Abstract:
The Covid-19 pandemic could not have come at a worse time, as many countries in the MENA region remain engulfed in vicious internal conflicts or must cope with structural socio-economic distress and popular dissent. In many respects, such a context and many of its problems resemble those that formed the backdrop for the Arab Spring in 2011. Exactly like what happens with humans, who are hit the hardest when presenting pre-existing conditions, MENA states have been impacted because of their own pre-existing conditions. In this sense, the Covid-19 pandemic has laid bare all the vulnerabilities and deficiencies of these states’ structures, and has aggravated pre-existing political, social, and economic shortcomings. How has the pandemic impacted state structures? What is its effect on organized protests and spontaneous popular movements? What are the possible long-term consequences?

Abstract:
On January 20-21, 2020, the EastWest Institute (EWI) held its first meeting in Berlin as part of its new Algeria-Morocco Business Dialogue, an initiative aiming to address the impediments to greater cross-border trade. By convening sector-specific meetings between local business people from both countries, the project aims to produce a concrete set of feasible recommendations to encourage greater bilateral trade. The inaugural January meeting brought together small to medium-sized business leaders from the agricultural sector to consider boosting greater trade on a micro level, as well as discuss the shortcomings and challenges of each countries’ agricultural and trade policy.

Abstract:
North African countries, each for their own reasons, are increasingly turning their attention towards sub-Saharan Africa. Morocco is pursuing a comprehensive campaign to increase its influence and win support with regard to Western Sahara. Algeria may be showing new flexibility in its response to security threats to its south. Tunisia is beginning to look for new economic opportunities in Africa. Egypt is responding to a series of strategic concerns, particularly over the waters of the Nile. Morocco, Algeria, and Tunisia are also all dealing with increased migration flows, with migrants seeking to work on their territories or pass through it to reach Europe. This North African turn to sub-Saharan Africa offers opportunities for European cooperation. But the EU should be aware of the distinctive agendas of North African countries and the reservations that their initiatives engender in some countries.

Abstract:
The Hirak protest movement has revealed flaws in Algeria’s ruling system, which lacks the tools to reinvent itself or negotiate a new social contract with the people. The army has been unable to restore the “civilian president” narrative it used for two decades, while the current president has been unable to disguise his dependence on the military leadership. The regime can no longer use rigged elections as a substitute for negotiations with citizens. The regime is trying to promote a narrative on the removal of mafias connected with the former president as a guarantee of a new era. The Hirak has created a political culture of popular empowerment, but it still has to agree on a road map for a political transition.

The spread of the COVID-19 pandemic to Algeria has forced the Algerian popular Hirak to suspend demonstrations that continued without interruption for over a year despite the authorities’ various manoeuvres to disrupt them. This paper examines the Algerian authorities’ attempt to exploit the suspension of the protests to deal with the Hirak and assesses the ability of the popular movement to overcome this period.

Algeria has a long and rich history of trade union activism. With the 2019 Hirak, independent unions have participated and supported the protest movement’s demands for regime change, yet achieved only limited success in mobilizing their base. This paper explores the evolution of unions in Algeria and the factors that precluded their full participation in the Hirak. It highlights the need for unions to move beyond a culture of narrow sectoral demands if they are to play a role in the democratic transition.

Abstract:
On 1 November 2020, Algerians will vote in a referendum on a new constitution proposed by current President Tabboune. Algeria’s successive constitutions have historically overlooked the country’s diversity. This paper argues that this latest constitutional process was a missed opportunity to encourage peaceful and meaningful exchanges between the country’s different groups, ultimately worsening tensions between both secularists and Islamists and between Arabists and Berberists. It calls on civil society actors to challenge the grip of the central authorities over the identity debate and to initiate a much-needed societal dialogue.

On November 12, the Algerian Constitutional Council confirmed amendments that were approved in the country’s November 1 referendum, which allow the Algerian People’s National Armed Forces (APN) to participate in operations outside the country’s borders (El Khabar, November 12). Missions must be approved by a two-thirds majority in each parliamentary chamber and be within the framework of the objectives of the UN, the African Union, and the League of Arab Nations (al-Arab, October 25). The constitutional referendum was the flagship project of Algerian President Abdelmadjid Tebboune, who has sought to distinguish his government from that of his predecessor, Abdelaziz Bouteflika.
