21. Post-Asad Syria: Opportunity or Quagmire?

Abstract:
U.S. policy toward the continued rule of Syrian President Bashar al- Asad is partly based on the impact his rule has had in Syria. Asad's fall might not bring improvement for the Syrian people. But the argument that Asad, odious as he may be, provides stability now looks less and less convincing. Whether Asad stays or falls, the current Syrian unrest could have profound implications on the Middle East in at least four ways: the impact on Iran, Asad's closest strategic partner; the perception of the power of the United States and its allies; the stability of neighboring states; and the impact on Israel. The more Asad falls on hard times, the more Tehran has to scramble to prevent damage to its image with the “Arab street” and to its close ally, Lebanese Hizballah. Asad's overthrow is by no means assured, and U.S. instruments to advance that objective are limited. The U.S. Government decision to call for his overthrow seems to have rested on a judgment that the prospects for success were good and the payoff in the event of success would be high.

22. Europe and the Arab Revolutions. From a Weak to a Proactive Response to a Changing Neighborhood

Abstract:
This research paper attempts to assess European responses to the Arab uprisings and, in particular, the introduced change in the EU policy towards its Southern Neighborhood. In specific terms, to what extent do security and strategic considerations still constitute the basis in the EU's “fundamental revision” of its policy in the Southern Neighborhood? And to what extent is the need to safeguard security and strategic interests undermining an authentic EU role in building deep democracy in the region? The presented analyses provide a profound scrutiny and assessment of the new version of the European Neighborhood Policy (ENP), an empirical evidence of persisting security considerations post-2011 in Euro-Arab relations, and a more elaborated vision of future Euro-Arab relations, attempting to balance between three considerations: security, democracy, and governance. The paper argues that the EU response to revolutionary events in the Arab region has been weak and that the new version of the ENP results hollow. Wide disagreements among European capitals on how to react to Arab uprisings, the sudden influx of illegal migrants and refugees, increased energy concerns, and the rise of political Islam, especially in radical forms, appears to be the key reasons behind this weak response. The study advocates that a proactive and agile EU role in the Arab region post-2011 should not be considered as derived from a moral stance. Rather, it is urgently required as it is in Europe's own interest. The historic events in the Arab region suggest that the EU should not merely revise its own ENP with the Southern Mediterranean. However, it should develop a comprehensive vision and an all-encompassing approach to the entire Arab region, from the West Mediterranean to the Gulf. Finally, this paper provides a number of policy recommendations, attempting to offer a frame for such a vision.

China's joint veto along with Russia of the UN Security Council Resolution (UNSCR) on Syria has provoked fierce international criticism. Labeled as “responsible for Syria's genocide,” Beijing's international image has struck a new low. China's decision to cast the unpopular vote was apparently well thought-out, as evidenced by its consistent diplomatic rhetoric and actions, both before and after the veto. However, in analyzing China's motivation, many analysts seemed to have missed an important point. That is, China's experience concerning Libya in 2011 had a direct impact on its actions regarding Syria this time around.

Abstract:
Workers have long sought to bring change to the Egyptian system, yet the independent labor movement has only recently begun to find a nationwide voice. As Egypt's sole legal trade union organization and an arm of the state for nearly sixty years, the Egyptian Trade Union Federation (ETUF) has had a monopoly on representing workers. Though its mission is to control workers as much as it is to represent them, ETUF has been unable to prevent the militant labor dissidence that has escalated since the late 1990s. Workers were by far the largest component of the burgeoning culture of protest in the 2000s that undermined the legitimacy of the Mubarak regime.

At a distance, Syria's conflict can resemble a slow, painful slog, punctuated by intermittent accelerations and apparent tipping points, influenced by international activity. Zoom in, and one can cast such impressions aside. Diplomatic manoeuvrings have ended up being little more than inertia masquerading as motion. The West used them to pretend it was doing more than it was; Russia exploited them to feign it backed the Syrian regime less than it actually did. Meanwhile, in Syria, one sees neither deadlock nor abrupt transformation; virtually everything has been changing but at a steady pace: the shape of the conflict; civil society dynamics; sectarian relations; and the very nature of the regime the opposition seeks to depose.

27. Haqqani Network Financing: The Evolution of an Industry

Abstract:
The purpose of this report is to understand and outline the financial architecture that sustains the Haqqani faction of the Afghan insurgency. The Haqqani network (hereafter “the network” or “the Haqqan is”) is widely recognized as a semi-autonomous component of the Taliban and as the deadliest and most globally focused faction of that latter group. What gets far less attention is the fact that the Haqqan is also appear to be the most sophisticated and diversified from a financial standpoint. This report will illustrate that the Haqqani business portfolio mirrors a mafia operation, and illustrate why an understanding of the illicit business side of the network is critical to enriching our understanding of the group. In addition to raising funds from ideologically like minded donors, an activity the Haqqan is have engaged in since the 1980s, information collected for this report indicates that over the past three decades they have penetrated key business sectors, including import-export, transport, real estate and construction in Afghanistan, Pakistan, the Arab Gulf and beyond. The Haqqan is employ violence and intimidation to extort legal firms and prominent community members, and engage in kidnap for ransom schemes. According to investigators, they protect and engage in the trafficking of narcotics and the precursor chemicals used to process heroin (although to a much lesser degree than other factions of the Afghan Taliban). The Haqqan is also appear to operate their own front companies, many of which appear to be directed at laundering illicit proceeds. The broad range of business activities in which the Haqqan is engage suggests that the pursuit of wealth and power may be just as important to net work leaders as the Islamist and nationalistic ideals for which the Haqqan is claim to fight.

Manama's crackdown and Saudi Arabia's military intervention are dangerous moves that could stamp out hopes for peaceful transition in Bahrain and turn a mass movement for democratic reform into an armed conflict, while regionalising an internal political struggle. They could also exacerbate sectarian tensions not only in Bahrain or the Gulf but across the region. Along with other member states of the Gulf Cooperation Council (GCC), Saudi Arabia purportedly is responding to dual fears: that the takeover would be tantamount to an Iranian one. Both are largely unfounded. It also is concerned protests might inspire similar movements among its own Eastern Province Shiites, oblivious that its involvement is likelier to provoke than deter them. Bahrain's brutal crackdown and Saudi interference fan flames both want to extinguish. The most effective response to the radical regime change threat or greater Iranian influence is not violent suppression of peaceful protests but political reform. Time is running short and trends are in the wrong direction.

Abstract:
With British and French aircraft undertaking most of the air operations over Libya and some fiftyfive years on from the Suez debacle, historical irony abounds. On November 2 2010, London and Paris agreed the Defence and Security Cooperation Treaty1 (see box below). On the face of it the accord is by and large military-technical: to develop co-operation between British and French Armed Forces, to promote the sharing and pooling of materials and equipment including through mutual interdependence, and leading to the building of joint facilities. This it is hoped will promote mutual access to each other's defence markets, through the promotion of industrial and technological co-operation. But what has the treaty to do with the European Union (EU) and the Common Security and Defence Policy (CSDP)? Does the treaty mark the first step on the road to regalvanising Europe's strategic defence or is it simply the strategic pretence of two aging, failing powers unable to accept a world that has moved on?
