11. The Saudi Connection to the Mumbai Massacres: Strategic Implications for Israel

Abstract:
The Mumbai attacks have been linked to Lashkar-e-Taiba and radical Islamic groups in Kashmir generally. Yet it would be a mistake to see Lashkar only as a local organization with only a local agenda. Saudi Arabia has contributed very much to what Lashkar-e-Taiba looks like, how it thinks, its motivation, ideology, and funding. Saudi Arabia presents itself as the protector and the spearhead of the defense of Muslims around the world against what they define as the Western cultural attack. The Saudis are very committed to recruiting, funding, and funneling ideology to embattled Muslim minorities, and use Muslim charities as their tool to implement this policy. The Saudi methodology is to take advantage of a humanitarian crisis to get a foot in the door. Who could be against assisting widows and orphans and setting up schools and clinics? Some of the money is indeed funneled to support terrorism - families of suicide bombers. The notion of global Islam has also penetrated to Gaza and exists under the umbrella of Hamas, which is enabling a revival of global jihadi organizations there such as Jaish al-Islam and others. This phenomenon is radicalizing the already radicalized society in Gaza. Hamas could agree to a hudna (calm) for fifty years, but there will be no recognition of Israel or a cessation of the struggle against it. If Hamas was ready to act pragmatically, it would no longer be Hamas. And then the frustrated factions within Hamas would break off and join up with the radical global jihadi organizations in Gaza.

The quest of Palestinian refugees to return to their homes is not only a legal and moral right but has become a major part of Palestinian identity and symbolizes Palestinian historical narratives. It has been an effective instrument of mobilization that became the political priority of various resistance groups which later formed the Palestine Liberation Organization. The PLO embarked on a line of negotiation which sought to reconcile rightist and realist approaches. They sought acknowledgment by Israel of its responsibility for the refugee issue and acceptance in principle of their right of return while showing flexibility and readiness to discuss various formulations of return. At the core of the inter-Palestinian debate is the dynamic between the two objectives of achieving statehood and the resolution of the refugee issue. State-building came to be seen not only as a means of reconstructing Palestinian identity but also as a catalyst to resolution of the refugee issue. A peace agreement should widen the options for the refugees and address all aspects of the refugee issue including the rights of repatriation to Israel, return to a Palestinian state, compensation, and equality and full citizenship rights in countries where refugees choose to remain. A comprehensive peace agreement must include the regional aspects of the refugee issue and all regional actors. There is an urgent need to review the current format of negotiations and bring about more balanced and effective international political engagement in the bilateral Israeli-Palestinian negotiations.

Abstract:
In early September, three senior leaders of Jordan's Muslim Brotherhood (MB) resigned from the organization's executive bureau after it voted to dissolve the MB political department -- one of the few remaining components of the organization controlled by moderates. The resignations were a protest against not only the executive bureau's decision, but also the MB's increasingly close affiliation with Hamas. Today, the Jordanian MB is facing an unprecedented internal crisis, pitting the traditional moderate East Bank leadership -- Jordanians who are not originally Palestinian -- against the powerful pro-Hamas Palestinian-led element. Lately, these divisions have been aggravated by Hamas political bureau head Khaled Mashal's apparent efforts to exploit the shifting balance of power within the MB to further his own organization's agenda in Amman. Ironically, Jordanian authorities -- who have long prided themselves on managing the Islamist issue -- have done little to stem the tide.

Instead of healing the growing divisions between Iraq's three principal communities -- Shiites, Kurds and Sunni Arabs -- a rushed constitutional process has deepened rifts and hardened feelings. Without a strong U.S.-led initiative to assuage Sunni Arab concerns, the constitution is likely to fuel rather than dampen the insurgency, encourage ethnic and sectarian violence, and hasten the country's violent break-up.

Israeli authorities on September 27 announced the arrest of an Israeli-Arab Hamas activist who played central militant, political, and financing roles for the group in coordination with what Israeli authorities described as a “Hamas command in Saudi Arabia.” The arrest is just the latest evidence that support for Hamas in particular and Islamic extremism in general continues to emanate from within the Kingdom of Saudi Arabia.

Bush will sign the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA), which represents the most dramatic and fundamental changes to the U.S. intelligence community since 1947, when the CIA was created. While public and media attention has been focused on the establishment of a director of national intelligence and a National Counterterrorism Center, other equally important aspects of IRTPA have received far less attention. Perhaps of greatest significance, IRTPA will improve the FBI and Justice Department's ability to combat international terrorism in a variety of ways.

President George W. Bush will enter his second term leading a country that is at war on five fronts at once. Four are clear: in Iraq and Afghanistan, against al-Qaeda and its global affiliates, and within the homeland. The fifth front, however, is the poor stepsister to the other four. It is being fought with an arsenal of outmoded and dysfunctional weaponry, a set of confused and self-defeating battlefield tactics, and no clear strategy for victory. Such is the status of the U.S. effort to fight the "battle of ideas" -- the ideological war to prevent Islamists and their sympathizers from capturing the social, cultural, economic, and political high ground in Muslim societies around the world.

19. Saudi Arabia's Dubious Denials of Involvement in International Terrorism

Saudi Arabia's past involvement in international terrorism is indisputable. While the Bush administration decided to redact 28 sensitive pages of the Joint Intelligence Report of the U.S. Congress, nonetheless, Saudi involvement in terrorist financing can be documented through materials captured by Israel in Palestinian headquarters in 2002-3. In light of this evidence, Saudi denials about terrorist funding don't hold water. Israel retrieved a document of the International Islamic Relief Organization (IIRO) which detailed the allocation of $280,000 to 14 Hamas charities. IIRO and other suspected global Saudi charities are not NGOs, since their boards of directors are headed by Saudi cabinet members. Prince Salman, a full brother of King Fahd, controls IIRO distributions "with an iron hand," according to former CIA operative Robert Baer. Mahmoud Abbas, in fact, complained, in a handwritten December 2000 letter to Salman, about Saudi funding of Hamas. Defense Minister Prince Sultan has been cited as a major IIRO contributor. It was hoped, after the May 12 triple bombing attack in Riyadh, that Saudi Arabia might halt its support for terrorism. Internally, the Saudi security forces moved against al-Qaeda cells all over the kingdom. But externally, the Saudis were still engaged in terrorist financing, underwriting 60-70 percent of the Hamas budget, in violation of their "roadmap" commitments to President Bush. Additionally, the Saudis back the civilian infrastructure of Hamas with extremist textbooks glorifying jihad and martyrdom that are used by schools and Islamic societies throughout the West Bank and Gaza Strip. Ideological infiltration of Palestinian society by the Saudis in this way is reminiscent of their involvement in the madrassa system of Pakistan during the 1980s, that gave birth to the Taliban and other pro bin-Laden groups.

Abstract:
The Persian Gulf is a region of outstanding anomalies and immense energy wealth. About two-thirds of the world's proven energy reserves are located in the Gulf States, foremost in Saudi Arabia (25 percent). As long as the rest of the world requires this energy, its dependence on this region will continue. Yet, the evolving U.S. war against terrorism, coupled with the growth of non-OPEC oil output led by the revived energy industry in Russia and other former Soviet republics, is beginning to erode the coercive power of the Gulf states.
