Abstract:
Far from disenfranchising certain groups, the pending legislation could spur smaller parties to form new political alliances that would likely favor the center-left opposition in future elections. As the Israeli Knesset prepares to pass a series of electoral reforms under the rubric of a new "Governance Law," one provision has drawn particularly strong criticism: the raising of the threshold required for political parties to obtain seats in the legislature to 3.25% of total votes cast. Media attention has focused on opposition concerns about the measures being "anti-democratic" and potentially disenfranchising Arab Israeli citizens. Yet close analysis of recent electoral results and political realities indicates that the new law could actually help the Israeli center and left.

CIMA announces the release of a special report, You Say You Want a Revolution … Then What?, a first-person account by veteran journalist and media trainer Carolyn Robinson of her experiences training broadcast journalists in Libya after the death of leader Moammar Qaddafi. Robinson outlines some of the unusual obstacles and challenges she faced in managing two USAID/OTI grants in Libya for Internews in the very early days after the revolution, and how her team came up with novel approaches to overcome the special circumstances they faced on the ground. Her essay is not so much about what can and should be done for media development in Libya today, but about how to structure training in chaotic post-conflict environments.

The Arab region is experiencing a profound media shift. The year following the start of the Arab revolutions–in Tunisia, Egypt, Libya and violent uprisings in Syria, Yemen, and Bahrain–was followed by continued repression and threats to the exercise of free expression online and offline. But the year also saw great strides in the numbers of Arabs across the region turning to social media platforms and the ascendancy of online engagement. This report traces and analyzes the enabling of tens of millions of individuals–as well as established news outlets–to attract wide global followings with Facebook and Twitter updates and YouTube videos about rapidly changing events. The widely diverse and pluralistic online communities in the Arab world are creating and sharing content, calling into question the future of the many state-owned or self-censored media that provide less in the way of engagement that Arab audiences have come to expect.

From content that was once uniform and restricted in the extreme, Tunisian media outlets have moved away from echoing the state line and are now providing diverse output. A host of new media outlets have cropped up. The legal framework and state institutions governing the industry are undergoing reform. And most importantly, journalists are now able to experience political journalism firsthand.

Abstract:
Salam Shabab (Peace Youth) is a unique reality TV series filmed in Iraq that brought together youth from six provinces of Iraq to compete for a chance to become youth “Ambassadors of Peace.” The views of young Iraqis participating in Salam Shabab, along with new surveys on youth perspectives, have begun to create a potential profile of the next generation of Iraqi leaders. Many Iraqi youth express conflicting views on politics and youth participation in Iraq. They are disappointed about not having their voices heard by political and civil society leaders, yet optimistic about their role in shaping the future of their country. Iraqi teenagers express tremendous pride in their local communities, which they associate with peace, unity and coexistence. Yet, the same youth often cannot clearly define what national identity means to them. Regarding their perceptions on building peace, Iraqi youth indicate that peace in Iraq can be achieved through unifying factors such as cross-cultural dialogue. According to them, the similarities among diverse people are more powerful in building peace than their differences. If given the opportunity, a vast majority of Iraqi youth are willing to take on a peacebuilding role, in part by connecting with other youth in Iraq and internationally.

Media in the Middle East and North Africa (MENA) are freer than they were a decade ago, with a proliferation of satellite television news channels leading the way. Arab newscasts cover events in real time, sometimes scooping their Western competition with spot news coverage of regional conflicts. Talk shows regularly stir controversy by airing contentious views, breaking social taboos, and giving regional platforms to political opposition groups. Government-run media have been forced to compete or lose audiences. Yet most governments in the MENA region have managed to retain a tight grip on media, whether through the arbitrary application of restrictive and vague press laws, limits on media production, or a kinship, political, or business relationship with media owners. There are exceptions, and transnational news channels generally operate under fewer constraints than local broadcasts. But only three Arab countries, for instance, were ranked “partly free” for media by Freedom House in its 2009 Freedom of the Press index; the rest remained “not free.” Similarly, the International Research Exchanges Board (IREX), in its 2006/2007 Media Sustainability Index (MSI) for the Middle East and North Africa, found that media freedom in a majority of Arab countries had worsened or remained stagnant since a 2005 survey; only in five of the 18 countries surveyed had media freedoms slightly improved.

10. Al Jazeera and Qatar: The Muslim Brothers' Dark Empire?

There has been a significant presence of the Muslim Brothers (also known as the Muslim Brotherhood) in Qatar since the second half of the twentieth century. The first wave came from Egypt in 1954 after Nasser had smashed their organization. The next wave came from Syria in 1982 after Hafez el-Assad bombed their stronghold in Hama. The last group arrived after September 11, 2001 - from Saudi Arabia. In 1995, the present Emir of Qatar, Sheikh Hamad bin Khalifa Al-Thani, deposed his father in a bloodless palace coup. One of his first steps was to establish the Al Jazeera satellite channel in 1996, which is the most viewed station in the Arab world with an estimated audience of some 60 million. There was never any doubt about the network's political orientation. Al Jazeera immediately launched scathing attacks on Israel during the Second Intifada and went on to incendiary broadcasts against the United States at the time of the Afghanistan conflict and over Iraq. It was later revealed to be in contact with bin Laden, and was the medium of choice for the video and audio cassettes of bin Laden and his men. During the U.S. war in Iraq, the Americans accused the station of being pro-Saddam, and after the war, of presenting the terrorist groups active in the country in a positive light. One of its reporters stationed in Baghdad always seemed to arrive suspiciously quickly, with his camera, at the site of terror attacks. During the Second Lebanon War in 2006, Al Jazeera behaved as a Hizbullah spokesman. During the Gaza war, a senior Al Jazeera reporter stationed himself at Shifa Hospital, from where he broadcast a stream of carefully selected horror pictures. The Egyptian Maamun Fendi wrote in Asharq Alawsat that some 50 percent of the network's personnel belong to the Muslim Brothers. He believes that Qatar, by embracing the Brothers while hosting American bases, has found the perfect formula against retaliation by Arab leaders and attacks by Islamic extremists. Al Jazeera has become a weapon in the hands of an ambitious emir who may be driven by the Muslim Brothers and who is threatening the stability of the Middle East. With the Muslim Brothers increasingly aligned in recent years with Iran, by repeatedly attacking the Sunni Arab regimes and inciting against them, Al Jazeera is serving as an important instrument for Tehran and its effort to undermine their internal stability.
