81. Is it all about territory? Israel's settlement policy in the occupied Palestinian territory since 1967

Abstract:
Changing with rapid speed, the current political geography of the occupied Palestinian territory has de facto come to undermine a two-state solution and is turning the official aim and end point of international negotiations at best into a naïve mirage for policymakers and at worst into a façade for a very different political game playing out in the occupied territory of the West Bank and Israeli-annexed East Jerusalem: that of Israel's ongoing territorial expansion into Palestinian land. The study shows how the settlement policies inside what are internationally-recognised Palestinian territories are not merely undermining the realisation of the two-state solution: the territorial claims put forward and pursued in practice and their anchoring in strategies of legitimisation reach far beyond international legal standards. This reveals a very different political narrative embedded at the core of the conflict from that projected by those images often appearing in the mainstream media and policy circles: a narrative of an ongoing struggle over land detached from any 'Peace Process' measures.

At a distance, Syria's conflict can resemble a slow, painful slog, punctuated by intermittent accelerations and apparent tipping points, influenced by international activity. Zoom in, and one can cast such impressions aside. Diplomatic manoeuvrings have ended up being little more than inertia masquerading as motion. The West used them to pretend it was doing more than it was; Russia exploited them to feign it backed the Syrian regime less than it actually did. Meanwhile, in Syria, one sees neither deadlock nor abrupt transformation; virtually everything has been changing but at a steady pace: the shape of the conflict; civil society dynamics; sectarian relations; and the very nature of the regime the opposition seeks to depose.

Abstract:
The purpose of this report is to understand and outline the financial architecture that sustains the Haqqani faction of the Afghan insurgency. The Haqqani network (hereafter “the network” or “the Haqqan is”) is widely recognized as a semi-autonomous component of the Taliban and as the deadliest and most globally focused faction of that latter group. What gets far less attention is the fact that the Haqqan is also appear to be the most sophisticated and diversified from a financial standpoint. This report will illustrate that the Haqqani business portfolio mirrors a mafia operation, and illustrate why an understanding of the illicit business side of the network is critical to enriching our understanding of the group. In addition to raising funds from ideologically like minded donors, an activity the Haqqan is have engaged in since the 1980s, information collected for this report indicates that over the past three decades they have penetrated key business sectors, including import-export, transport, real estate and construction in Afghanistan, Pakistan, the Arab Gulf and beyond. The Haqqan is employ violence and intimidation to extort legal firms and prominent community members, and engage in kidnap for ransom schemes. According to investigators, they protect and engage in the trafficking of narcotics and the precursor chemicals used to process heroin (although to a much lesser degree than other factions of the Afghan Taliban). The Haqqan is also appear to operate their own front companies, many of which appear to be directed at laundering illicit proceeds. The broad range of business activities in which the Haqqan is engage suggests that the pursuit of wealth and power may be just as important to net work leaders as the Islamist and nationalistic ideals for which the Haqqan is claim to fight.

Abstract:
The field of religious peacebuilding has begun to move closer to the mainstream of conflict resolution practice and theory. The 2011 unrest in the Middle East and North Africa—the Arab Spring—reflects ongoing challenges and opportunities for the field. American and European nongovernmental organizations, agencies in the U.S. government, academia, and international organizations—sectors that once held religious issues at a distance or understood religion mainly as a driver of violence—increasingly engage religious communities and institutions as partners in creating peace. Meanwhile, religious organizations that have been involved in creating peace for decades, if not longer, increasingly have institutionalized and professionalized their work, suggesting ways that religious and secular organizations could coordinate their efforts more closely. The U.S. Institute of Peace's own programs on religion reflect the development of the wider field, having moved from research and analysis to on-the-ground programming to foster interfaith dialogue in the Balkans, Nigeria, Israel-Palestine, and Sudan. In addition, it has trained religious actors in conflict management in Sri Lanka, Iraq, and Colombia and developed peace curricula based on Islamic principles for religious and secular schools in Pakistan, Indonesia, the Philippines, and elsewhere. As the U.S. field of religious peacebuilding continues to develop, challenges include integrating further with secular peacebuilding efforts, engaging women and youth and addressing their priorities, working more effectively with non-Abrahamic religious traditions, and improving evaluation, both to show how religious peacebuilding can reduce and resolve conflict and to strengthen the field's ability to do so.

