431. The Sales Tax Proposal: Are We Beating a Dead Horse? Preliminary results from a rapid assessment

Abstract:
The fiscal authorities have argued that the horse – in this case, (value-added tax) VAT – is dead. In contrast, this rapid assessment argues that the VAT may have been pronounced dead too quickly, perhaps for expediency’s sake. Examples from many countries abound and show that with the right fiscal discipline to ring-fence VAT refunds and improve compliance, VAT works just fine, offering value-added incentives and avoiding cascading effects. In finding a solution for this supposedly dead horse, important questions that we need to ask are “Is the horse really dead? If it is, what killed the horse?” Without this introspection, the other horse in form of Sales Tax, which in fact died and was buried 25 years ago, might be resurrected. Without learning from previous experiences and experiences elsewhere, we are bound to make the same mistakes in trying to resuscitate a truly dead horse.

Abstract:
This policy brief presents the summary findings of a study on Promoting Financial Cooperatives (FCs)in Zambia that was conducted between 2017 and 2018 with financial support from the Rural Finance Expansion Program (RUFEP), Ministry of Commerce Trade and Industry (MCTI) and the Zambia Center for Accountancy Studies (ZCAS). The study used both qualitative and quantitative approaches which included a situational analysis of FCs in Zambia, a study tour to Kenya and a Census of FCs in eight provinces. The main objective of the study was to contribute to the development of FCs in Zambia by generating information on their performance. The secondary objectives of the study were to: 1. Undertake a situational analysis to develop a clear understanding of the landscape for the FCs in Zambia in terms of the regulatory framework, support institutions and the nature and level at which the FCs operate. 2. Undertake a Census of FCs to understand the opportunities and constraining factors for the growth of the Cooperatives movement in Zambia. It was envisaged that the study would provide evidence about FCs that could be used in the revision of the Cooperatives Act currently underway, aid MCTI understand the nature of Cooperatives and devise strategies for monitoring FCs. The study also aimed at providing information about the state of FCs that can be used for various purposes by the apex body of FCs and stakeholders such as the Bank of Zambia.

433. Learning Equity Requires More than Equality: Learning Goals and Achievement Gaps between the Rich and the Poor in Five Developing Countries

Abstract:
The Sustainable Development Goals (SDGs) for education include the goal that “all youth...achieve literacy and numeracy” (Target 4.6). Achieving some absolute standard of learning for all children is a key element of global equity in education. Using the Annual Status of Education Report (ASER) data from India and Pakistan, and Uwezo data from Kenya, Tanzania, and Uganda that test all children of given ages, whether in school or not, on simple measures of learning in math, reading (local language), and English, we quantify the role of achieving equality between the richest 20% and the poorest 40% in terms of grade attainment and learning achievement toward accomplishing the global equity goal of universal numeracy and literacy for all children. First, excluding Kenya, equalizing grade attainment between children from rich and poor households would only close between 8% (India) and 25% (Pakistan) of the gap to universal numeracy, and between 8% (Uganda) and 28% (Pakistan) of the gap to universal literacy. Second, children from the poorest 40% of households tend to have lower performance in literacy and numeracy at each grade. If such children had the learning profiles of children from rich households, we would close between 16% (Pakistan and Uganda) and 34% (India) of the gap to universal numeracy, and between 13% (Uganda) and 44% (India) of the gap to universal literacy. This shows that the “hidden exclusion” (WDR, 2018) of lower learning at the same grade levels—a gap that emerges in the earliest grades—is a substantial and often larger part of the equity gap compared to the more widely documented gaps in enrollment and grade attainment. Third, even with complete equality in grade attainment and learning achievement, children from poor households would be far from the equity goal of universal numeracy and literacy, as even children from the richest 20% of households are far from universal mastery of basic reading and math by ages 12-13. Achieving universal literacy and numeracy to accomplish even a minimal standard of global absolute equity will require more than just closing the rich-poor learning gap, it will take progress in learning for all.

