321. Africa’s Unfolding Potential for Russia

Abstract:
On October 23 and 24, the Black Sea town of Sochi, often called the southern capital of Russia, hosted the first-ever Russia-Africa summit. Held under the slogan “For peace, security and development”, the summit was combined with an economic forum and co-chaired by two presidents, Vladimir Putin and Abdel Fattah al-Sisi of Egypt, incumbent chairperson of the African Union. Forty-three heads of African states and the representatives of several African regional integration organizations took part in the summit. The summit led to a political declaration on the main areas of Russian-African cooperation, as well as a significant package of agreements on trade and investment.

Abstract:
West Africa sits at a critical juncture that will determine whether the coming years are spent defending against reversals in media freedom and pluralism, or moving forward toward new and lasting progress. In this context, the Media Foundation for West Africa consulted stakeholders from all 16 countries of the West Africa region on the question of how cross-border coalitions can help to promote a robust and independent press. This report puts forward a vision for such a region-wide strategy, and how it can coordinate the efforts of civil society organizations, media actors, government allies, and the Economic Community of West African States (ECOWAS). Specifically, the report highlights four concrete actions that could be taken as the foundation for such a coordinated, regional strategy.

Abstract:
While enormous challenges persist, the ongoing political opening in Ethiopia offers an opportunity for the expansion of democracy and respect for human rights in a geopolitically important state, and is already having significant implications for peace and security in the Horn of Africa. Managing massive expectations, maintaining stability, and instituting a political order in which the country’s divergent political groups and ethnic communities are meaningfully represented and at peace with each other are key tests that will determine the trajectory of Prime Minister Abiy Ahmed’s bold political experiment. With robust citizen engagement and prudent international support, there is reason to believe that the challenges are surmountable.

Abstract:
This article traces the reign and downfall of Omar al-Bashir, Sudan’s longtime autocrat. Like other autocrats, al-Bashir attempted to prevent coups against his rule by crafting a personalistic regime that weakened important political actors and tied their fates to his own. But Sudan’s 2018–19 popular uprising, which resulted in al-Bashir’s ousting by his own security forces, suggests that, under pressure, personalistic regimes may quickly evolve in a way that strengthens alternative power centers. In Sudan, the renewed strength of the security forces continues to threaten the nascent democratization process ushered in by the popular uprising.

325. Resisting State Capture in South Africa

Abstract:
This article assesses the state of democracy in South Africa, twenty-five years after Nelson Mandela and the African National Congress (ANC) came to power. The ANC won its sixth straight election in 2019, led by presidential candidate Cyril Ramaphosa. Yet the party faced a strengthened challenge from the populist left, and the 2019 contest saw the smallest ANC majority and the lowest turnout of any general election since the end of apartheid. This article argues that the most fundamental test for South Africa’s democracy has been dislodging the corrupt networks of “state capture” entrenched under former president Jacob Zuma. Civil society, opposition parties, accountability agencies, and the ANC itself succeeded in removing Zuma before the end of his term, but the task of rebuilding public trust remains.

Abstract:
Public policies can rightly be viewed as a political system’s responses to public demands and problems arising from its environment in domains as, transportation, education, agriculture, health, law enforcement, security, business, and so on, depending upon whether a chosen policy approach falls within the armpit of constituent, distributive, re-distributive, regulatory policy type. Policy problems are conditions or situations, which generate a human need, deprivation or dissatisfaction, self-identified by a group or groups of people, for which relief is sought for a large number of people in society. On the contrary, it is not a policy problem if it affects only a few persons in society. Talking of the political system, it comprises the identifiable and interrelated institutions and their activities, otherwise known as governmental institutions and political processes, which authoritatively allocate values in form of decisions, which are binding upon society. Certainly, binding as these decisions are, and going by this view of public policies; what character of policy responses has Cameroon enunciated against COVID-19; and what are the lessons and implications of these responses on the human capital and economy Cameroon now in the future? Are the policy responses against COVID-19 akin to impromptu approach with weak physiognomies? Are there alternative policies open to Cameroon for combating COVID-19?

Abstract:
On 8 July 2011, the Security Council established the United Nations Mission in South Sudan (UNMISS) to consolidate peace and security, and to help implement conditions for development. On 15 December 2013, violence broke out in the capital Juba and spread to several other locations, resulting in a countrywide armed conflict. The crisis had disastrous consequences for human rights in many parts of the country, especially in areas of greatest military confrontation. During the hostilities, UNMISS estimates that thousands of people were killed. Both parties to the conflict failed to comply with international humanitarian and human rights law directing attacks on civilians based on their ethnicity. As a result, a large number of Internally Displaced Persons (IDPs) sought refuge in UNMISS bases.

Launched in 2013, China’s Belt and Road Initiative (BRI) is a highly ambitious development effort that would sew together infrastructure projects across more than 70 countries. Estimated to comprise of more than USD $1 trillion in Chinese investment, the BRI is arguably China's broadest economic engagement effort with the rest of the world — enhancing its connectivity through Southeast, South, Central, and West Asia; Africa; Europe; and South America. The Asia Society Policy Institute project – Navigating the Belt and Road Initiative – examines BRI with the aim of setting forth actionable recommendations for how China and partner countries can help ensure that BRI projects yield beneficial and sustainable developmental, economic, environmental, civic, and social outcomes. The project includes a report by the same name, which is available for download below, as well as an interactive visualization of 12 recommended practices and their specific implementation steps, intended outcomes, and relevant Chinese and international precedents. Contributing personnel to UN peacekeepinghas been central to Ghana’s foreign policy andessential in shaping the country’s security sector. However, with the police and militarystill facing considerable challenges at home, and with the prospect of funding for UN peacekeeping missions being cut, Ghana’s domestic stability might be affected. RECOMMENDATIONS ■ Peacekeeping experiences should be used more forcefully to create accountability among Ghana’s security forces. ■ There should be a comprehensive review of Ghana’s approach to international peacekeeping with a view to understanding and articulating more clearly the relationship between strategic foreign-policy objectives and the provision of domestic security. ■ The UN and troop-contributing countries should make an effort to understand the implications for them both of planned cuts in peacekeeping budgets.

Abstract:
The UN deploys thousands of peacekeepers in support of peace processes and state-building in countries and regions that are emerging from conflict. The example of Ghana shows that the impacts of these missions are not just felt in countries that host UN missions, but also in those that provide them with troops. Recommendations ■ The Ghanaian government should conduct a comprehensive assessment of the impacts of peacekeeping on the country’s security sector in order to inform its contributions to the UN in the future. ■ The Ghanaian army and police should continue to build on the lessons learned from deploying security personnel abroad and maintain their focus on consolidating the democratic and accountable foundations of the security sector. ■ The UN should build a stronger understanding of how countries that contribute to peace- keeping missions are affected politically, financially and in respect of their security by making these contributions.