Few issues in international politics have sparked more debate this year than the events unfolding in Syria. What began 17 months ago as peaceful marches seeking reform has brought Syria to the brink of a civil war that threatens to stop the Arab Spring dead in its tracks. As the death toll rises and accusations of crimes against humanity mount against Syrian President Bashar al-Assad and his ruling Ba'ath Party, many are calling for an armed intervention to put an end to the Assad regime's widespread human rights abuses. Finding the right way forward for Syria, however, is proving elusive and so we turn to philosophy and, in particular, to Just War theory for guidance. Though often criticized as a soft or unrealistic approach to foreign policy, principles like just cause and proportionality guide our way through the moral enigma that has confounded the international community since the uprising began. The answers are far from easy. As the battle for Syria rages on, the most ethical, and difficult, thing to do might just be to stay out.

Al Qaeda today only slightly resembles the al Qaeda of yesteryear. Al Qaeda operatives or "al Qaeda-like" organizations stretch throughout North Africa, across the Middle East and into South Asia. This disparate string of organizations hosts a handful of al Qaeda's original Afghanistan and Pakistan veterans but mostly consist of newcomers inspired by al Qaeda's message -- disenfranchised young men seeking an adventurous fight in the wake of a tumultuous Arab Spring. Al Qaeda, or more appropriately jihadism pursued under al Qaeda's banner, has morphed in several waves over the course of more than two decades.

Abstract:
With U.S. military forces scheduled to depart Iraq in December of this year, the State Department and other civilian agencies are being asked to assume a scale of operational and programmatic responsibilities far beyond any other embassy in recent memory. The capacity of the U.S. civilian agencies to assume these responsibilities does not now fully exist. Notably, securing and moving U.S. civilians will require more than 5,000 security contractors. A limited U.S. military contingent post-2011 may well be more cost-effective than private security guards and could also relieve State and other civilian agencies of logistical and security responsibilities. This would enable them to focus on their comparative advantages: diplomacy and development assistance. Planning for the post-2011 U.S. mission in Iraq, however, remains hampered by uncertainty as to whether the Iraqi government will request an extension of the American military presence in the country. A small follow-on U.S. military force would appear to safeguard Iraqi stability and make the achievement of U.S. strategic objectives in Iraq more likely, but cannot be counted on. Should such a request not be received from the Iraqi government, the U.S. may need to reduce the planned scale and scope of its operations and goals in Iraq.

Desperate to survive at all costs, Syria's regime appears to be digging its grave. It did not have to be so. The protest movement is strong and getting stronger but yet to reach critical mass. Unlike toppled Arab leaders, President Bashar Assad enjoyed some genuine popularity. Many Syrians dread chaos and their nation's fragmentation. But whatever opportunity the regime once possessed is being jeopardised by its actions. Brutal repression has overshadowed belated, half-hearted reform suggestions; Bashar has squandered credibility; his regime has lost much of the legitimacy derived from its foreign policy. The international community, largely from fear of the alternative to the status quo, waits and watches, eschewing for now direct involvement. That is the right policy, as there is little to gain and much to lose from a more interventionist approach, but not necessarily for the right reasons. The Syrian people have proved remarkably resistant to sectarian or divisive tendencies, defying regime prophecies of confessional strife and Islamisation. That does not guarantee a stable, democratic future. But is a good start that deserves recognition and support.

The publication of the Palmer report written by the panel of inquiry established by the UN Secretary-General Ban Ki-Moon once again brought the 31 May 2010 Gaza Flotilla incident and the blockade of Gaza back to world's attention. On May 31, 2010, Israeli commandos stormed a passenger ship, the Mavi Marmara, the largest boat of a flotilla of six boats which were carrying 10000 tons of humanitarian aid to besieged Gaza, in international high waters. The operation left 9 activists dead and over 30 activists wounded. The Israeli military assault against the Mavi Marmara immediately ignited worldwide protests and condemnation. Turkey, whose citizens were attacked by Israeli soldiers in international high waters, 72 miles away from the Gazan coast, took the lead in protests and condemnation. Israel, however, claimed that the demonstrators on the Mavi Marmara were aiming to break the blockade of Gaza and the Israeli commandos were forced onboard to react in an act of self-defense.
