2161. Special Report No. 211: Would You Fight Again?: Understanding Liberian Ex-Combatant Reintegration

Abstract:
The potential for renewed fighting is closely linked to poverty and hardship. Liberian ex-combatants most commonly cited reasons for considering a return to combat include poverty and economic disadvantage, followed by a lack of jobs, benefits, or training. Unemployment plays a role in the potential return to combat, especially for those who were previously employed. As expected, a greater percentage of unemployed than employed respondents can envision returning to war. However, one population that is significantly more likely to return to combat is ex-combatants who held a job before the war but are now unemployed. problems in gaining acceptance by family and community are also closely linked to willingness to consider fighting again. Respondents who have had difficulty reintegrating into their home communities and who perceive bias against ex-combatants seem more inclined to return to combat. Women may be especially prone to fight again to find relief from poverty. There were comparatively few women fighters and, therefore, relatively few women in the sample, but results suggest that women, particularly those without families, might be more likely than men to fight if it becomes financially necessary. Tribal tensions still exist and could lead to outbreaks of violence. There are still feelings, especially among members of certain ethnic groups, that ex-combatants from their tribe are not accorded full citizen status by members of other tribes.

Abstract:
Much progress has been achieved over the last decade and a half in the development and use of peace operations as a tool to quell conflicts, but there are limits to how much more progress can be expected. The number of troop contributors and troops deployed to peace operations has recently reached unprecedented highs, but the bulk of troops came from a limited number of states. The relationship between the United Nations and non-UN peacekeepers seems for the most part complementary. Nonetheless, the rise in non-UN peace operations has probably led to the United Nations becoming too dependent on too small a base of lesser-developed states. The characteristics of most troop contributors (e.g., type of governance, national quality of life, ground-force size) correlate with their level of contribution, but even politically willing nations with the “right” characteristics can likely deploy only a small percentage of their troops to operations at any one time. While Europe and Africa have achieved the most progress in developing institutional capacities, each continent confronts problems of interinstitutional relations and resource shortages. Russia's hegemonic role in Eurasia and the United States' historical legacy in Latin America have hindered development of comprehensive institutional capacities for peace operations in each region. East Asia may slowly be moving beyond ideational strictures that crippled efforts to develop regional capacities. Institutional progress is not expected in South Asia and the Middle East, and states of each region should not be expected to send military units to intraregional operations. Nearly all South Asian countries, however, will be major players in UN operations. A few exceptions aside, Mideast states will remain bit players on the world scene. Demand for easy or moderately challenging operations will generally be met, but the hazardous missions most apt to occur will be called for by states possessing the wherewithal to take them on and bring others along.

2163. Sudanese Universities as Sites of Social Transformation

Abstract:
Education is an important resource for any country, but it is especially valuable in spreading the values that transform a wartime society into one with a culture of peace. Some of the structural inequities besetting the educational system in Sudan today stem from the colonial period and policies set during the early days of independence. Efforts to unify the country through an Arabic national curriculum caused resentment and alienation in the non-Arab communities and exacerbated civil conflicts. Sudanese universities have historically been the incubators of political change in Sudan, and student unions in particular have retained a tradition of vibrant—and sometimes violent—political activity. The education revolution implemented by the current regime in the 1990s overextended Sudanese universities, resulting in an extreme teacher deficit and the degradation of university resources and degrees. Various additional policies had the effect of intimidating university students and teachers, changing the atmosphere on campuses and leading to a nonreflective focus on exam results and to little intellectual exchange. In the interim period between the signing of the Comprehensive Peace Agreement (CPA) and the general election, a new openness allowed universities to begin to revive their historical intellectual traditions. This openness will be vital for securing peace with the South and for eventually reconciling Darfur and the East. A productive model has been illustrated by efforts to engage Sudanese universities with their local communities as sites for the development and sharing of public information, culture, and the acceptance of difference. The international community should advocate creative collaboration, research, and teaching exchanges both to and from Sudan, encourage international conferences involving Sudanese students and faculty, and pay active attention to restoring Sudanese libraries and research facilities. Sudanese education officials, university faculty, and civil-society organizations should work together to counter four key educational problems: the lack of exposure to critical thinking and research skills; the lack of vibrant extracurricular life; the alienation of universities from their local communities; and the recurring pattern of violent student activism.

