31. Mixed, Perilous and Other Migrations: Do African Lives Matter?

Abstract:
This is a trying period for anyone that pays attention to African migration. Migrants’ gruesome deaths while in transit are given more coverage. Of these, those in the Mediterranean Sea, and to a lesser extent, the Sahara Desert make it more into the news. But there are also deaths in places in-between. Some are reported. Others are not. One only gets glimpses of such deaths when repatriated migrants mention or lament them. There has been more coverage of Libyan “Slave auctions,” at least after CNN released taped evidence from such markets (Elbagir, Razek, Platt, & Jones, 2017). The African Union (AU) and selected African states, including Nigeria, (which by dint of its sheer population size in the African continent, has more citizens caught up in the movements of migrants intent on getting out of their countries to realize dreams of social, economic and political security elsewhere), belatedly responded (Ibuot & Okopie, 2017; Daily Nation, 2017; Busari, 2017). Some have not bothered to do so. It is amazing that Nigeria and other African countries have embassies and diplomatic representative in Libya, yet, there was no previous report, awareness, response, nor were any measures whatsoever taken to document, respond to, and correct the abuses of citizens and violation of their human rights. What then is the value and utility of diplomatic representation? How do African governments understand their responsibilities to citizens? What is the function of the media in these countries? What is the duty of the AU?

32. State Responses to the Relapse into Insurgent Violence in Nigeria's Oil Region

With its roots in decades of crude oil production and the attendant crises of mismanagement of oil revenues, the reemergence of armed groups1 in the Niger Delta region in early 2016 marked a return to the ‘business-as-usual’ insurgency that dominated the oil region since the 1990s. In February 2016, the Niger Delta Avengers (NDA) claimed responsibility for attacking oil facilities owned by major international oil companies (IOCs). During the same period, the state-owned Nigeria National Petroleum Com- pany (NNPC) reportedly spent N4.023 billion to repair 293 pipeline breaks. These attacks disrupted oil production and forced the IOCs to declare a force majeure, reducing daily oil production from 2.2 million to between 1.6 and 1.7 per million barrels per day. These developments coincided with a na- tional fiscal crisis linked to dwindling global oil prices; from over $100/barrel to around $50/barrel. Without steady gas supplies, the already dire electricity situation nationwide was further compounded by a 2,500 megawatts drop in power generation.

Abstract:
Militant activities, which are mostly localized in Ogoniland, Nigeria, have remained a threat to the security of the country since the death of Ken Saro-Wiwa and nine Ogoni members when they were hanged during military rule. As a way of drawing attention to itself, the militant Ogoni group initiated violence campaigns which resulted in the massive killing of many multinational oil workers and security forces. To understand how militancy came to be such a Gordian knot in Nigeria’s contemporary security situation, one should have an understanding of Ogoniland’s reality as well as the social and economic history.

Abstract:
Until I did my report on the March, 1961 terrorist uprising in Angola, I had done well at my job as an intelligence analyst, especially at the hard slog of scanning thousands of pages of reports to assemble a good picture of communist efforts in Africa. My reports helped guide where and how the U.S. Information Agency (USIA) directed its propaganda efforts. They also helped convince Congress that USIA needed more money to match the communists. They outspent us in propaganda by about ten to one, measured by their output of films, radio broadcasts, books, pamphlets, magazines and exhibits tailored for Africa. Communists also gave more equipment and mass media training to Africans than did the U.S., though the West got the best students and other trainees and had a head start in African mass media and education programs. Few top students really wanted to learn Russian or Czechoslovakian for example, nor to live in those countries and to study communist theory in addition to their technical or academic work. A handful of African students at communist universities were recruited for communist intelligence work when they arrived back in Africa.

Abstract:
During the turmoil in Uganda after the fall of repressive leader Idi Amin Dada, political scientist Robert Bates was in the field. At the time, he was widely known for his astute public policy analysis of agricultural decline in Africa. His war zone experience led to the great concern of the latter part of his career—the study of political violence. Now one of his books on the subject, When Things Fell Apart: State Failure in Late-Century Africa, is being published by the Cambridge University Press. It was selected for the Canto Classics series, which features the most influential titles over the past half-century. With the inclusion, Bates joins intellects such as literary critic C.S. Lewis, Austrian physicist Erwin Schrödinger, and British anthropologist Jack Goody. For Bates, the Eaton Professor of the Science of Government and professor of African and African American studies at Harvard and a Faculty Associate at the Weatherhead Center for International Affairs, a deep commitment to fieldwork has been paramount. On his office door there’s a picture of Bates, long white beard and Panama hat, looking, as he does, like a restless scholar ready to set out on expedition.

Despite widely held concerns about the likelihood of a destabilizing outcome, Nigeria suc- cessfully conducted its general elections on March 28 and April 11, 2015. The peaceful and positive result came to many as a surprise, considering the difficult political and secu- rity environment in which the elections were conducted. Five major obstacles had stood in the way of their going smoothly: the competing claims to the presidency by northern and southern politicians; a keenly contested campaign smeared by inflammatory messages; the grave security threat posed by the Boko Haram insurgency; allegations of politically motivated postponement of the elections; and gaps in electoral preparations. This briefing assesses Nigeria’s 2015 general elections, highlighting factors that enabled the country to avoid larger-scale violence and lessons that can be learned from its experience.
