Project, features interviews with five former officials who have made immense contributions to the counterterrorism enterprise: former Acting Director of the CIA Michael Morell, former CENTCOM Commander Joseph Votel, former State Department Coordinator for Counterterrorism Dell Dailey, former FBI Special Agent Ali Soufan, and former Chief of the U.K. Secret Intelligence Service (MI6) Sir Alex Younger. Their reflections on 9/11 and their lessons learned across key parts of the counterterrorism spectrum—intelligence; military; diplomacy; law enforcement—and across the Atlantic are essential reading. Abstract:
The Salafi-jihadi movement shifted to prioritizing local over global objectives during the Arab Spring. Analysts wrongly understood this as a weakening of the groups. Groups have hidden their true nature by hiding their ties to global jihadi groups, such as al Qaeda and the Islamic State, and by rebranding and reorganizing on the ground. Movement leaders design and execute attacks in ways that create doubt and ambiguity about the responsible party. This new technique exploits US counterterrorism policy, which is not designed to pursue anyone other than the individuals directly responsible for the attack. American officials are countering a dynamic enemy with an irrelevant and outdated strategy.

Abstract:
The deadly attack at Fort Lauderdale airport earlier this month by an individual claiming to have been influenced by voices he heard and to have acted on behalf of the Islamic State has renewed attention on the nexus between terrorism and mental health. In our cover article, Emily Corner and Paul Gill explore what they argue are complex and often misunderstood links. Their preliminary findings show that the proportion of attackers in the West possibly influenced by the Islamic State with a history of psychological instability is about the same as the rate of such instability in the general population, though the rate is higher than in the general population if Islamic State-directed attacks are excluded. This is in line with their previous findings that group-based terrorists are much less likely to have mental disorders than lone-actor terrorists. They also question the degree to which lone-actor terrorists with mental disorders are symptomatic at the time of attacks. Lone-actor terrorists with mental disorders, they have found, are just as likely to engage in rational planning prior to attacks as those without. Their research has also found a significantly higher rate of schizophrenia among lone-actor terrorists than in the general population. There is a long-running debate about whether this condition could make individuals of all ideological persuasions less inhibited in moving from radical thought to radical action. In a joint interview, Peter Edge, Acting Deputy Director of U.S. Immigration and Customs Enforcement, and Wil van Gemert, Deputy Director of Europol, focus on the challenges of identifying, tracking, and interdicting foreign terrorist fighters and steps being taken to deepen transatlantic cooperation. Michael Horton argues that AQAP’s deepening ties to anti-Houthi forces in Yemen’s civil war is making the terrorist group even more resilient and difficult to combat. Don Rassler examines the contest between the United States and jihadis on drones and drone countermeasures. Jason Warner looks at the three newly self-declared affiliates of the Islamic State in sub-Saharan Africa.

More than a year has passed since the fall of the region's most stalwart Arab leader unleashed a current of dissent throughout the Arab world. That unrest, which spread from the Maghreb to the Arabian Peninsula, was simplistically treated in the media as an organic expression of liberal democracy that seemingly had the power to knock off Arab authoritarians one by one. Today, however, the initial euphoria over the so-called “Arab Spring” has predictably given way to disillusionment. After sacrificing the Ben Ali regime, Tunisia's army and security establishment stand ready to intervene should the country's Islamist-filled legislature overstep its boundaries in challenging the relics of the ancien régime. In Egypt, many forget (or fail to realize altogether) that the military establishment exploited the demonstrations to destroy Egyptian President Hosni Mubarak's dynastic succession plan. Even as it seeks more creative maneuvers to rule behind what is expected to be an enfeebled parliament, the Egyptian military elite will remain the ultimate arbiter of the state for the foreseeable future. In Libya, after a rare NATO-led military intervention played the instrumental role of driving Gaddafi and his family from power, the once-celebrated rebel forces are again being viewed as a ragtag assortment of militias vying for the spoils of war in the absence of a legitimate, much less democratic, political authority. In Yemen, Ali Abdullah Saleh has given up his presidential title for now under a Saudi-mediated power-sharing agreement with his rivals. Still, there is little to hide the fact that Saleh's regime, now led by his close family members, remains entrenched in the security, political and economic spheres of the state. Meanwhile, embattled Arab leaders are thankful for the distraction Syria has created as the latest flashpoint in the Middle East. Just as the Assad regime has proven unable to stamp out its domestic opposition, so too have Syria's still fractious, outgunned and outnumbered opposition forces been unable to overwhelm a largely united Alawite-dominated security and intelligence apparatus. Barring a foreign military intervention—something that no military power, particularly the United States, seems keen on—the Syrian regime can endure for some time to come, even as it becomes all the more dependent on Iran for its survival. The mainstream narrative regarding the Arab unrest has by and large failed to anticipate these developments. There is little predictive value in starting with an assumption that all demonstrations will lead to revolutions, and all revolutions to liberal democracies. Geopolitical context must also be applied. In particular, there are three underlying trends that began developing well before the start of the Arab unrest—and which can help to explain what has happened over the past year, and what to expect going forward.

The report attempts to disaggregate the threat posed by al-Qa`ida in the Arabian Peninsula from the sources of instability surrounding it, by examining the group’s strategy, tactics and objectives from a local perspective. The report specifically concentrates on events and actors in Yemen’s Eastern governorates, often described as the most “tribal” parts of Yemen and an epicenter of AQAP activity. This discussion of the tribes of Marib and al-Jawf is informed by 12 months of research conducted in Yemen including fieldwork in the governorate of Marib. The author’s network of contacts and dozens of interviews with tribal leaders and tribesmen suggest that although tribes have long been cited as a primary resiliency mechanism for AQAP, the group enjoys no formal alliance with tribes in either Marib or al-Jawf and there is ample evidence to suggest that, contrary to popular analysis, the group’s strength and durability does not stem from Yemen’s tribes. By refocusing the emphasis on the group’s operations in Yemen, this report provides a new assessment of AQAP’s sources of resiliency, the constraints and opportunities inherent in the local political context and implications for the group’s regional and global ambitions.

Self‐Inflicted Wounds: Debates and Divisions within al‐Qa’ida and its Periphery examines the internal, or endogenous, reasons that have hastened the decline of the jihadi movement. In doing so, it exposes the jihadi movement, with al‐Qa’ida at its helm, as one that lacks coherence and unity, despite its claims to the contrary. The report divides the jihadis’ endogenous problems into two categories: internal divisions plaguing al‐Qa’ida and the jihadi movement proper; and fault lines dividing the jihadi movement from other Muslim and Islamist actors.

Over the past two decades, terrorist organizations have increasingly relied on suicide attacks to achieve political objectives. The specific goal sought in almost all suicide terrorist campaigns in modern history is the same: to compel a democratic state to withdraw combat forces from territory prized by the terrorists. This holds true for al-Qaeda, the terrorist organization of greatest concern to most Americans. Al-Qaeda's efforts to mobilize people to kill Americans are driven principally by a simple strategic goal: to drive the United States and its Western allies from the Arabian Peninsula and other Muslim countries.

The International Court of Justice (ICJ) is set to rule tomorrow on the longstanding border dispute between two Persian Gulf sheikdoms, Qatar and Bahrain. This dispute has preoccupied the ruling families in both countries for decades. It and the much better known Iraq–Kuwait border dispute (not detailed here) are hardly the only ones on the Arabian Peninsula. Indeed, almost every country on the peninsula has — or until very recently, has experienced — a disagreement over border demarcation.
