Abstract:
In May 1996, the price of copper crashed from US$2,600 to $1,775 per ton. The Sumitomo Corporation of Japan acknowledged unprecedented losses of $2.6 billion from unauthorized trading by its chief copper trader, one of the faceless manipulators of the international commodities markets, Yasuo Hamanaka. Among the major banks caught in this modern variation of the Ponzi scheme were J.P. Morgan and the London Metal Exchange. Chile, whose economy was highly dependent on income from the commodity, was quickly and painfully reminded that the highly leveraged markets on which it depended, even in the hands of the most reputable institutions, are fragile and subject to unexpected forces beyond its control. Copper prices began a downward spiral, and they have not yet recovered.

Shortly after he was elected president of Mexico in 2000, Vicente Fox made the United States and Canada a bold proposal: Why not begin a long-range process that would lead to expanding the North American Free Trade Agreement (NAFTA) into a full-fledged North American Common Market, featuring open borders for the free movement of people as well as goods? And, in the short run, would the United States agree to a significant increase in legal immigration in exchange for Mexico's pledge to crack down on undocumented immigration?.

It is the latest, not entirely ripe fruit of a North-South Center project, the “commonalities” study, about the shared challenges facing the developing nations of Latin America and the Caribbean and the developing nations of Asia, particularly those of Southeast Asia. These views have taken their shape, over more than three years, from the authors' reflections about their extensive interviews in both regions with policy “influentials” and knowledgeable academics, as well as through participation in occasional conferences.

Chemical weapons have not been used effectively in attacks on the American homeland. Reports that the bombers of the World Trade Center considered trying to add a chemical weapon like sodium cyanide to their explosives seem to be untrue, and led to an unsubstantiated assertion by the trial judge. There have, however, been a number of attempts to use chemical weapons by domestic extremists and individuals. For example, in 1997, members of the KKK plotted to place an improvised explosive device on a hydrogen sulfide tank at a refinery near Dallas, Texas. There is a well-established, low-level risk that such weapons will be used in the future, although there is no way to predict the frequency of such attacks, their scale, potential success, or lethality.

The essay evaluates two fundamental themes in Lipset's work, his analysis of democracy and anti-democracy and his thoughts on American exceptionalism. The paper concludes with some lessons derived from Lipset's work and life for Mexico and Mexican academics.

Abstract:
The article explores the Mexico-United States bilateral relation during the administrations of Franklin D. Roosevelt and Lazaro Cardenas, in order to better understand how U.S. domestic and foreign policies influence the management of its relation with Mexico, which in turn can facilitate or not the implementation of public policies in the Mexican system. The principal hypothesis is that the New Deal modified the American liberal conception of state intervention in economic and social issues inside the United States, and that this permitted Cardenas' economic heterodoxy, both in political and ideological terms. Evidence is provided to support two points. First, the changes in U.S. foreign policy that resulted from the enactment of the Good Neighbor Policy invested the Cardenas administration with greater autonomy in economics issues. Second, the new economic ideas derived from the New Deal facilitated and justified increased state intervention of Cardenas' government in the economy, using fiscal policy and direct sate participation in economic areas defined as strategic. In sum, this article demonstrates that Roosevelt's domestic and foreign policies generated a permissive environment for the enactment of the most important public policies during the administration of Cardenas, supporting the idea that U.S. internal and international actions directly affect the possibilities of policy implementation in Mexico.

Abstract:
Since the end of the Second World War, US foreign policy towards the Asia-Pacific has been characterized by the assertion of American dominance. To this end, policy-makers in Washington have adopted a varied policy towards China. From 1950 to 1972, the US pursued a containment policy designed to thwart the revolutionary goals of Maoist foreign policy. Beginning with Nixon's rapprochement with Beijing in 1972, US policy was dramatically altered to meet the overriding goal of deterring the Soviet threat. The US and China actively cooperated to contain Soviet and Vietnamese influence in Northeast and Southeast Asia. The end of the Cold War, preceded shortly before by the Tiananmen massacre, saw another shift in the US position, whereby China was no longer looked upon with favour in Washington. Acting on his presidential campaign promises not to repeat George Bush Senior's policy of 'coddling dictators'in Beijing, President Clinton initially enacted a policy that explicitly linked China's human rights record to the renewal of most favoured- nation trade status with the US. When this linkage failed, a striking policy reversal occurred as the Clinton administration adopted an unrestrained engagement policy in which it eventually underplayed Sino-US differences in the spheres of trade, human rights, and strategic-military ties.

Soviet-American relationship in the 1970's entered a new phase of controversial complexity. The 1970's were expected to mark a rupture with the antagonism of the cold war period. It was expected to be an era of détente where no efforts would be spared to avoid East-West confrontations. The two superpowers manifested their intentions to expand areas of cooperation and to reduce international tension. Both the US and the Soviets were eager to start a new promising, less volatile relationship. But this exuberance was soon to fade out with the explosive crises that were to occur in the periphery.

Abstract:
After the end of the Cold War, realism has been again on the defensive. In recent years, two major discussions have been waged about it. The first debate was triggered by a piece John Vasquez published in the American Political Science Review. In this blunt attack, Vasquez basically argues that realists reject the systematic use of scientific criteria for assessing theoretical knowledge. Vasquez charges (neo) realism either for producing blatantly banal statements or for being non-falsifiable, i.e. ideological. For him, much of the post-Waltzian (neo) realist research results are but a series of Ptolemaic circles whose elaborate shape conceals the basic vacuity of the realist paradigm.
