Abstract:
President Donald Trump has spent his first months faced with a potential scandal involving Russia, an issue that’s only grown since the election with discussions and investigations about possible obstruction and collusion. In recent weeks, this has dominated national political debates, especially in Congress and the White House. Benjamin Wittes, co-founder and editor-in-chief of the Lawfare blog, joins this episode of Politics & Polls to discuss where things stand in the Trump-Russia scandal. The Lawfare blog is “devoted to sober and serious discussion of ‘hard national security choices.’” Wittes, a journalist who focuses on national security and law, is also a senior fellow in governance studies at the Brookings Institution. He is the author of “Detention and Denial: The Case for Candor After Guantanamo”, published in November 2011; co-editor of “Constitution 3.0: Freedom and Technological Change,” published in December 2011; and editor of “Campaign 2012: Twelve Independent Ideas for Improving American Public Policy,” published in May 2017 by the Brookings Institution Press.

Abstract:
The right to keep and bear arms in Virginia is guaranteed by both the state and federal constitutions. Article I, section 13, of the Virginia Constitution provides in part: ‘‘That a well regulated militia, composed of the body of the people, trained to arms, is the proper, natural, and safe defense of a free state, therefore, the right of the people to keep and bear arms shall not be infringed . . . .’’ The first clause dates to 1776, while the second clause was not adopted until 1971. The Second Amendment to the United States Constitution was adopted in 1791 and provides: ‘‘A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear arms, shall not be infringed.’’

Abstract:
Use and manipulation of the pejorative term “assault weapon” is a classic case of “an Alice-in-Wonderland world where words have no meaning.” The Second Amendment provides that “the right of the people to keep and bear Arms, shall not be infringed.” Arms, such as rifles, pistols, and shotguns, do not lose their constitutional protection because the legislature describes them with a derogatory term. Indeed, “no pronouncement of a legislature can forestall attack upon the constitutionality of the prohibition which it enacts by applying opprobrious epithets to the prohibited act . . . .”

From the founding of the Republic until the late twentieth century, rifles and other long guns were not subject to public controversy. At the end of that period, the words “assault weapon” appeared as a derogatory term in efforts to ban semi-automatic rifles. Handguns had previously been the primary target of gun prohibitionists, but the Supreme Court held in District of Columbia v. Heller that handguns are commonly possessed by law-abiding persons for lawful persons and are thus protected by the Second Amendment right to keep and bear arms.

President Donald Trump has called for major changes to federal education policy. During his bid for the White House, he vowed to cut wasteful federal spending on education while preserving funding for services; he pledged to champion school choice; and he promised to return educational policymaking to the state and local level. “We cannot have the bureaucrats in Washington telling you how to manage your child’s education,” he said in a television campaign ad. All of these goals can be accomplished during the Trump administration, but not without a major overhaul of the US Department of Education (ED).

Comprising roughly 700 million barrels of crude oil stored in caverns throughout Texas and Louisiana, the U.S. Strategic Petroleum Reserve (SPR) was established by Congress in the mid-1970s in response to the 1973–74 Arab oil embargo and ensuing oil price shocks. Its purpose was to insulate the United States from crude oil supply disruptions. In the decades since, despite significant changes in global oil markets, the basic logic and design of the SPR have remained largely unchanged.

The 2014 fall in global oil prices, from over $100 a barrel to around $50 a barrel, reduced the export proceeds of the world’s main oil- and gas-exporting economies by about $1 trillion. After a decade of largely uninterrupted high oil prices, this dramatic swing has tested the economic resiliency and political adaptability of oil-exporting countries. One of the best single measures of the resilience of an oil- or gas-exporting economy is the oil price that covers its import bill—the external breakeven price.

On December 31, 2017, section 702 of the 2008 Foreign Intelligence Surveillance Amendments Act (FAA) will expire. Section 702 governs the domestic interception of foreigners’ communications, when the targets are believed to be outside the United States. Although externally directed, this statute is being used by agencies to monitor, collect, and search U.S. citizens’ communications for foreign intelligence and criminal activity. Congress has an opportunity to amend section 702 to safeguard U.S. national security, protect citizens, and comply with the Constitution.

The challenge of how to help those left behind by rapid economic change—whether caused by technology or global competition—has moved to the center of the U.S. national debate in a way it has not been since the 1930s. Trade competition, especially from China, has been a significant factor in declining U.S. manufacturing employment over the past decade. Trade also became a major issue in the 2016 presidential campaign, despite the larger role played by automation and technological change in displacing manufacturing workers for decades. This process will only continue in coming years, with advances in robotics, artificial intelligence, and software that will eliminate many jobs while creating others, regardless of what policies the federal government may adopt toward trade and outsourcing.
