Abstract:
American policymakers face a number of decision points concerning U.S. policy toward Iraq and Iran in the coming weeks. The UN Security Council has to act by June 4 to renew the oil-for-food program, providing the United States with an opportunity to secure approval for the "re-energized" sanctions regime that Secretary of State Colin Powell floated in March. Iran's policy direction will become clearer after its June 8 presidential elections, and that could influence the U.S. decision whether to renew the Iran-Libya Sanctions Act that expires August 5. Meanwhile, U.S. officials are reportedly considering whether to indict senior Iranians for the 1996 Khobar Towers bombing.

In April, Brenda Shaffer, research director of Harvard University's Caspian Studies Program and visiting fellow at The Washington Institute in 2000, addressed The Washington Institute to mark the publication of her Policy Paper, Partners in Need: The Strategic Relationship of Russia and Iran. The following is a rapporteur's summary of her remarks. Russia and Iran see themselves as strategic partners, and therefore their relations are based on an overall security conception. It would be a misperception to assume that because Washington and Moscow share concerns about Islamist radicalism that Russia would necessarily decide to cooperate with the United States on Iran. It would also be a misperception to think that Russia wants to sell arms to Iran solely in order to make money and that the United States can induce Russia not to make these sales by offering a better economic deal.

Today's decision by Iranian president Mohammad Khatami to run for re-election was more important than the actual election on June 8, which he is sure to win. But neither matters nearly as much as the crucial question for Iran's future — namely, will hardliners let the formal government rule or will they continue their crackdown through the revolutionary institutions they control? The answer will be key for U.S. policy options towards Iran.

Abstract:
Tomorrow, Lebanese prime minister Rafiq al-Hariri begins his visit to Washington, his first since the September 2000 elections that saw his return to the office he held from October 1992 to December 1998. His ears are ringing with voices of two interwoven debates at home — namely, debates about the deterioration of the security situation along the Lebanese–Israeli border and about the continued Syrian presence in Lebanon. Hariri, a seasoned businessman who is well aware of the delicacy of the situation and of his limitations as the head of a government with restricted powers, does not see this visit as a mere courtesy call, but as a milestone. To assure his own political survival, he needs to extricate Lebanon from its severe economic crisis and avoid entanglement in war. For the new American administration that is still formulating its Middle Eastern policy, this visit could be an opportunity to prevent a conflagration in Lebanon and to begin a new long-term policy towards Lebanon and Syria.

"One reason [for Turkey's importance], of course, is its location and the issues that come with that geography-big issues; issues that have literally made or broken past administrations' foreign policies: Russia; the Caucasus and Central Asia; Iran; Iraq; post-Asad Syria; Israel and the Arab world; Cyprus and the Aegean; the Balkans; the European Security and Defense Initiative (ESDI); drugs, thugs, and terror. I would submit that no administration can achieve its objectives on any of these issues unless the Turks are on the same page.

The area currently encompassed by the Euro-Mediterranean Partnership (EMP) reflects fairly well the broad Western perception of the new strategic situation established by the end of the Cold War. The North Atlantic Council described this situation very aptly in the strategic concept it approved in Rome in 1991, though it meant to refer primarily to the European East: “Risks to Alliance security are less likely to result from calculated aggression against the territory of the Allies, but rather from the adverse consequences of instabilities that may arise from the serious economic, social and political difficulties, including ethnic rivalries and territorial disputes . . . The tensions that may result . . . could lead to crises inimical to European stability and even to armed conflicts.”

457. Iran and Iraq: Sanctions and Dual Containment - A View from the European Union

Abstract:
In recent years, many (non-American as well as American) analysts have put in question the wisdom and rationale of the US doctrine of the “dual containment” towards Iraq and Iran. Rather than being a strategic doctrine, the “dual containment” is a state of affairs reflecting the fact that the US was left without viable political options in the region by a set of mistakes whose cost it will be able to recover only in a more or less distant time: in particular, the full and blind support to the Shah's regime against any nationalist, liberal and religious groups in the country and the support to Iraq in the war against Iran, which convinced the Iraqi ruling regime of being entitled to exercise in the region a kind of proconsular power and prepared the country politically and militarily to its unfortunate attempt at swallowing Kuwait.

Abstract:
The Libyan leadership's decision to hand over the two citizens suspected of carrying out the terrorist attack against a Pan Am civilian aircraft over Lockerbie on December 12, 1988 undoubtedly marks a change in Tripoli's foreign policy. It remains to be seen how durable this change will be and whether international policies may consolidate it or make it less reversible than Tripoli's record would suggest. While one can only speculate on how long Libya's new foreign policy direction will last, the second question-whether this direction can be consolidated - is the basic matter addressed in this paper. Libya is a special and, to some extent, extreme case in a range of post-Cold War developments and changes which concern a good number of Arab countries. The Libyan case must be put in this more general perspective.

Yesterday, the text of a draft communiqué for the impending Arab summit, principally drafted by host Egypt, was leaked to the Beirut press. In an interview about this document, Egyptian foreign minister Amre Moussa indicated that this draft was accurate but preliminary. If this version emerges from the summit relatively unchanged, it would represent a stunning regression in Arab-Israeli relations and a major setback for the prospects of Middle East diplomacy.