434. Why “Leapfrogging” in Frontier Markets Isn’t Working

Just before the yuletide of 2018, I arrived in my native Ghana after one of my long spells away. I flipped out my phone, opened Uber, and tried to flag a ride from inside the shiny new terminal of Accra’s international airport. After a couple of false starts I gave up, walked out, and headed for the taxi stand. In the many days that followed, this ritual repeated itself with remarkable regularity. Sometimes I got the Uber, but on as many occasions, I couldn’t. The reasons for the frequent failure ranged from curious to bizarre. The “partner-drivers” would accept the request. Then they would begin to go around in circles. Sometimes they would start heading in the opposite direction. On a few occasions they would call and announce that they were “far away,” even though their registered location was visible to me on the app and their estimated time of arrival had factored into my decision to wait. It would take me a whole week to figure out that the problem wasn’t always that many Ghanaian Uber drivers couldn’t use GPS all that well, or that they were displeased with fares. There were other issues that I’d left out of my calculation, such as my payment preference, which was set to “bank card” instead of “cash.” The drivers want cash because it allows them to unofficially “borrow” from Uber and remit Uber’s money when it suits their cashflow. Though Uber offers two tiers of service, the difference in quality appeared negligible. Even on the upper tier, it was a constant struggle to find an Uber whose air conditioner hadn’t “just stopped working earlier today.” As something of a globetrotter used to seamless Uber services in European and American cities, I found the costs of onboarding onto Uber as my main means of mobility in Accra onerous. Why is a powerful corporation like Uber, reportedly valued by shrewd investment bankers at $120 billion, with $24 billion in capital raised, unable to maintain even a relative semblance of quality in its product in Ghana? And in other African cities I have visited? It may seem bleedingly obvious why heavily digitalised Facebook, Twitter, Microsoft, and Google manage to deliver fairly uniform standards of product quality regardless of where their customers are based, whilst Uber, because of its greater “embeddedness in local ecosystems” and lower digitalisation of its value chain, fails. But in that seemingly redundant observation enfolds many explanations for why the innovation-based leapfrogging narrative in frontier markets, especially in Africa, unravels at close quarters.

435. Transforming the Institutional Landscape in Sub-Saharan Africa: Considerations for Leveraging Africa’s Research Capacity to Achieve Socioeconomic Development

Abstract:
In order to achieve sustainable development outcomes in sub-Saharan Africa (SSA), African institutions must be the leading experts on and primary providers of research solutions to local problems. Despite years of investment in capacity building, SSA lags behind every other region in terms of research outputs and government investments, and new models for building institutional capacity are needed. Through interviews with African institutional leaders and development partners working in SSA, this study finds that funding inefficiencies lead to key challenges within institutions’ governance and management structures, financial systems, talent management processes, leadership and institutional vision capacities, and peer support networks, all of which obstruct the ability of African institutions to become impactful and sustainable drivers of development outcomes in the region. We present for consideration three possible innovative models that can facilitate the emergence of strong Africa-based, Africa-led institutions: a multi-stakeholder funding platform, an integrator organization model, and a scale model.

436. Fuel Subsidy Reform and Green Taxes: Can Digital Technologies Improve State Capacity and Effectiveness?

Abstract:
Reforming inefficient and inequitable energy subsidies continues to be an important priority for policymakers as does instituting “green taxes” to reduce carbon emissions. Simply increasing energy prices will have adverse impact on poorer consumers, who may spend substantial budget shares on energy and energy-intensive products even though the rich typically appropriate more of the price subsidy. Equitable pricing reforms therefore need to be accompanied by programs to transfer compensation: depending on the situation, this can be targeted or universal. Successful reforms require measures to raise awareness-of the subsidies and the problems they cause, effective dissemination of the reform to the population, and rapid feedback loops to facilitate mid-course corrections. Digital technology, including for unique identification and payments, as well as general communications, can help build government capacity to undertake such reforms and respond to changes in fuel markets. The paper outlines the use of digital technology, drawing on four country cases. The technology is only a mechanism; it does not, in itself, create the political drive and constituency to push reform forward. However, it can be employed in a number of ways to increase the prospects for successful and sustainable reform.

