Abstract:
On Christmas Eve the Chinese government released Xu Wenli, the founder of the country's tiny Democratic Party, into American exile. Xu has spent sixteen of the last twenty-one years behind bars. The most interesting comments on this event came from John Kamm, who for years has had no equal for occasionally persuading the Chinese government to free its political “enemies”.

This policy brief grew out of discussions with a team of former national security and foreign policy officials held at the Washington office of the Fourth Freedom Forum in the summer of 2003. The brief was written by the staff of the Fourth Freedom Forum and the Joan B. Kroc Institute for International Peace Studies at the University of Notre Dame, who are solely responsible for the report's specific content. The authors incorporated numerous comments and suggestions from the policy advisers. The policy advisers listed below endorse the general thrust of this report and generally agree with the findings presented. Each participant may not, however, be in full agreement with every specific point and detail. The failure to discover any traceable evidence of Weapons of Mass Destruction in Iraq doubtlessly creates a serious embarrassment for the American administration. But the US never made much of an effort to conceal that the purported existence of WMDs in Iraq was only a pretext employed to obtain the consent of some of its bigger allies to its global strategic outlook, and the acquiescence of smaller nations to its regional plans. The real objective behind the US strike against Iraq was not the destruction of WMDs – Iraq in its pre-war state was ill equipped to produce WMDs anyway – but to topple the regime of President Saddam Hussein. The Bush administration also clearly considered regime change to be more than a strategic aim in itself, but rather a prelude to a general makeover of the region, in the course of which many local regimes would have to change or be changed according to its strategic vision. Secretary of State Colin Powell made this abundantly clear when, in December 2002, he promised the peoples of the region a concerted effort on behalf of the US to achieve democratic change, fight unemployment and work for the improvement of women's position in society.

The Schlesinger Working Group on Strategic Surprises in Spring 2003 took on the topic, "The Unintended Consequences of an Expanded U.S. Military Presence in the Muslim World", holding its first meeting March 18, literally on the eve of war against Iraq. Its second meeting was held May 27, after the war ended, and as the difficulties of post-war reconstruction were becoming clearer. Core members and area/subject experts met to examine benefits and drawbacks, as well as scenarios that could stem from an expanded American military presence in the Middle East, South Asia and North Africa.

Abstract:
The roadmap has significant roots in the UN, an organization long understood as biased against Israeli interests and Jewish well-being in general. Examples include the work of the UN "Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories," established in 1968, and the UN "Committee on the Exercise of the Inalienable Rights of the Palestinian People," created in 1975. There is a pressing need to clarify with the American administration what attributes of sovereignty will not be accorded a Palestinian state with provisional borders prior to final status negotiations. Israel must reassert that its consent is necessary for any decision affecting its essential interests. An American commitment to object to any unilateral declaration of independence should be immediately forthcoming and clearly understood by the parties. The UN and the European Union must be kept out of any monitoring and assessment function. Recognition of a fundamental breach, and the ability to apply the necessary consequences, require that precise and public monitoring by Israel start now.

In recent times, we have described ourselves as a proud people, assured of our place in the modern world. But the events of September 11 left us numbed and confused as to its meaning and message. The tragic events of that day fused with the events that occurred a year earlier in Israel with the onset of the second intifada, and may have fundamentally transformed the Jewish experience in our times.

Abstract:
Since the end of World War II, the United States and Korea have enjoyed a very close relationship in many important areas. Such a relationship started with the liberation of Korea in 1945 by U.S. troops from the Japanese occupation of almost four decades and also included the shedding of blood by Americans for the defense of South Korea from the North Korean and Chinese invasion during the bitter Korean War of 1950-53. Most Koreans, especially those older Koreans who personally experienced the tumultuous years of the Japanese occupation and the Korean War, still harbor such goodwill and sense of gratitude towards America and Americans that perhaps no other country has earned nearly as much in Korea's long history. Even now, the United States is maintaining a significant military presence, including its ground troops, in order to assist the Korean government in repelling any potential military threats from the heavily-militarized North Korea.

Abstract:
In just two years the Bush administration has squandered the sympathy our country received from the rest of the world in the wake of the September 11 attacks, when the French daily Le Monde declared "We are all Americans now." Without reducing the threat of international terrorism, the administration has pursued a bullying form of unilateral militarism, which has belittled the United Nations, lampooned traditional allies, and offended Muslims around the globe. These actions have made Americans less secure and the world a more dangerous place. In Iraq, the unauthorized invasion and ill-conceived occupation have broadened the recruitment base for extremist organizations, created a magnet for terrorist infiltration, and increased the risks of terrorist attack at home and abroad. U.S. troops face continuous attack there and in Afghanistan. The enormous military, economic, and political costs of occupying Iraq are depleting American power and global leadership.

1560. Biological Weapons Threats from the Former Soviet Union

Abstract:
Since September 11th, the American anthrax-laced letters and the war in Afghanistan have revived the interest of government officials, researchers and the general public to the state and security of former biological weapon (BW) facilities in the Former Soviet Union (FSU). In the popular press, reports of the general economic crisis and the political unrest that characterize FSU countries tend to emphasize the proliferation threat from these countries. Very little is said, however, about the nuances of this threat, its nature and degree of probability. Some reports tend to overestimate the number of employees at former BW facilities, thus inflating the risks of brain drain. While at the same time, other major sources of proliferation, such as the diversion of pathogens or the illicit transfer of specialized equipment are usually ignored. The present paper aims to characterize more precisely the threat stemming from former BW facilities in the FSU by determining what type of resources are available at former BW facilities and to what extent they are accessible to states of concern or terrorist groups. Although the existing open source information enables us to determine more clearly the categories of personnel, the type of equipment and material that pose the greatest proliferation threat, it does not measure properly the extent of the threat, i.e. an inventory of past and present facilities, expertise, equipment and material. Nevertheless, we can conclude that specialized knowledge, equipment and dangerous pathogens are available at former BW facilities in the FSU and can become accessible to state or non-state actors wishing to start or develop covert BW programs. This is particularly true in Central Asia, where economic and security factors, associated with the geographic characteristics of this region all converge to form a chain of proliferation: seekers of weapons of mass destruction (WMD) and their related technologies, potential suppliers and deliverers.
