Abstract:
An Introduction from Africa Program Director Howard Wolpe: The following remarks were delivered by Callisto Madavo, former Vice President for Africa at the World Bank, at a Congressional Staff Forum on Africa Retreat, convened by the Woodrow Wilson International Center March 8-10, 2005. A noted Zimbabwean economist, Callisto Madavo served as World Bank Vice President 1996-2005. Over the course of a distinguished 36-year career at the Bank, which included postings in the Middle East, East Asia and Africa, Madavo witnessed both the successes and failures of poverty reduction strategies in multiple settings. Now, with the world's attention being increasingly drawn to the challenge of poverty reduction in Africa, Madavo offers an important perspective on the context and history of the economic challenges facing the continent.

2422. Eye on Africa: A Scholar's Tale

Abstract:
Ribot is a senior associate at the World Resources Institute (WRI) in Washington and currently a Wilson Center fellow working on a new book on rural democracy in Africa. Several years ago, he was writing a history of forestry in French West Africa, a story of a supposed deforestation crisis from 1880-1920. The colonial government had devised odd policies to fix this nonexistent problem—policies that would not have fixed it had there been a crisis. Furthermore, the policies concentrated access to lucrative resources in the hands of a few elites. "The discourse of 'deforestation crisis' was being used to expropriate the people's resources," Ribot said. "That was the real story."

An Introduction from Program Director Howard Wolpe: John Prendergast, Special Advisor to the President of the International Crisis Group, is one of the country's leading Africanists, with most of his twenty-year career focused on conflict resolution in Africa, American policy toward the region, human rights promotion, and humanitarian action. During the Clinton Administration, Mr. Prendergast served as a Special Advisor, Department of State and a Director for African Affairs at the National Security Council. He has worked for a variety of nongovernmental organizations and think tanks in Africa and the United States, and has authored or co-authored seven books on Africa.This paper is based on an address delivered at a February 7, 2005 program at the Woodrow Wilson Center, cosponsored by the Center's Africa Program and Conflict Prevention Project. Mr. Prendergast wishes to acknowledge the contributions to this paper of Colin Thomas-Jensen of the International Crisis Group.

2425. United Nations Resolutions and the Struggle to Curb the Illicit Trade in Conflict Diamonds in Sub-Saharan Africa

Abstract:
This article examines the extent to which revenues from the trade in rough diamonds have funded civil war in African countries and the difficulties encountered by the United Nations in putting an end to it. As case studies, the article considers the conflicts in Angola, the Democratic Republic of the Congo and Sierra Leone where the illicit trade in rough diamonds, also referred to as "conflict diamonds" or "blood diamonds," provided most of the funds used by rebel groups in their war efforts. The article further examines the role played by the diamond industry, the international community and diamond importing countries such as the United States and Belgium in the trade of conflict diamonds. The article concludes that several resolutions passed by the United Nations Security Council concerning "conflict diamonds" were at times not successful because of indifference on the part of the international community.

Abstract:
This article argues that the decision of the African Commission on Human and Peoples' Rights in the Ogoni case represents a giant stride towards the protection and promotion of economic, social and cultural rights of Africans. This is predicated on the African Commission's finding that the Nigerian Government's failure to protect the Ogoni people from the activities of oil companies operating in the Niger Delta is contrary to international human rights law and is in fact a step backwards since Nigeria had earlier adopted legislation to fulfill its obligation towards the progressive realization of these rights. The findings of the African Commission demonstrate that economic, social and cultural rights are not vague or incapable of judicial enforcement. They also illustrate how the Charter can be interpreted generously to ensure the effective enjoyment of rights. Novel and commendable as the decision is, it is not without its shortcomings. These shortcomings lie in the failure of the Commission to pronounce on the right to development, its silence on the desirability of holding transnational corporations accountable for human rights violations, and the institutional weakness of the Commission in enforcing its decisions.

The Finance Ministers of the eight rich country governments as represented at the Group of 8 (G-8) have announced a deal on 100% debt cancellation of International Monetary Fund (IMF), World Bank, and African Development Fund debt for some impoverished nations.

2428. A Regional Strategy for Promoting a Free Media and Freedom of Expression in the Middle East and North Africa

Abstract:
The main objective of this paper is to encourage open debate and reform action in the Middle East and North Africa (MENA) region on the need to create the legal and political enabling environment necessary to promote good governance, the Rule of Law and citizen participation. The paper notes that many of the defamation laws in the region still contain criminal penalties, including high fines and imprisonment, and that the threat and enforcement of these laws and policies leads to government censorship, self-censorship and sometimes imprisonment. These practices are now well understood as counter to international obligations and best practices as well as to the guarantees of a free media and free speech enshrined in most MENA Constitutions. The net result of these practices is a culture of secrecy that presents high barriers to sustainable economic and political reform. Collectively, this secrecy effectively muzzles open discussion and critical reform debate and makes the promotion of basic human rights and a good governance reform agenda virtually impossible.

2429. Ethiopia: Implications of the May 2005 Elections for Future Democratization Programs

Abstract:
May 15, 2005 elections presented the Ethiopian people a remarkable opportunity to express their political views by participating in a poll that offered them a meaningful choice. In contrast to earlier elections in 1995 and 2000, opposition parties did not boycott but rather competed vigorously across the country. Opposition party mistrust of the National Electoral Board of Ethiopia (NEBE), reports of intimidation and violence, and highly polarizing rhetoric raised concerns during the pre-election period but did not deter opposition parties from campaigning in nearly every constituency. Live, televised debates on matters of public policy, opposition party access to state-owned media, and huge, peaceful rallies in the final week of campaigning made it clear that these elections would represent a critical moment in Ethiopia's political development. The Ethiopian people recognized this opportunity and turned out in overwhelming numbers to vote, forcing some polling stations in Addis Ababa to stay open 24 hours to accommodate those in line.

2430. Indigenous to Indigenous Cooperation

Abstract:
The Norwegian section of the Saami Council has been cooperating with two indigenous organizations in Africa since 2002: the Organization of Indigenous Peoples of Africa, based in Tanzania, and the First People of the Kalahari, in Botswana. The report evaluates this cooperation. It concludes that both organizations are potentially very relevant, but that for different reasons, the full potential has not been reached. Recommendations for how to strengthen the work are given.
