1091. The Role of the Informal Economy in Addressing Urban Food Insecurity in Sub-Saharan Africa

Abstract:
Sub-Saharan Africa (SSA) is facing high rates of urbanization and increasing food insecurity. The informal food economy addresses food insecurity by providing access to affordable food and significant employment opportunities to the urban poor in SSA. The Committee on World Food Security should recognize the informal food economy as a critical governance issue. Different policy approaches need to be taken into account to address the diverse needs of the informal food economy, including the needs of "survivalist" traders, larger constrained enterprises and female vendors. Municipalities in SSA often have restricted budgets, which hinder their ability to appropriately govern and support the local informal food economy. Increases in municipal budgets to align with food security needs in urban Africa should be considered as decentralization continues across SSA.

Abstract:
Over the last decade, tremendous progress has been made in the prevention, care and treatment of HIV/AIDS, TB and malaria globally. The international community has played a key role in this progress and remains committed to the fight, but as implementing countries' economies grow, they are progressively graduating from international support. This could leave national governments, especially health ministers, uncertain about the future of financing available for their national health programs. Without sufficient resources from both domestic and international resources, there is a risk of resurgence of these diseases. If these trends continue, there may not be a "grand convergence" in health by 2035, resulting in enormous economic and social costs.

1093. Gender equality and land administration: the case of Zambia

Abstract:
Land, and in particular agricultural land, is central to livelhoods in rural Zambia. Zambia is characterised by a dual legal system of customary and statutory law and by dual land tenure, with state land and customary land. A first wave of socialist-oriented reforms took place after independence in 1964, which abolished previously existing freehold land in favour of leasehold. Subsequent changes in government policies under the influence of structural adjustment programmes and a new government in 1991 paved the way for a market-driven land reform. The 1995 Lands Act introduced the privatization of land in Zambia and provided for the conversion of customary into state land, with the hope of attracting investors. However, the Act has been unevenly implemented, at least in rural areas, in part due to problems plaguing the land administration institutions and their work, in part due to opposition to the main tenets of the Act from chiefs, the population and civil society. Civil society, with donor support, calls for more attention towards women's precarious situations with regard to access to and ownership of land under customary tenure, but it still expresses a desire for customary tenure to remain. However, civil society also recognizes that customary practices are often also discriminatory towards women who depend on male relatives for access to land.

1094. Gender Equality Concerns in Ghana's Land Reform: Current challenges and the role of donors

Abstract:
Ghana has been implementing a land administration reform since 1999. The Land Administration Project (LAP), an ambitious programme supported by donors, aims to strenghten land administration institutions and increase land holders' security of tenure on both state and customary land. This working paper reviews the literature on this land reform process, with a focus on issues related to gender. At first absent from the 1999 Land Policy, gender concerns were later incorporated into the project and a gender strategy was developed in 2009, with the goal to mainstream gender in land-related agencies and activities. Although donors have contributed to the gender strategy, the inclusion of gender equality has not been at the forefront of their priorities.

Russia's annexation of the Crimea and subsequent meddling in Ukraine does not constitute a game-changer. It is just a reminder that at least since the war with Georgia in 2008 Russia has been and still is playing the same game: a "game of zones",aimed at (re)establishing an exclusive sphere of influence. Many of us Europeans had forgotten that, or had pushed it to the back of our minds, preferring to believe that we were not engaged in a zero-sum game in our eastern neighbourhood.

Asian investors' impact on Africa's cotton, textile, and apparel sectors may have profound consequences for the continent's industrialization and development. As southeast African countries seek to industrialize and build indigenous cotton-textile-apparel value chains, the interactions between Asian—particularly Chinese—investors and African companies become more and more complex. Indeed, Asian investors present both a challenge to and an opportunity for local industries, and southeast African countries need a clear vision and tailored policies to make the most of the opportunities. Asian investors' impact on Africa's cotton, textile, and apparel sectors may have profound consequences for the continent's industrialization and development. 1098. Self-Selection into Credit Markets: Evidence from Agriculture in Mali

Abstract:
We partnered with a micro-lender in Mali to randomize credit offers at the village level. Then, in no-loan control villages, we gave cash grants to randomly selected households. These grants led to higher agricultural investments and profits, thus showing that liquidity constraints bind with respect to agricultural investment. In loan-villages, we gave grants to a random subset of farmers who (endogenously) did not borrow. These farmers have lower – in fact zero – marginal returns to the grants. Thus we find important heterogeneity in returns to investment and strong evidence that farmers with higher marginal returns to investment self-select into lending programs.

Abstract:
In this paper, New York University's Center on International Cooperation (CIC) seeks to explore potential pathways to United Nations Security Council (UNSC) reform. We begin with an overview of the current context, which has been characterized by increasing international pressure for Security Council reform. The Council's abysmal performance in the Syrian crisis has fueled the mounting pressure for reform, which includes the French proposal to limit use of the veto and Saudi Arabia's rejection of a non-permanent seat. We then offer a brief history and analysis of previous reform attempts; an explanation of global perspectives on the issue of UNSC reform; background on the Intergovernmental Negotiations (IGN) on UNSC reform in New York; and an analysis of discussions on reform in and around the African Union.

1100. Former U.N. Peacekeepers: Agents of Cultural Change in Pakistan's Polic

Abstract:
Former U.N. peacekeepers are an emerging cadre within Pakistan's police who are precursors of professionalization and other positive changes in police culture. Given their peacekeeping experience, they are torchbearers of human rights protection in policing, and believers in gender equality and the rule of law. They have also shown an ability to resist undue political pressure by government ministers, politicians and interest groups. They form a resilient force when it comes to fighting the tide of militancy and terrorism in Pakistan. This pool of trained resources may be utilized by the United Nations Department of Peace-keeping Operations (DPKO) for the quick start of new peacekeeping missions. The Government of Pakistan could also utilize them for police-reform initiatives, imparting training and demonstrating best practices. Given the potential gains from police participation in U.N. peacekeeping, Pakistan's recent, self-imposed ban on police joining peacekeeping deployments in the future should be reversed.
