Abstract:
As a member of the Council of American Ambassadors, I have written before in CAA publications on Syria and radicalism in the Levant—once in September of 2013,1 and again in September of 2014.2 Nearly a year later, I am disheartened to see that US leadership continues to be timid in its struggle with the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) and Syria, in spite of our warnings and prediction that if the United States didn’t define and lead the effort in this fight, radical elements would take over against our interests. This didn’t have to be the case and doesn’t have to be in the future. However, the problem cannot simply be wished away and we can’t wait two long years for a new administration to take action.

Dr. Joseph Sassoon has spent the past few years working to improve our understanding of authoritarian governments that are typically inscrutable to outsiders, focusing first on the Ba‘th Party under Saddam Hussein for his book Saddam Hussein’s Ba‘th Party: Inside an Authoritarian Regime and, more recently, conducting a comparative analysis of eight authoritarian regimes in the Arab world. Dr. Sassoon’s comparative analysis, which he recently finalized during a fellowship at the Woodrow Wilson Center for International Scholars, looks at differences and commonalities among these coercive governments and will be published in his forthcoming book, Anatomy of Authoritarianism in the Arab Republics.

The sabbatical is a cornerstone of the modern research university. Faculty are granted a semester away from the usual responsibilities of teaching and grading, supervising dissertations, and serving on committees, allowing professors to dedicate their energy to aspects of their work that can be neglected during the academic year. Proliferation and intensification of coercive force in the Arab world since 2011, combined with apparent decay of Arab states, seems at first glance to run counter to the implicit predictions of two relevant bodies of literature. The modernization school, which emerged as Arab states were becoming independent in the 1950s, held that Arab militaries were state builders—mobilizing, integrating, and organizing their societies to face development challenges, including that of inter-state war. More or less simultaneously, European-focused historical sociology, led by Charles Tilly, made the case that war making, requiring as it does increased domestic extraction coupled with subordination to central authority of internal rivals, was the engine of state making. And indeed, the historical trajectory of the Arab world for some half a century up until 2011 seemed to substantiate both views, as militaries and states grew in tandem under the ever present threat of war.

Since the early days of the Syrian uprising in 2011, President Bashar al-Assad’s regime has made it a priority to keep state agencies running, allowing Assad to claim that the regime is the irreplaceable provider of essential services. Breaking the regime’s monopoly on these public services and enabling the moderate opposition to become an alternative source of them would weaken the regime and prevent the radical jihadist Islamic State from emerging to fill power vacuums across the country.

Abstract:
The self-proclaimed Islamic State is a hybrid jihadist group with a declared goal of establishing a “lasting and expanding” caliphate. Its strategy for survival and growth blends military, political, social, and economic components. Yet the U.S.-led international intervention against it has largely been limited to air strikes. The gaps in the international coalition’s approach as well as deep sectarian divisions in Iraq and the shifting strategies of the Syrian regime and its allies are allowing the Islamic State to continue to exist and expand.

The Norwegian Nobel Committee awarded the Tunisian National Dialogue Quartet, a civil society group comprising the Tunisian General Labor Union; the Tunisian Union of Industry, Trade, and Handicrafts; the Tunisian Human Rights League; and the Tunisian Order of Lawyers the 2015 Nobel Peace Prize on Friday, October 9, 2015 "for its decisive contribution to the building of a pluralistic democracy in Tunisia." In a new Atlantic Council Issue Brief, "Tunisia: The Last Arab Spring Country," Atlantic Council Rafik Hariri Center for the Middle East Senior Fellows Mohsin Khan and Karim Mezran survey the successes of Tunisia's consensus-based transition and the challenges that lie ahead. "The decision to award this year's Nobel Peace Prize to Tunisia's National Dialogue Quartet is an extremely important recognition of the efforts made by Tunisian civil society and Tunisia's political elite to reach a consensus on keeping the country firmly on the path to democratization and transition to a pluralist system," says Mezran. With the overthrow of the authoritarian regime of President Zine El Abedine Ben Ali in 2011, Tunisia embarked on a process of democratization widely regarded as an example for transitions in the region. The National Dialogue Conference facilitated by the Quartet helped Tunisia avert the risk of plunging into civil war and paved the way for a consensus agreement on Tunisia's new constitution, adopted in January 2014. In the brief, the authors warn that despite political successes, Tunisia is hampered by the absence of economic reforms. Facing the loss of tourism and investment following two terror attacks, Tunisia's economy risks collapse, endangering all of the painstaking political progress gained thus far. Unless the Tunisian government moves rapidly to turn the economy around, Tunisia risks unraveling its fragile transition.