2164. Migration and Cultural Interaction across the Centuries: German History in a European Perspective

Abstract:
Once upon a time, German studies seemed to be an easy field to define. Like fairytales, the resulting stories were addressed to a faithful audience—but here, an audience of adults, true believers in the nation and nation state. Today, by contrast, we understand that defining area studies is, in fact, a highly complex task involving overlapping regions and social spaces, and analyses of borderlands, interpenetrations, and métissage, as well as of processual structures and structured processes. Even geographies have become “processual.” The origins of area studies are often traced to the U.S., the hegemon in the Atlantic world's academe, and the emergence of American studies in the 1930s. Nevertheless, something like area studies also emerged in Europe in the late nineteenth century, juxtaposing 1) a country and its colonies; and 2) a country and its neighbors. The former were inferior societies, the latter competitors in world markets and, repeatedly, enemies in war. Area studies—after a preceding period of knowledge acquisition as reflected in early mapmaking— became colonial studies, competitor state studies, enemy state studies—in each case transnational, transterritorial, and transcultural. Unable to deal with the concept of “trans,” i.e., with fuzzy borders and shifting categories and geographies, scholars in each bordered country set their own society, their Self, as the “yardstick.” The Other, the delimited opposite, was meant as a background foil before which their respective own nation was to appear as the most advanced and to which—knowledge and interest are inextricably linked—the profits from worldwide trade and the spoils from colonial acquisitions were naturally due (Folien- or Spiegeltheorie). Since then, motivations for country studies have become more complex but they basically are framed still by bordered territories, “national culture,” national consciousness or identity, nation-state policies, and international relations. Once the ideology of “nation” is abandoned, the blindfold removed so to say, it appears that German-language people may be studied in America or Russia—or Africans, Poles, and Turks in the German-language societies (plural!).

2165. Tragedy, Surrogation and the Significance of African- American Culture in Postunification Germany: An Interpretation of Schultze Gets the Blues

Abstract:
In the aftermath of unification, the loss of job security and other forms of social support under East Germany's comprehensive (if increasingly inefficient and corrupt) system of welfare state paternalism, coupled with a newfound dependence on West German financial largesse, not only disoriented former East Germans, but also led to pressures on them to repress their past experiences of solidarity and distinctiveness. Schultze Gets the Blues, the critically acclaimed box office hit from director Michael Schorr, relates the story of a retired mineworker and accordionist for a town band in the economic backwaters of eastern Germany who undergoes a lifechanging conversion to the Cajun folk music of Zydeco. Drawing from Joseph Roach's notion of surrogation and Cornel West's articulation of an African-American tragic sensibility, this article casts Schultze in the role of a postunification mediating figure reconciling East German solidarity and localism with West German individualism and multiculturalism.

2166. Localizing Private Social Standards: Standard Initiatives in Kenyan Cut Flowers

Since the mid-1990s a range of Southern social standard initiatives have emerged, including in the African horticultural industry. In this paper I analyse two Kenyan standard initiatives in the cut flower sector – a business initiative and a multistakeholder initiative. I investigate how inter-national social standard requirements are 'localized', and how standards are played in different ways by different stakeholders in order to gain influence and to further specific goals. The analysis shows that when the standards are negotiated and performed, the power relations that exist both between local stakeholders and along the global value chain (GVC) for cut flowers are reflected and reproduced. The analysis further reveals a general tension between a focus on private social standards (PSSs) as a technical tool to achieve social compliance based on outcome standards, and a focus on PSSs as a means of enhancing the process through which workers claim their rights. This tension is clearly reflected in the fact that when the multistakeholder standard is endorsed by other local standard initiatives, it is to the exclusion of the multistakeholder institution and to the exclusion of the participatory auditing methodology – the main vehicle through which process rights are promoted. Placing the local standard initiatives in the context of GVC governance, this paper also illustrates how local standard initiatives can be seen as indirectly playing into the governance agenda of retail buyers, because local standards (particularly multistakeholder standards) offer better insurance against conflict and create necessary consensus and 'back-up' from critical voices, both locally and in buyer markets.

