101. Albania: State of the Nation 2003

Abstract:
Political feuding virtually paralysed the Albanian government in the first half of 2002, until the European Parliament brokered an agreement between the main political parties which led to the election of retired army general Alfred Moisiu as the consensus choice for president. Although the 73-year-old Moisiu leans to the right, he has pledged to represent all Albanians equally. After a long period of confrontation, the country entered a phase of political dialogue. The opposition Democratic Party (DP) ended its boycott of local government institutions and began to work with the ruling Socialist Party (SP). In August 2002 parliament voted in a new Socialist-led government with the SP chairman, Fatos Nano, as Prime Minister for a third time. By early 2003, however, this unusual consensus appeared to have unravelled, returning politics to its more normal fractiousness. Political tensions are expected to rise as October local elections approach.

Building upon the positive co-operation undertaken to date, mainly concerning the protection and management of the Prespa Lakes region and the Prespa Park following the trilateral Declaration by the Prime Ministers: Mr. Costas Simitis, Mr. Ljubc o Georgievski and Mr. Ilir Meta, of 2 February , 2000, and in the spirit of the joint message delivered on 29 September 2000 by the Ministers of Foreign Affairs Mr Aleksandar Dimitrov, Mr Paskal Milo and Mr George Papandreou at the Otesevo Conference a s well as the conclusions of the afore-mentioned conference (co-organised by the EastWest Institute, the Council of the Europe and the OSCE) an d the conclusions of the trilateral cross-border co-operation meeting, Korca – Kozani – Bitola, adopted in Kozani, September, 2001, EastWest Institute in close collaboration with its partners, (the Regional Enterprise Support Centre (RESC) in Bitola (former Yugoslav Republic of Macedonia), the Centre for Inter - Balkan Cooperation (CIBC) in Kozani (Greece) and the Regional Development Agency (RDA ) in Korce (Albania), launched a process for the creation of the Prespa Economic Task Force.

This policy document forms the first part of a process of work that focuses on community-based policing (CBP) and how it can be implemented in conjunction with small arms and light weapons (SALW) initiatives. The document will serve as a framework for the South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) to guide the development and implementation of CBP in the region. It will also form part of a set of tools that the UNDP Bureau for Crisis Prevention and Recovery (BCPR) is producing. The second phase of this work will provide an operational framework for the UNDP Country Office in Albania for implementing CBP in Albania.

The Small Arms and Light Weapons Control (SALWC) project was undertaken in 2002-2003 by UNDP in co-operation with the Albanian government, at a programme cost to the international community of US$ 3.47.8 million. Its objectives were to help remove illegally held weapons and explosives from the population, to make the population more aware of the dangers of the illegal possession of such items and to enhance the ability of the authorities to control the private possession of arms and ammunition.

105. Cross Border Trafficking in South Eastern Europe - Assessing Trafficking Activities in the Southern Adriatic Region

Abstract:
This study was commissioned by the South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC). The purpose of the Ammunition Detection Study is to determine if there is evidence to support the SEESAC hypothesis that it may be more productive to specifically target the detection of ammunition for Small Arms and Light Weapons rather than the weapons themselves. SEESAC is a developing organisation, with a responsibility to identify information on the precise level of smuggling activity and also advise on measures to reduce cross border trafficking; clearly current search methodologies used to detect weapons and ammunition within the region are an important component of this advice. Following discussions with the SEESAC Team Leader a set of assumptions, to support the Terms of Reference (TOR), were agreed.Initial desktop research examined weapons and ammunition design and manufacture to determine if and why weapons can be more easily concealed than ammunition and what constituent parts are common or exclusive to one particular commodity. Further analysis was conducted to determine if ammunition and weapons are consistently transported together and examples of occurrences are provided. The investigation has involved visits to specialist organisations and national security agencies that have undertaken to provide data on suitable search and detection methodologies. 106. Unbreakable Bond: Serbs and Kosovo

Abstract:
Nationalism remains a potent force in Serbia, strongly affecting the politicking within the political elite regarding final status issues in Kosovo. The democratic forces are not immune from Kosovo-related nationalism and have at times adopted hardline positions to diminish their vulnerabilities in the political struggle. Since the end of the Kosovo war the West has done nothing to dispel the perception in Belgrade that Serbia's legal claim of sovereignty over Kosovo remains valid in principle and of equivalent standing as an issue “on the table” with Kosovo Albanians' insistence on independence in the prelude to negotiations. Belgrade ignores the fact that, with virtually no Albanians in Kosovo willing to work with them, they have no Albanian partners in pursuing this goal. Kosovo Serbs also display considerable mistrust of Belgrade's concern for their interests. The EU and UNMIK have attempted to create a framework for progress on the issue, but success will hinge on the willingness of the United States to exercise diplomatic leadership to resolve the deadlock.

107. Assessing Democratic Oversight of the Armed Forces

Abstract:
There is no such thing as the model for democratic control of the armed forces. Perhaps more influential than constitutional arrangements; historical legacies and political cultures are setting conditions. However, a few essentials or principles of democratic oversight can be discerned. This paper aims to provide an overview of the efforts of different post-communist states in establishing democratic oversight over their armed forces. The comparative analysis is based on a study that the staff of the Centre for European Security Studies has conducted last year (Organising National Defences for NATO Membership - The Unexamined Dimension of Aspirants' Readiness for Entry) and the experiences gained from a three-year multi-national programme that CESS has started in 2001 (Democratic Control South East Europe: Parliaments and Parliamentary Staff Education Programme - DEMCON-SEE). This programme is running in seven countries: Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Macedonia, Romania, and Serbia-Montenegro.

Abstract:
On November 19, 2002, the Center for Strategic and International Studies (CSIS), the National Albanian American Council, and the Dayton Peace Accords Project held a one-day conference in Washington, D.C., at CSIS, entitled “The Future of Kosovo.” The conference was attended by U.S. policymakers, congressional representatives, regional specialists, nongovernmental organizations (NGOs), business leaders, journalists, as well as key activists and analysts from Kosovo. The vital question of Kosovo's emerging status was discussed openly with a view to producing a subsequent report offering concrete recommendations to the U.S. administration, U.S. legislators, and major international organizations on the question of Kosovo's future status.

On 16 November 2001, Macedonia's parliament passed a set of constitutional amendments that were agreed in August, when Macedonian and Albanian minority leaders signed the Ohrid Framework Agreement. Later that day, President Trajkovski clarified the terms of an amnesty for Albanian rebels, in line with international requests.

110. Macedonia: Filling the Security Vacuum

The war option has, for the moment, been checked, but Macedonia is very far from being at peace. Neither the agreement signed on 13 August 2001 2 by the four Macedonian governing parties – two ethnic Macedonian, two ethnic Albanian – nor the subsequent limited NATO deployment, nor the first-stage approval of necessary constitutional amendments by the Macedonian parliament on 6 September have yet given anyone confidence that peace is sustainable. The parliamentary vote, for example, came only after an acrimonious debate in which markers were laid down that ultimate approval of the legislative package could not be taken for granted.
