Abstract:
President Barack Obama has thrown down the gauntlet with his call for "a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity." It's a bold move for a mainstream politician. Across the world, and particularly in rich countries that are bobbing in the wake of the global financial crisis, politicians are running scared on immigration. Catcalls about immigrants sound especially tuneless here in the United States, where some 40 percent have at least one ancestor who arrived at Ellis Island between 1892 and 1954. Indeed, the wealth of this country has been built by risk-takers who had the courage to launch themselves into the unknown.

BAGHDAD—It was December 2010, and Nouri Kamal al-Maliki sat in a faux palace, erected by Saddam Hussein, on the Feast of Sacrifice, one of the most sacred days in the Muslim Calendar. The politician, who had just secured his second term as prime minister of Iraq after an eightmonth stalemate, sat in a gilded, thronelike chair, surrounded by members of his Shiite religious Dawa Party. Former enemies walked into the hall to congratulate him, and Maliki rose to embrace them. To his left was a founder of his party, the oldest surviving Dawa member, who had been tortured under Hussein and was now spending his golden years in quiet retirement near the Shiite shrine of Imam Khadim in western Baghdad. There were others like him, who basked in the pageantry like a balm for the jail, death, and humiliating exile they endured. Their grip on power, a feverish dream during decades abroad putting out tracts and plotting, now seemed permanent.

BARCELONA—Los Pentecostales de Barcelona is located on a nondescript street near the city's convention center. Twenty minutes before the evening service, the sounds of prayer and soft singing waft down from the second floor sanctuary. The lights have been dimmed, and some two dozen congregants are scattered throughout the large room, some on their hands and knees whispering prayers at their seats. Others hold hands in small groups and sing joyously.

Abstract:
The Boston Marathon bombings on 15 April 2013 brought terror to the finish line of one of the United States' oldest athletic events, and returned terrorism to the forefront of the United States' psyche. The world watched as Massachusetts law enforcement agencies shut down a large swath of the state in order to find a bomber on the run. As the dust settled, it was clear that a well-adjusted, popular, intelligent young man who was a naturalized U.S. citizen, from a Chechen refugee family, executed one of the most infamous terror attacks on American soil since 11 September 2001, under the wing of his older brother.

Abstract:
The frenetic search for hydrocarbons in Africa has become so intense and wide ranging that there is planned or ongoing oil and gas exploration in at least 51 of the continent's 54 countries. Knowledge about Africa's geology is improving rapidly, generating great optimism about the continent's energy future. Onshore and offshore rifts and basins created when the African continent separated from the Americas and Eurasia 150 million years ago are now recognized as some of the most promising hydrocarbon provinces in the world. Offshore Angola and Brazil, Namibia and Brazil, Ghana and French Guyana, Morocco and Mexico, Somalia and Yemen, and Mozambique and Madagascar are just a few of the geological analogues where large oil fields have been discovered or are be-lieved to lie. One optimistic but quite credible scenario is that future discoveries in Africa will be around five timestheir current level based on what remains un-explored on the continent versus currently known sub-soil assets. If proven true, this could have a pro-foundly positive impact on Africa's future growth and strategic position in the global economy.

President Obama drew a "red line" for Syria: if the Assad regime used its chemical weapons, such a move would "change [the] calculus" for an American response. As the UN and others investigate whether Assad has indeed crossed that red line, the U.S. must consider its options—because a failure to act could undermine our credibility. But "further action" is a broad category in the Syrian conflict. Our options range from increasing non-lethal aid to deploying troops in Syria. Despite serious, continuing concerns with the Egyptian government—including a return to authoritarianism and the president's use of anti-Semitic slurs—America should not gut its foreign aid to Cairo. Here's how to make the case against punishing the Egyptian government and in favor of continuing U.S. assistance: Egypt plays a critical role in the region and in America's security interests there. U.S. businesses get a return when we provide aid to Egypt. The bulk of our aid goes to the most stable pillar of secular Egyptian society: the military. Things could get much, much worse in Egypt—and for us.

Our deal with Russia to destroy Syrian chemical weapons (CW) is a huge win for the United States because it will help keep those arms out of the hands of terrorists. Nevertheless, skeptics claim: We can't trust the Russians or the Syrians—despite America's history of reaching arms reduction deals with the Soviets and the Russians; We can't eliminate CW during a civil war—despite our experience with CW destruction; We will pay too much to implement this plan—even though it is far less than what we would spend on strikes. So far, the skeptics are wrong. While the destruction of Syria's CW will be a challenge, it is one that we can and should meet.

There is a $10 trillion trade prize in Asia. The question is how much of that prize will America claim? Seizing the opportunities of foreign markets directly expands the U.S. economy and creates more employment opportunities for middle-class Americans. But this won't be possible without Trade Promotion Authority (TPA)-the procedural tool that policymakers need to get trade deals done. This report looks at how TPA allows both Congress and the White House to influence trade deals, fosters increased stakeholder engagement, and is a vital signal to our trading partners.
