201. Strategy of Deterrence and Terrorism: Challenges and Opportunities

Abstract:
The article deals with deterrence of terrorism. The aim is to assess validity of a proposition that it is possible to deter terrorist groups, but there are some specifics in comparison to the deterrence of states. First, we determine deterrence threats which can be applied in relation to terrorist groups and discuss possible restraints of their application in practice. This is followed by an analysis of whether deterrence can be applied against all types of terrorist groups without distinction, where we develop a model of classification of terrorist groups according to the goals which they pursue. So far, the topic of deterrence of terrorism has not been discussed in detail in the Czech academic texts. This article thus seeks to fill this lacuna and highlight the benefits of applying deterrence strategy to the terrorist groups.

Abstract:
The Comprehensive Nuclear-Test-Ban Treaty (CTBT) is one of important international nuclear non-proliferation and disarmament measures. One of its pillars is the verification mechanism that has been built as an international system of nuclear testing detection to enable the control of observance of the obligations anchored in the CTBT. Despite the great relevance to the global non-proliferation and disarmament efforts, the CTBT is still not in force. The main aim of the article is to summarize the importance of the CTBT and its entry into force not only from the international relations perspective but also from the perspective of the technical implementation of the monitoring system.

Abstract:
This text aims to analyze security cooperation in the Southern African Development Community. The article is based on two theoretical approaches, the first one is a concept of security community, the second one is a human security. Both theories have become widely accepted in the early 1990s because of their ability to cover wider international changes. The Southern African Development Community is seen as a regional integration plan which aspires to become a security community in Karl Deutsch's sense. Beside the both mentioned theories, the text deals with the history of security cooperation in the south of Africa and its changes. The main discussed question is wheher the SADC could be understood as a newly emerging security community.

Abstract:
Can political and socioeconomic transitions be systematised beyond their own contexts and specificities? In examining political liberalisation attempts taking place in the early twenty-first century, notably those leading up to and in the wake of the Arab Spring, dominant perspectives have featured a conspicuous absence of the literature on transitions to democracy of the past forty or so years. For all its insights and shortcomings, the framework of transitology (a body of literature that has comparatively and through case-study analysis examined common patterns, sequences, crises and outcomes of transitional periods) has been largely eschewed. The combined effect of the emphasis on regional narratives and immediate political dynamics has stripped the understanding of a new generation of political transitions of a deeper background of transitology which carries much relevance, albeit one in need of updating in light of recent experiences.

Abstract:
Writing in September 2011, Hussein Agha and Robert Malley pointed out that the Arab awakening was "a tale of three battles rolled into one: people against regimes; people against people and regimes against other regimes." Nowhere is this more evident than in Syria where all three dimensions are forcefully present, simultaneously making Syria arguably the most complex of all Arab revolutions. The Syrian revolution started in March 2011 as an inevitable, spontaneous, legitimate and overwhelmingly non-violent movement, much akin to the Arab Spring revolutions that had taken place in Tunisia and Egypt. While the underlying political, economic and demographic causes of the Syrian uprising were quite similar to those which triggered the earlier revolutions, the regime's brutal reaction, Syria's geostrategic positioning and its sectarian heterogeneity, as well as the political agendas of regional and international powers led the revolution to morph into a bloody civil war.

Abstract:
As the Middle East continues to grapple with challenging questions of continuity and change, a group of distinguished thinkers on the region's politics and society met in Gstaad, Switzerland, to analyze current political dynamics and their implications for the region and beyond. This 11th Annual Conference organized jointly by the Geneva Centre for Security Policy (GCSP), the Crown Centre for Middle East Studies at Brandeis University, and the Gulf Research Center (GRC) aimed to take stock of developments in the Middle East over the previous year and bring about a greater understanding of the complex problems faced by a perplexingly disordered region. Following on the 10th meeting in 2012, the primary focus of the discussion was on the Arab revolutions, their overall significance and outlook as well as their impact in the region with a specific emphasis on Syria, Egypt, Lebanon, and Jordan. In addition, Iran's domestic politics and its international security implications; the GCC states and their place in the broader Middle East; as well as Israeli-Palestinian relations also featured prominently. The meeting opened by looking at the broader geopolitical and regional dynamics and concluded with a session considering policy implications in relation to present regional political dynamics. This report summarizes discussions held in the course of this meeting and in the tradition of previous reports on this Conference series, no direct, personal attributions are made herein. The U.S. government has made a firm commitment to support peaceful democratic change in Egypt. The challenge now is how to fulfill that commitment while at the same time pursuing U.S. national security and economic objectives. In the long term these objectives are mutually consistent and re inforcing. But in the short term the challenge is to craft policies that lay the foundation for building strong democratic state institutions in Egypt and supporting those in civil society who are committed to working toward that objective, while at the same time dealing with the formidable economic challenges now facing Egypt as well as the local and regional security issues in which the government of Egypt has a key role to play. President Mohamed Morsi's November 23 decree and the various reactions to it, have underscored both the scope of these challenges and the critical need for the U.S. government to respond well.

The Arab Spring is a revolutionary event on the EU's doorstep, of importance comparable to the end ofthe communist regimes in Eastern Europe some two decades ago. First it has ended the Arab exception to the proposition of democracy and human rights as universal values. Second it has demonstrated to all remaining authoritarian and/or grossly corrupted regimes around the world the power of the new technologies of social networking in undermining such regimes. Third it renews the challenge for both political scientists and practitioners to work out feasible political reform strategies for bridging the transition between authoritarianism and sound democratic governance.

Abstract:
For those concerned with the international community's Responsibility to Protect (R2P), the implementation of United Nations (UN) Security Council Resolution 1973, which authorized a military intervention in Libya, has caused much controversy and dissension. From the start of Muammar al-Qaddafi's violent crackdown against protesters in February 2011, R2P informed the Security Council's response. Adopted at the UN World Summit in 2005 and intended as an antidote to the inaction that had plagued the UN during the genocides in Cambodia, Rwanda and Srebrenica, R2P represents a solemn commitment by the international community to never again be passive spectators to genocide, war crimes, ethnic cleansing or crimes against humanity. While R2P played some role in preventing an escalation of deadly ethnic conflict in Kenya during 2007, it had never been utilized to mobilize the Security Council to take coercive action against a UN member state before.

The Liechtenstein Institute on Self Determination at Princeton University convened a special Colloquium, “Diplomacy from the Mediterranean to the Hindu Kush: A Holistic and Proactive Approach” in Triesenberg, Principality of Liechtenstein, April 19-22, 2012. The colloquium brought together over seventy participants, including senior representatives, experts, academics, and civil society representatives from Austria, Azerbaijan, the European Union, Germany, Georgia, France, Iran, Israel, Liechtenstein, Russia, Qatar, Switzerland, Syria, the United Kingdom, and the United States. Participants engaged in both plenary and working group discussions about ways to address the four key issues: crisis diploma - cy with Iran; the ongoing crisis in Syria; Afghanistan in transition; and preventing the escalation of crises in this macro region. This was the third LISD-sponsored colloquium on developments in the Mediterranean to Hindu Kush region since the Arab Spring. The colloquium was off the record according to Liechtenstein Colloquium rules, and was financially supported by LISD, The House of Liechtenstein, the Government of the Principality of Liechtenstein, and the SIBIL Stiftung in Vaduz. The Colloquium was chaired by Wolfgang Danspeckgruber, Director of LISD. This chair's summary includes an updated postscript.