2167. South Africa's Medical Brain Drain: Myths, Facts and What (not) to do

Abstract:
A global shortage of health professionals makes it relatively easy for doctors and nurses from poor countries to emigrate to rich countries. This has raised fears of a medical brain drain from poor to rich countries and has been the subject of much – impassioned – debate. This paper questions the underlying rational behind South Africa's current policies toward the medical brain drain. In doing so, it also challenges the dominating view on the medical brain drain: that out-migration of health workers from developing countries has damaging consequences and curbing that migration is pivotal in safeguarding developing countries' health systems. A view which is rooted in a perhaps intuitively convincing assumption that out-migration and low levels of health workers are tightly correlated – that outward migration causes low levels of health workers in South Africa and elsewhere.

2168. Rules of Origin and the European Union's Preferential Trade Agreements, with Special Reference to the EU-ACP Economic Partnership Agreements

Abstract:
Economic opinion is in the process of re-interpreting low levels of uptake of non-reciprocal preferential trade agreements (PTAs) partly in terms of administrative barriers to preference utilization. Primary amongst these barriers are Rules of Origin. This paper reviews the literature on Rules of Origin as administrative barriers to the utilization of preferences accorded to African, Caribbean and Pacific (ACP) countries under the Coutonou Agreement, before going on to ex-amine current revisions of EU PTA Rules of Origin. These are embodied in a new (so-called 'Cotonou+') set of rules for the interim EU-ACP Economic Partnership Agreements (EPAs) and a second proposed set of rules for the EU's Generalised System of Preference (GSP) arrangements, including Everything But Arms. The Cotonou+ rules include some important concessions by the EU, especially for those ACP countries that do not have Least Developed Country (LDC) status, but are supposed to be re-negotiated within a fixed period in line the new EU GSP rules. However, the new GSP rules as revealed in the EU Draft Regulation of 2007 contain no real concessions for non-LDCs, and they introduce potentially trade-restrictive administrative requirements. These rules are currently (July 2008) under reconsideration by the EU, but it is clear that this exercise does not cover these elements. For this reason, harmonisation of the Cotonou+ and new GSP rules may be a source a serious discord in the negotiation of full EPAs, a process which is supposed to occur during 2008.

Abstract:
There are over thirty- three million refugees and internally displaced people in the world today. A disproportionate percentage of these displaced people are in Africa. Most have been driven from their homes by the armed strife of both interstate and intrastate confl icts. Such coerced migration violates people's freedom, and most have been displaced into settings where conditions fall far short of what is required to live with basic human dignity. Such displacement, therefore, violates people's most basic human rights in multiple ways.

2170. Global (Re)vision: Musical Imagination in African America

Abstract:
African American music has always been global, for it would never have come into being without that international trade in human beings known as the Atlantic slave trade. As historians of the slave trade have noted, Americans of African descent came from a variety of ethnic groups primarily from Central and West Africa. Many stopped first in the Caribbean before being transported for sale in various American cities of the 17th, 18th, and 19th centuries. In the United States, unlike in the Caribbean, large groups of enslaved Africans from the same cultural group often did not reside together, which resulted in a synthesizing of diverse African cultural practices and values. People taken from what was then known as Senegambia (present day Senegal and Guinea) predominated numerically in the 17th century, but by the end of the North American slave trade approximately 40% of Africans in America came from central Africa (present day Cameroon, Gabon, both Congos, Central African Republic, Angola), 30% from the Gold Coast and Bight of Benin (present day Nigeria, Ghana, Togo, Benin), 15% from Senegambia, and 15% from elsewhere on the continent. As Robert Farris Thompson's book Flash of the Spirit noted long ago, many traces of Yoruba, Kongo, and Mande cultural expression, religion, and visual arts can be found in North America.
