231. On the Brink: Israeli settlements and their impact on Palestinians in the Jordan Valley

Abstract:
The Jordan Valley, located in the eastern part of the Occupied Palestinian Territory (OPT), makes up 30 per cent of the West Bank (see Map 1 on page 7). Requisitions and expropriations of Palestinian land by the Israeli authorities continue to destroy the livelihoods of Palestinians living in the area and, unless action is taken, there are strong indications that the situation will only get worse. The Israeli government recently announced proposals and policies for the expansion of settlements, which, if implemented, will further threaten the living conditions and human rights of Palestinian communities in the Jordan Valley, undermining efforts to bring peace and prosperity to the OPT and Israel.

Abstract:
The 25th of January 2011 uprising in Egypt called for freedom, dignity and social justice. The uprising was full of opportunities and challenges for Egyptian men and women who have been deprived of their political, social and economic rights. Hence, the revolution has given women a sense of freedom and empowerment, and seemed like a perfect opportunity to claim their rights. However, while many groups, including women, overcame their fear to speak out against violations of their basic rights, the changed power relations threatened to ignore women's rights or even reverse gains that were won in the past. Oxfam partners in Egypt have increased their efforts during the last year to collectively formulate priority demands on women's rights and bring these demands to the forefront.

Abstract:
The United States presidential election in November comes at a crucial moment in world affairs, particularly in the Middle East. The year-long uprising in Syria has devolved into civil war. The conflict between Iran, on the one hand, and the U.S., Europe, and Israel, on the other, has not been diffused. The transition of power in Iraq and the planned force reduction in Afghanistan suggest that both countries will continue to experience marked change. The future of relations with new governments in Egypt, Libya, Tunisia, and Yemen must be reshaped.

234. The Politics of Security Sector Reform in Egypt

Abstract:
In Egypt, security sector reform (SSR) hinges on achieving democratic reforms, particularly the reconstitution of an elected parliament and preparation of a new constitution that defines the roles and responsibilities of military and security institutions based on transparency, accountability, and respect for civilian authorities. In this highly political process, arranging the disengagement of Egypt's military from government and the economy will be essential. Democratically elected leaders will need to consult widely while keeping an open door to reformists in the security sector. At the same time, the police and security establishments must be transformed into effective, accountable, and politically neutral law-enforcement bodies that deliver human security and protect human rights. Downsizing the security services to a number consonant with its professional mission is vital. Egypt's new president will play a central—although not exclusive—role in advancing the above aims. He will have to forge a wide societal consensus on the boundaries of SSR. He will also have to reach an accommodation with military leaders to ensure that SSR initiatives receive their support. The responsibility for advancing SSR lies with Egypt's political community. The international community can help by supporting elected officials and providing technical expertise and economic support.

235. Security Sector Transformation in the Arab Awakening

Abstract:
The Arab Awakening opened the door to democratic political change in the Middle East and North Africa (MENA). Security sector reform (SSR) is an integral component of the nascent democratic process in the region. While SSR is a long-term process, it should be a key part of institution building in the new democracies. Democracy requires security institutions that are open, professional, and responsive to public needs. The transitions to democracy are varied in nature and scope. SSR will differ by country and must be tailored to the political realities and specific circumstances of each state. The international community can foster successful SSR processes by calibrating its assistance according to the reform efforts in each country. A general or “one-size-fits-all” approach to SSR will not be successful. A sense of political powerlessness, an unresponsive bureaucracy, a general lack of opportunity, economic stagnation (including high unemployment), and repressive security forces all contributed to the Arab Awakening. As a result of the upheaval, democratic forces in several of the MENA countries are pushing for transparency and accountability in the security services. SSR must be undertaken in a holistic manner, couched within the framework of overall democratic reform and linked to other broad policies such as justice sector reform, evolution of the political process, and economic development. SSR will only be achieved if it is integrated and pursued in unison with these larger processes of democratic change. The international community, especially the United States and the European Union, need to foster democratic developments and, in particular, to support and coordinate SSR.

Abstract:
The memoirs of Shafiq al-Hout are the story of the Palestinian national movement in the twentieth century. Al-Hout lived a long life and was at the center of the Palestinian political struggle. He used to tell George Habash of the Popular Front for the Liberation of Palestine that he was a communist (in his youth) when everyone around him was an Arab nationalist, then he became an Arab nationalist (in the 1960s) when everyone around him became a communist. During those political transformations, al-Hout remained a progressive and loud voice for Palestinian struggle.

CongressionalMonitor.org, the companion site to this JPS section, provides in-depth analysis of the bills and resolutions listed here. Published annually, the Congressional Monitor summarizes all bills and resolutions pertinent to Palestine, Israel, or the broader Arab-Israeli conflict introduced during the previous session of Congress. It is part of a wider project of the Institute for Palestine Studies that includes the Congressional Monitor Database (CongressionalMonitor.org).The database contains all relevant legislation from 2001 to the present (the 107th Congress through the 112th Congress) and is updated on an ongoing basis. The monitor identifies major legislative themes related to the Palestine issue as well as initiators of specific legislation, their priorities, the range of their concerns, and their attitudes toward the regional actors. Abstract:
For over six decades, Israel's Palestinian citizens have had a unique experience: they are a Palestinian national minority in a Jewish state locked in conflict with its Arab neighbors but they also constitute an Israeli minority enjoying the benefits of citizenship in a state that prizes democracy. This has translated into ambivalent relations with both the state of Israel and Palestinians in the West Bank, Gaza, and beyond. They feel solidarity with their brethren elsewhere, yet many Arabs study in Israeli universities, work side-by-side with Jews, and speak Hebrew fluently-a degree of familiarity that has only made the discrimination and alienation from which they suffer seem more acute and demands for equality more insistent.