437. Maximizing the Shared Benefits of Legal Migration Pathways: Lessons from Germany’s Skills Partnerships

Abstract:
The world is experiencing significant demographic shifts. By 2100, Europe’s working-age population will have declined, and sub-Saharan Africa’s working-age population will have greatly increased. Many of these new labor market entrants will seek opportunities in Europe, plugging skill gaps and contributing to economies in their countries of destination. Germany is one country piloting and implementing projects that can help alleviate such demographic pressures and maximize the potential mutual benefits of legal labor migration. We discuss these projects, and highlight differences in their potential impact on development in the country of origin. We recommend that European governments build on, adapt, and pilot-test one of Germany’s approaches, also known as the Global Skill Partnership model: training potential migrants in their countries of origin before migration, along with non-migrants. Ideally, governments should pursue such pilot-tests with those countries that exhibit rising future migration pressure to Europe, particularly in sub-Saharan Africa. Abstract:
The murder earlier this month of journalist Lyra McKee in Northern Ireland on the night before Good Friday illustrates the fragility of peace in a region in which terrorist violence has persisted. In our cover article, Aaron Edwards writes that this was “the latest in a series of incidents that have raised the specter of a surge in terrorist violence in Northern Ireland.” In examining the evolution of the threat from militant groupings on both sides of the sectarian divide, he notes there has been a “blurring of the concepts of terrorism and criminality that challenges orthodox perspectives on the security landscape in Northern Ireland.” Our interview is with Edmund Fitton-Brown, the Coordinator of the ISIL (Daesh)/Al-Qaida/Taliban Monitoring Team at the United Nations. This issue features the concluding article of a two-article series focused on IED and WMD network convergence. The first article, published in our February 2019 issue, warned there was a high risk that profit-minded suppliers within vast, transnational IED networks may expand in the future into WMD proliferation. In the second article, Major Stephen Hummel, Lieutenant Colonel Douglas McNair, Colonel F. John Burpo, and Brigadier General James Bonner examine in greater detail the ways this could happen. Audrey Alexander and Bennett Clifford examine the threat posed by Islamic State-affiliated hackers and hacking groups. Through “analysis of several U.S. prosecutions of Islamic State-affiliated hackers and their networks, proficiencies, and activities,” they argue that “very few of these actors demonstrate advanced hacking or cyberterrorism capabilities.” Caleb Weiss examines the evolution of the threat posed by the Islamic State in Somalia, noting the group, “which is believed to only number in the low hundreds of fighters, appears to have significantly expanded its operations across Somalia, albeit from a relatively low base.” He argues the resulting reignition of tensions with the much larger al-Qa`ida affiliate al-Shabaab means “it is far from clear whether the Islamic State in Somalia will be able to sustain its operational expansion.”

In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.

440. Midterm Report: Early Lessons from the Hewlett Foundation’s Principled Approach to Supporting Local Advocacy

Abstract:
In 2016, the William and Flora Hewlett Foundation launched a new grant-making strategy to support advocacy for access to family planning and reproductive health (FPRH) services in Sub-Saharan Africa. The goal: support vibrant African organizations able to positively influence their government’s FPRH policies and funding decisions. The strategy seeks to shift power towards the local civil society organizations (CSOs) doing the advocacy work and to strengthen their capacity to advocate. During the first five years of the strategy’s implementation, the Foundation is working with the Aspen Institute’s Aspen Planning and Evaluation Program to assess and learn from the experience of its grantees and the CSOs they support. This midterm report summarizes key findings and recommendations based on evaluation activities conducted in 2017 and 2018.
